Title: Construction Contract Award to Elecnor Belco Electric, Inc. for the Cathedral Canyon Drive and Canyon Shores Drive Traffic Signal Project RECOMMENDATION:

To award a construction contract to Elecnor Belco Electric, Inc. in the amount of $367,614.00 for the Cathedral Canyon Drive and Canyon Shores Drive Traffic Signal Project (C06517); and, approve a twenty percent (20%) contingency in the amount of $73,522.80 for unforeseeable construction costs, thereby bringing the total construction budget to the amount of $441,136.80; and, authorize the City Manager to execute the required contract documents; and, authorize the City Engineer to request bonds and insurance for the project, and issue the notice to proceed.

BACKGROUND:

City staff have been working with the Coachella Valley Association of Governments (CVAG) staff to incorporate a protected pedestrian/bicycle crossing at the Cathedral Canyon Drive and CV Link/Canyon Shores Drive intersection.

In 2024, CVAG completed the acquisition of the right-of-way from adjacent tribal allottee landowners near and adjacent to the Cathedral Canyon Bridge. This allowed CVAG to start the construction of CV Link Phase II within Cathedral City and Palm Springs limits in September 2024.

At the City Council meeting on December 11, 2024, the City Council approved Amendment Number Two to the reimbursement agreement between CVAG and the City of Cathedral City for the Cathedral Canyon Bridge Project, along with a budget adjustment in the amount of $700,000 to design and construct a new traffic signal at the intersection of Cathedral Canyon Drive and CV Link/Canyon Shores Drive.

Amendment Number Two established a 75/25 percent cost-sharing arrangement, with CVAG funding 75 percent of the project costs and the city providing the remaining 25 percent match using local funds. The city was designated as the lead agency responsible for the design and construction of the traffic signal project.

On January 22, 2025, the City Council authorized a task order with Advantec Consulting Engineers, Inc. (Advantec) to provide design engineering services for the project. Advantec completed the preparation of the project’s plans, specifications, and estimates (PS&E) on August 4, 2026, allowing the city to proceed with construction bidding.
