BACKGROUND:
3CE is proud to release its 2025 Annual Impact Report. The Annual Impact Report highlights the agency’s key accomplishments in fulfilling its goal of achieving 100% clean and renewable energy and reducing greenhouse gas emissions. The publication is 3CE’s opportunity to report our progress, thank our customers and showcase what they make possible by choosing 3CE.

DISCUSSION:

The 2025 Annual Impact Report highlights the agency’s investment in community energy programs, our progress toward 100% clean and renewable energy, and 3CE’s customer outreach and educational efforts.

This past fiscal year, 3CE expended nearly $15 million in electrification rebates and incentives for our customers and distributed $6.2 million to equity projects. In 2025, 3CE rebates funded:
 3,851 Electric Vehicles
 3,148 EV Chargers
 55 Electric Buses
 1,850 All-Electric Water Heaters & HVAC Systems
 1,018 All-Electric Affordable Housing Units
 115 Agricultural Equipment Electrification Projects
Since 2018, nearly 10,000 customers have received 3CE rebates.

The annual report highlights the agency’s investment in clean energy, including the procurement of 1,533,404 megawatts of clean and renewable energy in 2025, enough to power 352,646 homes.

Moreover, the agency prevented more than 599,217 metric tons of CO2 emissions, the equivalent of taking 139,771 gasoline-powered passenger vehicles off the road for a year.

Looking ahead, the Impact Report notes that five new projects are expected to deliver renewable energy in 2026, including:

Altogether, the report demonstrates consistent progress toward meeting the agency goal of providing 100% clean and renewable energy for our Central Coast community, reducing regional emissions, and supporting the local economy.

RECOMMENDATION:

It is recommended that the Policy Board adopt Resolution No. PB-2026-01 approving the cost-based electric generation rates through April 2027.

BACKGROUND:

Since adopting a cost-of-service rate methodology in 2022, the Policy Board has approved generation rates designed to recover costs and build reserves consistent with adopted financial policies. This methodology, which has remained in place through 2025, provides customers with fair and stable generation rates (rates) that align revenues with the cost to serve.

On March 19, 2025, the Policy Board adopted Resolution No. PB-2025-02 approving adjustments to the calendar year (CY) 2025 rates. These adjustments were necessary to reflect a lower load forecast and to maintain 3CE's historically fair rates across all customer classes. These rates became effective April 1, 2025. Throughout 2025, staff completed the annual cost-of-service analysis and rate design using cost assumptions aligned with the FY 2025-26 Recommended Budget.

The Policy Board subsequently adopted Resolution No. PB-2025-06 approving the FY 2025-26 Recommended Budget and authorized CY 2025 rates to remain in effect into CY 2026 pending additional clarity of regulatory and IOU rate impacts. At that time, the Board directed staff to return with 2026 rates that align revenues with the FY 2025-26 budget, ensure fair customer rates and fund appropriations, while remaining consistent with adopted financial policies.

The proposed 2026 cost-based rates result in a system-wide average decrease of approximately 25.0%, reducing the effective system generation rate from $0.13517/kWh to $0.10140/kWh. The Audit and Finance Committee supported this proposal at its special meeting on January 21, 2026.

DISCUSSION/ANALYSIS:

Proposed Rate Adjustments
FY 2025-26 total appropriations are $142.0 million lower than the prior year’s adopted budget, driven primarily by a reduction in Cost of Energy (COE). COE remains 3CE’s largest and most volatile expense, representing approximately 91% of total appropriations. The decrease in COE is largely attributable to significantly lower Resource Adequacy (RA) and Renewable Portfolio Standard (RPS) energy attribute costs. These reductions materially lower 3CE’s overall cost structure and directly support lower rates for customers while maintaining reliability and clean energy commitments.

Because CY 2025 rates remain in effect through at least January 2026, staff evaluated the remaining revenue requirement based on the balance of FY 2025-26 operating costs and energy market risks.

Based on this analysis, staff recommends adjusting generation rates beginning in 2026 to reflect the updated cost-of-service. Rate impacts vary by customer class, consistent with cost-of-service principles, and range from 20.6% to 29.6% lower than current rates. Residential rates are proposed to decrease by approximately 23.1%, resulting in an estimated monthly generation bill reduction of $12.28, or approximately $147.36 on an annualized basis for a typical customer.

This reduction illustrates the strength of 3CE’s cost-of-service methodology, which ensures that rates reflect the actual cost of providing electric service and that savings are passed on immediately to customers in a fair and stable manner, while maintaining adequate reserves to address both near-term volatility and long-term risks. Even with these reductions, 3CE remains financially sound and continues to increase renewable generation for its customers.

