Staff Report
City Council
Item No. 3.M
Meeting Date: October 14, 2026
From: Ryan Hunt, Director of Communications & Engagement Title: Amended Agreement for Services with Conrad Angel Corral for Cathedral City TV (CCTV) Production Services
RECOMMENDATION:

Approve an amended Agreement for Services with Conrad Angel Corral for Cathedral City TV (CCTV) production services for a 21-month term, in an amount not to exceed $70,000 over the full term and authorize the City Manager to execute the agreement.

BACKGROUND:

Cathedral City TV (CCTV) is the City's government access channel, airing on Spectrum Cable Channel 17. CCTV programming also reaches residents through the City's Facebook page, Instagram account, TikTok account, and YouTube channel. Facebook delivers the greatest reach, with more than 20,000 followers and the strongest engagement of any City platform.

Conrad Angel Corral serves as CCTV's host and producer, and Alan Kraemer serves as producer for CV Productions. Together, they produce the channel's original segments:
• New Business: A long-running series that introduces residents to new small businesses opening throughout Cathedral City and encourages them to shop local. • Special Events: Previews and coverage of City events, consistently among CCTV's most-viewed segments.
• Ribbon Cuttings: Coverage of ribbon cuttings and grand openings for new businesses and City projects, along with content produced for the annual State of the City. • The Art of Cathedral City: An expanded arts series featuring local artists, galleries, theater companies, and cultural events.

The City Council last approved an adjustment to CCTV production rates in 2023, setting compensation at $1,200 per show, split between two producers. Earlier this year, the producers submitted their first-rate adjustment request since then, reflecting the expanded scope of CCTV content and the time and production quality the segments now require.

DISCUSSION:

The amended agreement sets compensation at $1,600 per New Business or Special Events segment, up from $1,200 per show under the current agreement. Segments of The Art of Cathedral City are $1,600 for a single subject and $2,400 for two subjects. Rates cover City collaboration, hosting, script writing, voiceover, videography, editing, producing, the final product, and incidentals, and CV Productions will use its own equipment. One to two segments will be produced per month on an as-needed basis, for an estimated annual cost of $38,400 at two segments per month.

The new rates take effect October 14, 2026. The agreement runs 21 months, through July 13, 2028, with a not-to-exceed amount of $70,000 for the full term, and the City may renew for up to two additional one-year terms. The agreement uses the City's current standard Agreement for Services template, including updated insurance, data protection, and indemnification provisions.

CCTV continues to perform well. From October 1, 2025, through October 1, 2026, CCTV segments earned more than 160,000 views on the City's Facebook page alone, plus 26,986 views on TikTok. Special Events segments led with more than 100,000 views, including 55,738 for the SnowFest preview and 42,739 for the Spooktacular preview. New Business segments drew more than 41,000 views, led by Kimkey Shrimp Seafood Boil, and episodes of The Art of Cathedral City drew more than 18,000.

The Art of Cathedral City has grown into one of CCTV's signature series. It has helped the City build relationships with artists throughout the community, particularly in The Perez Art District, and supports Cathedral City's identity as a place where art lives. The New Business series continues to give new small businesses valuable exposure, and CCTV content supports the City's major initiatives, including the State of the City.

FISCAL IMPACT:

The agreement will be funded through the City's Public, Educational and Governmental (PEG) fund (236), with no impact to the General Fund. The estimated annual cost is $38,400 at two segments per month. The $70,000 not-to-exceed amount applies to the full 21-month term, not annually. It covers two segments per month at the base rate ($67,200), with a small cushion for two-subject episodes of The Art of Cathedral City.

FIVE-YEAR STRATEGIC PLAN:

This action supports Goal F: Embracing, Inclusive Community, including Action F-3: Promote additional community events and celebrations and Action F-6: Develop and implement a plan to improve and diversify communication methods with residents, which includes the comprehensive, integrated communications plan. CCTV programming promotes City events, the arts, and new small businesses across the City's cable channel and social media platforms.
