Dear AVA Board Members,
Managing the grid is a complex issue and grid regionalization is not needed for CAISO to purchase energy from other states. I have been following this issue as an organizer whose work resulted in the creation of Clean Power Alliance serving Ventura County and as a subgroup of Sierra Club California Energy Climate Committee advocating for reform of Transmission Access Charges.
I trust and support Craig Lewis, founder of The Clean Coalition and their legislative priorities. He and Loretta Lynch oppose SB540, in part because without fixing the TAC market distortion, additional costs are likely to be imposed on the ratepayers, further exacerbating the existing issue. Lawmakers must a) fix the TAC before considering regionalization, and b) make this a two-year bill so the proper discussion can occur.
For more I encourage you to listen with an open mind to a talk by Loretta Lynch, former head of the CPUC, who presented her concerns here: https://www.youtube.com/watch?v=_EAbwTq3fbg.
On behalf of informed Californians who have been advocating for local clean energy at fair rates for 15 years, please don't support legislation that does not address root causes and will make things worse for ratepayers.
Yours,
Jan Dietrick, Policy and Communications Leader
