September 21, 2023 Minutes
Port Hueneme. Mr. Bardacke reviewed the benefits and impact of continuing to expand CPA’s service territory. Under the current conditions of the California Public Utilities Commission (CPUC) Decision 23-06-029, CPA must submit the 2024 Year Ahead Resource Adequacy (RA) filing by October 31, 2023. Failure to meet the RA compliance requirements could lead to the CPUC rejecting a proposed service launch in 2025, potentially delaying the process until 2026 or later.
Committee Member Hicks asked several questions about preferred energy options, costs to CPA, and customer composition. Mr. Bardacke clarified that the candidate cities can choose their default rate either when they decide to join or at a later date, usually after they see the expected rates for their enrollment year. A city defaulting to 100% Green would cost CPA slightly more because of the CPA policy to provide the 100% Green product at the Clean Power rate. CPA would experience the most cost impact if Lynwood opted for the 100% Green option because of their significant low-income population, but the increase would remain minimal. Regarding customer composition, Mr. Bardacke clarified there would be both residential and business customers. Committee Member Mahmud expressed support for the expansion and asked several questions regarding RA compliance and availability and the CPUC’s recent RA decision. Mr. Bardacke clarified that staff would know CPA’s RA compliance position by the time the cities would vote to join CPA. Staff do not anticipate the CPUC’s decision to be swiftly overturned, but initiating an expansion before year-end would safeguard CPA’s rights in case of regulatory changes. Regarding RA availability, staff anticipates increased availability each year based on CPA’s contracting activity. In response to Committee Member Kampalath’s question about expansion activity, Mr. Bardacke explained that staff will continue expansion and recruitment efforts despite regulatory uncertainty; however, staff is also aware of how rapid expansion may affect Board dynamics. Committee Member Stix expressed support and excitement for the expansion. The Executive Committee endorsed presenting the proposed expansion invitations to the Board.
