Staff Report
City Council
Item No. 3.D
Meeting Date: October 14, 2026
From: Christina Burton, City Clerk
Title: Approval of the Third Amended and Restated Joint Powers Agreement for Visit Greater Palm Springs (VGPS)
RECOMMENDATION:

Staff recommends that the City Council approve the Third Amended and Restated Joint Powers Agreement for Visit Greater Palm Springs (VGPS) and authorize the appropriate City officials to execute the agreement on behalf of the City.

BACKGROUND:

Visit Greater Palm Springs (“VGPS”) is a Joint Powers Authority operating pursuant to the Joint Exercise of Powers Act (California Government Code Section 6500 et seq.). Its members include the nine Coachella Valley cities and the County of Riverside.

The current Second Amended and Restated Joint Powers Agreement was approved in June 2024. On June 26, 2026, the VGPS JPA Executive Committee and Board of Directors approved Resolution No. JPA 2026-003 recommending amendments to the Agreement.

DISCUSSION:

The proposed Third Amended JPA Agreement expands the purpose and powers of VGPS to allow the organization and its member agencies to pursue destination-enhancing infrastructure and economic development initiatives, including potential sports complexes, entertainment venues, and meeting facilities.

The amendments would also allow VGPS members, in collaboration with VGPS, to pursue the formation of Tourism Improvement Districts, Infrastructure Districts, and other legally authorized financing mechanisms to support tourism-related infrastructure, including a potential regional sports complex in the Coachella Valley.

Approval of the Agreement does not establish a district, impose an assessment, authorize debt, approve construction, or commit the City to future financial participation. Any such action would require separate consideration and approval in accordance with applicable law.

FISCAL IMPACT:

There is no direct fiscal impact associated with this item. Any future financial participation would require separate City Council approval.