External Pressures and Regulatory Impacts
While customers are experiencing meaningful bill relief through lower 3CE generation rates, other components of the electric bill—outside of 3CE’s control and charges—continue to exert upward pressure. Customers in PG&E’s service territory experienced an average increase of approximately 7% in transmission and distribution (T&D) charges at the start of 2026, affecting both bundled and CCA customers alike.

In addition, unbundled customers are facing increased regulatory charges in 2026. CPUC decisions in PG&E’s and SCE’s 2026 ERRA proceedings resulted in higher PCIA rates driven by legacy procurement costs, market benchmark recalculations, and interim policy determinations. While these regulatory outcomes create significant volatility in electricity prices for Californians, 3CE continues to advocate, through CalCCA, on behalf of all customers. Moreover, 3CE is exploring additional rate flexibility options for customers. As local decision makers, 3CE’s Policy Board is best positioned to evaluate whether additional rate flexibility may provide customers with tools to help mitigate cost impacts beyond 3CE’s control, like those impacting T&D costs and regulatory charges.

Policy Board Action and Timing
Staff recommends that the Policy Board approve the proposed generation rates, with the rates to take effect on February 15, 2026. This effective date represents the earliest operationally feasible implementation and ensures that customers benefit from the lower cost-of-service rates as soon as possible.

Staff further recommends that the approved rates remain in effect through April 2027 to better align 3CE’s rate-setting period with the timing of key CPUC and IOU cost determinations, including ERRA outcomes, bundled generation rates, and PCIA updates that are typically finalized in late December. An April–March rate year reduces regulatory uncertainty, supports rate stability, and allows staff to return to the Board with future rate recommendations informed by complete and finalized information, improving budget-to-rate alignment and minimizing the need for mid-year rate adjustments.

FISCAL IMPACT:

Adoption of the proposed rates will enable 3CE to recover costs consistent with FY 2025-26 operating requirements while maintaining flexibility to respond to market volatility. Net electricity sales revenue for the fiscal year based on the proposed rates is estimated at $552.7 million, approximately $25.4 million below the adopted budget, reflecting updated operating assumptions informed by early-year cost experience and revenue performance. These revenue projections are sufficient to fund projected operating expenditures and support continued balance-sheet strength. Maintaining a strong net position enhances financial stability amid regulatory impacts, supports fair and stable rates for customers, and reinforces 3CE’s long-term credit profile.

CONCLUSION:

Adopting the proposed generation rates aligns 3CE’s revenues with the FY 2025-26 adopted budget, supports fair cost recovery, and maintains compliance with the agency’s financial policies. Approval of these rates will allow 3CE to pass through cost savings to customers, preserve financial stability, and continue meeting customer energy demand with reliable, clean power in an increasingly uncertain regulatory environment.

A RESOLUTION OF THE CENTRAL COAST COMMUNITY ENERGY POLICY BOARD OF DIRECTORS APPROVING THE ELECTRIC GENERATION RATES EFFECTIVE FEBRUARY 15, 2026 THROUGH APRIL 31, 2027
WHEREAS, Central Coast Community Energy (3CE) is a Joint Powers Authority (JPA) established and operated pursuant to California Government Code sections 6500 et seq. to study, promote, develop, conduct, operate, and manage energy programs in the California Central Coast region of Santa Cruz, Monterey, San Benito, Santa Barbara, and San Luis Obispo counties; and WHEREAS, 3CE is a community choice aggregator (CCA), as such term is defined in section 331.1 of the Public Utilities Code of the State of California (Public Utilities Code), that is a public agency, as such term is defined in the JPA law, which has implemented a CCA program pursuant to section 366.2 of the Public Utilities Code, and possesses the power to purchase and sell electric energy and enter related contracts for such purposes; and
WHEREAS, pursuant to sections 3.3.1 and 3.3.3 (d and f) of the Joint Exercise of Powers Agreement, as amended from time to time, the Policy Board is responsible for setting the 3CE electric generation rates consistent with California’s Constitution and applicable state law; and WHEREAS, on September 19, 2024, the Policy Board approved Resolution PB-2024-08 adopting 2025 generation rates and further adjusted the 2025 rates on March 19, 2025, per Resolution No. PB-2025- 02, to reflect a lower load forecast and to maintain competitiveness with IOUs across all customer classes and became effective April 1, 2025; and
WHEREAS, on June 18, 2025, the Policy Board adopted Resolution No. PB-2025-03 approving the FY 2025-26 Financial Policies requiring 3CE to maintain an adequate rate structure to cover the cost of all operations; and,
WHEREAS, on September 18, 2025, the Policy Board adopted the Fiscal Year 2025-26 Recommended Budget, per Resolution No. PB-2025-06, and authorized the duly adopted CY 2025 rates to remain in effect into CY 2026 pending additional clarity from the Energy Resource Recovery Account (ERRA) proceedings and the 2026 Power Charge Indifference Adjustment (PCIA); and WHEREAS, staff evaluted the effectiveness of its electric generation rates for the current fiscal year to update the approved cost of service model for the purpose of determining whether an annual rate change is necessary; and
WHEREAS staff is returning to the Policy Board with proposed 2026 cost-of-service based rates that align revenues with the FY 2025-26 Recommended Budget, ensuring sufficient funding of appropriations and consistency with the Board’s adopted financial policies; and WHEREAS in light of volatility in PCIA costs charges beyond 3CE’s control, staff has identified a need to adjust 3CE’s rate period to be effective February 15, 2026, through April 30, 2027, unless subsequently adjusted by the Policy Board. This adjustment will enable staff and the Board to determine impacts from the California Public Utilities Commission’s decision and implementation of the Energy Resource Recovery Account proceedings; and,
WHEREAS, the proposed adjustments to the electric generation rates, as set forth in this Resolution, have been calculated on the basis of the reasonable costs incurred by 3CE to provide electric service to its customers.

