RECOMMENDATION
Accept the CEO’s report on contracts that Ava Community Energy has entered into, as required by the Administrative Procurement Policy, from March 12, 2025, through April 10, 2025; C-2025-040 GB Endeavors Amendment No. 1 to CSA, increases the not to exceed compensation to $15,000 and extends the term through June 30, 2025, effective December 18, 2024.
C-2025-041 Oakland Ballers Baseball Club LLC Marketing and Sponsorship Contract, provides marketing and sponsorship exposure for the Club's 2025 season, with a cost of $25,000.
C-2025-042 Ascend Analytics Amendment B to the Master Agreement- Software, amends Exhibit A (Statement of Services, Support, and Service Level Agreement) to provide a SmartBidder Premium bid optimization Software license to Ava at pricing specified for the Kola Energy Storage II Project, with a license start date of April 1, 2025 through June 22, 2025, for $8,160 per month.
C-2025-043 Chocolate Soup, Inc. (Ontario, Canada) Purchase Rider, provides products on an order-by-order basis, as detailed in an order form or similar purchasing document, for a maximum compensation of $10,000, effective March 25, 2025, through March 24, 2026.
C-2025-044 EV Realty, Inc. Amended and Restated Project Site Addendum No. 1 to Vehicle Charging Master Services Agreement, amends and restates Project Site Addendum No. 1, where the Project Site is Oakland City Center Garage West, effective December 13, 2024.

C-2025-045 Slalom (Seattle) Consulting Services Agreement for Marketing technology services related to Salesforce with compensation not to exceed $96,000 through February 28, 2026 C-2025-046 Sacramento Municipal Utility District (SMUD) Amendment 1 to Exhibit A, Task Order 3, incorporates Amendments 36, 37, and 38 of Task Order 2 by reference and develops a standardized approach to remove Uncollectible debt from Aging balances and report on Uncollectible debt, for a total fee of $12,940.
C-2025-047 Sacramento Municipal Utility District (SMUD) Amendment 2 to Exhibit A, Task Order 3, updates Webform, Email Confirmation, and IVR scripts for new TOT Pre-Enrollment customers in Stockton and Lathrop (2.2) and changes the images for the pop-up in compare plans on webforms (2.3), for total fees of $3,780 (2.2) and $1,190 (2.3).
C-2025-048 Sacramento Municipal Utility District (SMUD) Amendment 3 to Exhibit A, Task Order 3, creates a combined UDC and 820 Report, with a total fee of $10,800.
C-2025-049 Sacramento Municipal Utility District (SMUD) Amendment 4 to Exhibit A, Task Order 3, updates the Annual NEM Webform, with a total fee of $4,870.
C-2025-050 Sacramento Municipal Utility District (SMUD) Amendment 5 to Exhibit A, Task Order 3, updates the webform to reflect the functionality and messaging for customers who opt out within the first 60 days of enrollment, with a total fee of $3,860.
C-2025-051 Dakota Press, Inc Third Amendment to CSA, adds additional compensation of $200,000, effective March 24, 2025.
C-2025-052 Adam Goldstein (Oakland) Purchase Rider, provides videography services to support general brand awareness efforts and campaigns focused on Ava's community impact, local development work, and programmatic successes, effective April 1, 2025, through December 31, 2025, with a max compensation of $15,000.
C-2025-053 Sacramento Municipal Utility District (SMUD) Task Order 4 - Debt Collection Services, provides debt collection services as required by Ava, effective April 3, 2025, through December 31, 2026, with a one-time set up fee of $100,000, an Administrative Support fee of $5,000 per month, and a percentage of collections for Primary Placements, Secondary Placements, Attorney Referral, and Litigation.
C-2025-054 TerraVerde Energy LLC (San Francisco) Consulting Services Agreement, supports the RFQ process and manages a comprehensive procurement process (RFP), leveraging fit-for-purpose contracts and solicitation materials, effective March 14, 2025, through March 13, 2026, with a maximum compensation of $96,950.
C-2025-055 Lunar Energy Limited First Amendment to MSA, extends the term through March 31, 2027, updates Addenda A, C, and D, and adds Addendum E.
C-2025-056 Mouser Law Firm (San Ramon) Consulting Services Agreement provides for workplace investigation services with compensation not to exceed $48,000 through June 30, 2026.
C-2025-057 Mercer Statement of Work provides for market pricing and compensation benchmarking services and tool with compensation not to exceed $55,000 through January 31, 2026.
