Health-E
Communities
Creating Healthy Outcomes
with Building Electrification
Executive Committee, 10.4.23
Health-e Communities Objectives
● Deliver up to 2,000 induction stove retrofits to households where one or more residents suffer from asthma or chronic pulmonary disease ● explicit emphasis on low-income/disadvantaged communities and families with children ● Establish necessary partnerships with healthcare professionals and researchers to reach and research the impacts on participating households and the larger community
● Develop local contractor network to complete the work and scale into future electrification work
● Pair induction stove installations with research to support scaling up home electrification as a public health response to asthma and pulmonary disease ● Serve as a scalable demonstration project for intersectionality of home electrification and public health
Health-E Communities Partnership: Aligning EBCE
Scope with EBCE Expertise
● EBCE has budgeted up to $15M in funding for Health-e Communities electrification projects
● Focus EBCE funding and core responsibilities on induction stove installations ● Recruit partners that can leverage external funding to support research goals, customer/community engagement, integration of home electrification into public health services and scaling of program learnings ● Bring in external funding partners (ex: EPA, Health/Climate philanthropy, Kaiser Permanente…) to fund costs of public health partner participation in program
3 Roles Responsibilities
EBCE
- Select induction equipment
- Specify kitchen electrification kit
- Secure installation partners
- Manage kitchen electrification
projects
- Complete Q/A check on installations
- Identify and apply for research
funding
Partner(s)*
- Support EBCE in research fund
development
- Test pre/post indoor air quality
- Develop longitudinal study
- Secure healthcare professionals for
patient program referrals
- Secure data sources for longitudinal
study
- Evaluate qualitative and quantitative

Pilot to scale: Oct 2023 to June 2024
Measurable outcomes for the direct install pilot…
● Complete up to 200 induction stove retrofits for CARE and Medical Baseline customers
● Qualify 3-5 local contractors with potential workforce development for apprentices
● Collect indoor air quality measurements & participant qualitive surveys
4 Pilot Learnings to inform Program Scaling
● Effective recruitment and enrollment of receptive & engaged participants
● Streamline and simplify induction retrofits for impact, scale, speed and cost
○ Between single-family and multi-family; Identifying ideal conditions ● Measure indoor air quality impacts, participant qualitative impact, and role of longitudinal health research
● Determine project costs and installation timelines
5 Timeline
● Oct ‘23 to June ’24: pilot installation of up to 200 retrofits + contract with 3-5 local installers + indoor AQI monitoring partner
● Through 2024: scale up to program with healthcare
research solicitation + develop larger building
electrification contractor network
● Through 2026: full program implementation & research
