(1:50:58) Public Comment: Bradley Cleveland, an Oakland resident and consultant with IBEW Local 595, spoke in support of Ava evaluating direct ownership of the AvaCharge assets. Bradley Cleveland further noted that local ownership would ensure ratepayer funds are recycled into the local economy through the use of local contractors, skilled construction workers, and local apprentices.
(1:52:18) Public Comment: Jim Lutz, a former member of the Community Advisory Committee and an Ava customer, also expressed support for the direct asset ownership evaluation. Jim Lutz noted that under current forecasts the program is anticipated to operate at a loss, and suggested that additional features — such as financing programs for EV purchases targeted at residents in the served neighborhoods — could increase utilization and potentially generate additional cash flow for Ava while reducing customers' total energy costs.
