PURPOSE
Access to the Cathedral City Police Department Flock Safety Automated License Plate Reader (ALPR) System is authorized solely for the performance of official law enforcement duties. Use of the system is a privilege and is subject to all applicable laws, Department policy, and system security requirements.
This acknowledgment is a condition of receiving and maintaining access to the Flock Safety ALPR System.
LEGAL AUTHORITY
I understand my use of the Flock Safety ALPR System is governed by:
California Civil Code §§ 1798.90.5–1798.90.55 (Automated License Plate Recognition Systems) California Penal Code § 502
California Penal Code §§ 11141–11143, where applicable California DOJ CLETS Policies, Practices and Procedures FBI CJIS Security Policy
Cathedral City Police Department ALPR Usage and Privacy Policy and applicable Department policies
AUTHORIZED USE
I will use the Flock Safety ALPR System only for legitimate law enforcement purposes, including:
Criminal investigations
Missing or endangered persons investigations
Recovery of stolen vehicles or property
Officer safety
Calls for service

Assistance to another criminal justice agency
Supervisory review, audits, or authorized training
Each search shall have a legitimate law enforcement purpose and be documented as required by Department policy.
PROHIBITED USE
I shall not:
Conduct searches for personal curiosity or personal benefit. Search myself, family members, friends, neighbors, coworkers, supervisors, elected officials, or any individual without a legitimate law enforcement purpose. Use the system for political, commercial, civil, or non-law-enforcement purposes. Share confidential ALPR information with unauthorized persons. Share login credentials or access another employee’s account. Download, print, photograph, or disseminate ALPR information except as authorized. Attempt to circumvent system security or audit controls.
Unauthorized access or misuse is prohibited regardless of whether information is viewed, retained, or disclosed.
CONFIDENTIALITY
ALPR information is confidential criminal justice information.
I agree to safeguard all information obtained through the Flock Safety System and immediately report any suspected unauthorized access, disclosure, security incident, or misuse.
AUDIT NOTICE
I understand that:
Every login, search, query, report, alert, download, and other system activity is electronically recorded.
My activity may be audited at any time without notice. Supervisors, Professional Standards personnel, System Administrators, DOJ representatives, CLETS auditors, and other authorized personnel may review audit records. I have no expectation of privacy while using Department information systems.
CONSEQUENCES OF MISUSE
I understand that misuse of the Flock Safety ALPR System may result in:
Suspension or revocation of system access
Administrative investigation
Disciplinary action, up to and including termination
Loss of CLETS access
Civil liability
Criminal prosecution under applicable law
Other sanctions authorized by Department policy or law

I certify that:
I have read and understand this Admonition and Acknowledgment. I understand the legal and policy requirements governing use of the Flock Safety ALPR System. I understand all system activity is subject to audit.
I will use the system only for authorized law enforcement purposes. I understand the criminal, civil, and administrative consequences of unauthorized access or misuse. I agree to comply with all applicable laws, Department policies, DOJ/CLETS requirements, and the FBI CJIS Security Policy.
