Staff Report Item 3
TO: 3CE Executive Committee
FROM: Robert M. Shaw, Chief Executive Officer
PREPARED BY: Chris Rich, Vice President of Business Operations SUBJECT: Update on 3CE’s Regional Office Expansion
DATE: May 20, 2026
RECOMMENDATION:

This memorandum recommends that 3CE’s Executive Committee receive an update on the 3CE’s progress expanding its regional office footprint.

BACKGROUND:

Central Coast Community Energy (3CE) operates within a five-county region, including Santa Cruz, Monterey, San Benito, San Luis Obispo, and Santa Barbara counties. This is the largest geographic territory of any Community Choice Aggregator (CCA) in California, and multiple facilities throughout the service area are needed to remain close to our customers and stakeholders, ensuring local accessibility and accountability. Appropriately, 3CE Financial Policy 5.4 (Capital Facilities & Equipment) states “3CE shall endeavor to purchase a permanent headquarters and appropriate regional offices to provide continuity of location and operations while stabilizing and controlling facility costs into the future.” In 2018, 3CE started operations at its Monterey headquarters, located at 70 Garden Court, with approximately 12 positions assigned to the location at that time. With the existing lease for this location terminating in June 2026, 3CE will be relocating the Monterey headquarters to 20 Ryan Ranch Road this summer, until our permeant headquarters is developed (estimated 3-years). Along with a focus on operating and accommodating staffing levels at a Monterey headquarters, 3CE has expanded its regional office footprint to provide broader coverage across the entire service area. In 2023, 3CE purchased a building at 1026 Palm Street in San Luis Obispo county. In 2024, 3CE purchased another building at 2601 Porter Street in Santa Cruz county, establishing permanent regional offices in these areas. In 2025, 3CE entered a 5-year lease at 820 State Street in Santa Barbara county, the southernmost portion of 3CE’s service area.

Page 5 of 9 ends

Today, 43 positions are assigned to our Monterey headquarters (including remote positions), and 16 positions are assigned to our regional locations in Santa Cruz, San Luis Obispo, and Santa Barbara counties (59 total). All offices have room for future headcount expansion as needed and, given the proximity to high quality central coast educational institutions, provide an opportunity to support local job growth.

The discussion below provides further details on recently completed and planned improvements and activities at some of these office locations (oriented from North to South).

DISCUSSION/ANALYSIS:
2601 Porter Road (Soquel, Santa Cruz County)
3CE is about to undertake a major reconfiguring of this location, adding permanent offices, additional cubicles, and conference room improvements, while also addressing infrastructure needs like HVAC. We are awaiting bids and permits for these improvements and will return to the Executive Committee for any needed approvals once these bids are received.
20 Ryan Ranch (Monterey, Monterey County)
Following completion of lease signing in April 2026, Landlord Improvements kicked off to clean up and modernize the space. The final floor plan will include 3 conference rooms, including one for Board meetings, 14 offices, flexible working space for visitors, and 20+ cubicles, with additional room for expansion as needed. Recently, 3CE issued a Request for Qualifications to identify services to procure any needed new office furniture for 20 Ryan Ranch and provide workspace design, intended specifically to test the effectiveness of “collaborative” workspace models, prior to moving to our permanent headquarter location. This same service provider will be leveraged under a master service agreement for the upcoming renovations at our Soquel location (described below) to meet the demands of our growing agency.
2601 Palm Street (San Luis Obispo, San Luis Obispo County) In April 2026, 3CE began to expand into the second floor at this location, recently outfitting two offices upstairs with office furniture and technology set-ups. This space will be used to accommodate staff visiting the SLO area for meetings and otherwise (i.e., “hoteling” space), and over the long term these offices will provide space for expanding workforce needs. Over time, as upstairs tenants (legacy from prior property owner) attrit, 3CE will outfit and move into these offices as needed. 820 State Street (Santa Barbara, Santa Barbara County)
In November 2025, 3CE entered into a 5-year lease agreement at 820 State Street, Santa Barbara (4th floor), for a 2,600 square-foot office space. The space currently includes 2 conference rooms, 3 offices, a copy/printer area (potential future office conversion), and two cubicles for visitors and/or staff.

Reconfiguration options are available to accommodate potential future staff growth. Tenant improvements to restore the space to proper working conditions were completed in March, including patching and paint, updated carpet, matching baseboards, window shades, ceiling tile replacements, and updated restroom fixtures; the office has been fully furnished, and staff has been working onsite since late March 2026.

FISCAL IMPACT:

Costs for physical improvements at the Soquel office will be brought to the Executive Committee for review at a future date. All regional office furniture and design needs have and are anticipated to fall within the CEO’s approval authority and will be included in future CEO executive committee reports.

CONCLUSION:

Receiving this report provides the 3CE Executive Committee timely information regarding 3CE’s efforts to enhance its local presence across its service territory, as well as to attract and retain talent, facilitate agency business throughout its footprint and ensure regular communication with member agencies and local communities.
