REGULAR AGENDA
2. Oral Update from the CEO on CPA Operations
Ted Bardacke, Chief Executive Officer, updated the Committee on the federal tax bill, reporting a significant restructuring of the production tax credits used by CPA’s partners in development. He noted that CPA has only a few smaller battery projects that would be impacted. Tax-exempt government debt was not changed.
Mr. Bardacke reported that CPA has been heavily marketing the Solar and Battery Access Program to low-income customers.
Committee Member Parkhurst asked about the tax bill affecting nuclear power production, and staff responded that nuclear power is considered zero-emission and that the renewable energy industry is exploring ways to leverage that.
Committee Member Gold suggested that CPA put a discussion about nuclear power on the board agenda. Mr. Bardacke said that would be appropriate when the possibility of contracting directly for nuclear resources emerged.
3. Review Draft Agendas for the June 5, 2025, and July 10, 2025, Board of Directors Meetings
Mr. Bardacke, described consent and regular items on the upcoming Board meeting agenda, including appointments to the Community Advisory Committee (CAC), and approval of the Fiscal Year 2025/2026 rates and budget. Committee Member Parkhurst expressed support for the CAC member nominees. Mr.
Bardacke clarified for Committee Member Gold that the Calpine contract would be extended for a year with the contractual inflation escalator. Mr. Bardacke explained the meaning of dynamic pricing rates related to the LMS regulations and how CPA is working with Edison to respond to the CEC revisions.
Staff clarified for Committee Member Parkhurst that most items on the July Board agenda may be on the consent calendar, so the meeting would be short and remote locations expanded. Staff also explained that the IRP may come before the Energy Committee later in the month, with a target submission date of November 1, 2025.
4. Receive Presentation on Draft FY 2025/2026 Budget
David McNeil, Chief Financial Officer, presented the draft Fiscal Year 2025-2026 budget. Operating expenses reflect the budget priorities presented to the Executive Committee in April and the Board in May. Most of the budget increase in operating expenses is due to investments in staffing, programs, marketing, and customer communications. The budgeted increase in the net position would bring CPA’s reserve percentage to 50% by June 30, 2026. Days liquidity on hand (DLOH) would increase to approximately 167 days by June 30, 2026. Projected DLOH includes a reduction in CPA’s line of credit from $160 to $120 million, approved by the Board in May 2025. CPA’s financial metrics compare favorably with peer CCAs and are consistent with CPA’s A- credit rating.
Committee Member Parkhurst asked about CPA’s load, and staff responded that in this budget cycle load is slightly decreasing, but the long-term forecast still shows load increasing. Staff clarified for Committee Member Monteiro that the revenue decrease is because of the rate reduction, and that an interim rate adjustment may be needed in the new year. Chair Klein Lopez expressed satisfaction that CPA will meet its reserves target, which may mean more cost savings for customers. Committee Member Gold suggested the Board may consider raising the reserve limit, and staff responded that larger reserves may improve CPA’s credit rating and that it would be a policy decision whether to boost reserves or take other actions, such as increasing funding for programs or increasing CPA’s competitiveness with SCE.
COMMITTEE MEMBER COMMENTS