NOW, THEREFORE, THE CENTRAL COAST COMMUNITY ENERGY POLICY BOARD OF DIRECTORS DOES HEREBY RESOLVE, DETERMINE, AND ORDER AS FOLLOWS:

1. The Policy Board finds:
a. The above recitals are true and correct and substantial evidence supports them. b. Notice of public meetings at which this Resolution was considered was properly given, and all oral and written presentations made to and heard by the Policy Board were properly considered.
c. The Board finds that the proposed rates, as set out in Attachments A and B, are reasonable and in the best interest of 3CE customers.
d. The Policy Board finds that ensuring a reasonable cost-competitive position, by customer class, to the IOUs is in the best interest of all 3CE customers. e. The electric generation rates attached hereto as Attachments A and B:
i. Do not exceed the actual or estimated reasonable costs to 3CE for providing the services to which the fees are related; and
ii. Are reasonable and necessary to enable 3CE to provide the benefit or privilege, service, or product to which they are related; and iii. Have been allocated in a manner such that the costs to the customer bear a fair and reasonable relationship to the customer’s burden on, or benefits received, from 3CE; and
iv. That this Resolution is not subject to the California Environmental Quality Act (“CEQA”) and, therefore, an environmental review is not required pursuant to Section 21080(b)(8) of the California Public Resources Code and Sections 15273(a) and 15061(b)(3) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3 because CEQA does not apply to the establishment, modification, restructuring, or approval of rates and other charges by public agencies for purposes such as those set forth herein.

2. The Policy Board approves:
a. The 3CE electrical rates, effective February 15, 2026, as set forth in Attachments A and B, attached hereto and incorporated herein by reference.

3. The Policy Board directs and authorizes:
a. Staff to monitor and determine when market or industry conditions beyond 3CE’s control require the approved cost of service model and subsequent 3CE customer rates to be modified between the annual evaluations.
b. The 3CE electrical generation rates, effective February 15, 2026, to remain in effect through April 30, 2027, pending additional information from the Energy Resource Recovery Account (ERRA) proceedings and 2027 Power Charge Indifference Adjustment (PCIA) rates.
c. The Chief Executive Officer (CEO) to take such other and further actions as may be necessary and appropriate to implement the intent and purpose of this resolution. d. In the event of a fiscal emergency or the emergence of a significant shift in market, industry, or regulatory conditions threatening the fiscal stability of 3CE such that its credit rating or fiscal outlook is in danger of a downgrade, the Policy Board authorizes the CEO to take immediate action to adjust the approved rates between meetings of the Policy Board when needed to achieve the goals set by the Policy Board. e. In the event of such fiscal emergency or threatened downgrade requiring the CEO to adjust rates between meetings of the Policy Board, the CEO shall place a report on the agenda at the next regular meeting of the Policy Board explaining the adjustment and the reasons for the adjustment and requesting that the Policy Board ratify the actions of the CEO.

f. This Resolution is adopted under the authority of the 3CE Joint Powers Agreement and State law. If any section, subsection, clause, or phrase is declared invalid or otherwise void by a court of competent jurisdiction, it shall not affect any remaining provision hereof. In this regard, the Policy Board finds and declares that it would have adopted this measure notwithstanding any partial invalidity hereof.
