What Can You Do?
Efficient Cooling for Low
Income Customers
Background
Earlier this year CPA and Los Angeles County agreed to a change of the implementation date for CARE customer’s 100% Green Energy default to first quarter 2027. This change in transition date frees up approximately $6 million in revenue through the end of fiscal year 2026-2027.

Per Board-approved budget CPA will devote that savings over the next three fiscal years to provide an alternative benefit to customers on low-income assistance rates (CARE or FERA) across our service territory.

CPA recognizes and seeks to address the importance of healthy communities, including those disproportionately affected by air pollution and climate change 1 Increasing access to energy-efficient air conditioning promotes public health and decreases the cost of operation. Efficient equipment can also enable participation in demand response programs to support grid reliability, both of which reduce costs for CPA and its customers.
1 Clean Power Alliance of Southern California Joint Powers Agreement Section 8(m) Extreme Heat and Public Health
13 Climate hazards, such as extreme heat, are increasing in severity and frequency due to climate change. LA County and national studies have shown that it causes more deaths annually than any other climate-related hazard.

To-date policy efforts have been focused on workplaces, not homes. We have minimum safe indoor air temperature requirements for heating in residential settings but not maximum temperature levels that could require cooling.

LA County Department of Public Health in coordination with the Chief Sustainability Office has been directed to investigate a safe maximum indoor temperature threshold for dwellings. Installing or upgrading dwelling units can be costly, particularly for low-income residents and property owners who serve them.

This CPA rebate program will be supportive of LA County’s efforts and help to protect vulnerable populations from extreme heat in residential buildings by supporting both tenants and property owners.

Multifaceted Program Approach
14 Decisions about cooling equipment are made by both occupants and building owners/operators.
• Occupants, owners or tenants, typically have the ability to use equipment that does not require advanced installation or building modifications • For rentals properties, building owners or managers need to be involved if equipment requires electrical changes or contractor driven installations CPA program commits $6M over three years to address both of these audiences through two programmatic pathways :

1. Consumer Instant Rebate

2. Technical Assistance and Incentives for Property Owners Consumer Instant
Discount
15 Partnering with Golden State Rebates allows for
incentive layering and leverages existing platform
and infrastructure to minimize implementation
costs
CPA customers on CARE or FERA will receive a
combined point-of-sale discount of $300 ($210
from CPA and $90 from energy efficiency funds)
applied to their purchase, reducing immediate
upfront cost for customers.
$3.3 million in funding to incentivize 15,000
room/window air conditioners. Launch expected in
in October/November 2024, with marketing push in
spring of 2025.

Will coordinate with other state and regional
programs
Implementation Approach:

Contract amendment with
CLEAResult (administrator of the
Energy Team for Not-To-Exceed
amount of $116,700 includes:
• 3-year program administration
• CPA specific website tile on
Golden State Rebates web
portal
• Customer validation
• Retailer training and
communication
• Layering with existing $90
energy efficiency incentive

Technical Assistance and
Incentives for Property
Owners
17 Program will target small and medium multifamily
buildings in need of support to maintain healthy
indoor air temperatures
Provides technical support for landlords to evaluate
options and feasibility for efficient cooling and
strategies for passive cooling
Adoption of efficient cooling will reduce energy use,
providing cost savings benefits to CPA and tenants.

Owners of properties serving CARE/FERA customers
or those within a disadvantaged community (DAC)
will be eligible for incentives to offset costs of
efficient cooling building retrofits
Implementation Approach:
• Request for Proposal (RFP) for a
vendor to provide technical
support and landlord
engagement (Q4 2024)
• Launch program outreach in
spring 2025
• Budget of $2.7 million for
technical assistance and
incentives
