REGULAR AGENDA
3. Oral Update from the Vice President of Power Supply
Item incorporated into Item 4.
4. Approve the 2024 Clean Energy & Reliability RFO Shortlist and Waitlist as Recommended by the RFO Review Team
Lindsay Descagnia, Vice President of Power Supply, stated that the RFO successfully generated bids. The Review Team vetted the proposals and produced recommendations for six projects on the shortlist and six projects on the waitlist.
Staff is asking the Committee to approve the recommended shortlist and waitlist the projects.
One of the primary goals of this RFO is to secure long-term contracts and reduce the need to procure Resource Adequacy (RA) products. Ms. Descagnia described the RFO product types and eligibility, including renewable resources, standalone storage, RA only, and blended hybrid tolls. Staff developed a front-loaded strategy where 50 percent of CPA's remaining three-year procurement is completed with the 2024 RFO.
Ms. Descagnia provided an overview of the offers made and described the evaluation criteria, focusing on the Quantitative Evaluation, which uses RA-normalized NPV (Net Present Value) per MW of RA and energy-normalized NPV per MW of generated energy to determine benefits and costs.
Ms. Descagnia stated that upon the Committee’s approval, the full Board will be presented with power purchase and energy storage agreements from November 2024 to February 2025.
Chair Parkhurst briefly described how the team and staff finalized the project lists, emphasizing that the megawatt goal is within reach and that the focus now needs to be on RA. He stated that projects involving natural gas are necessary to meet reliability requirements.. Committee Member Maloney commented that he appreciated the effort to plan for many years in the future and that a diversity of projects was required to make sure CPA is in a strong position. Committee Member Mallory acknowledged the careful decision to include natural gas projects in the RA mix and expressed satisfaction that another project converting an oil facility aligns with CPA’s mission.
In response to Committee Member Lesser’s question about the review process, staff stated that the focus for renewables was on price. The more expensive project of converting an oil drilling facility to energy storage was a unique opportunity.
Regarding competition with other CCAs, CPA’s credit rating is an advantage in securing contracts.
COMMITTEE MEMBER COMMENTS
Chair Parkhurst stated that upcoming Committee meetings will focus on new technologies and the Power Share Program, which provides solar energy for low-income residents. The Integrated Resource Plan has been rescheduled for 2025. Ted Bardacke, CEO, announced that CPA was recently named the top green energy provider in the United States by the National Renewable Energy Lab and thanked the Committee for contributing to that success.
