REGULAR AGENDA

3. Report from the Committee Chair
Chair Parkhurst discussed the proposed RFO Review Team assignments for 2025.

4. Receive Presentation on the Integrated Resource Planning and Product Content Overview
Lindsay Descagnia, Vice President of Power Supply, reported that CPA will conduct a CPUC-required Integrated Resource Planning (IRP) process in 2025 to develop a resource portfolio that meets GHG emissions benchmarks over the next 10 years. Ms. Descagnia reviewed the goals, methods, and requirements of the IRP. By 2030, 60% of electricity must come from renewable resources; by 2035, 90% must come from renewable or carbon-free resources; and by 2045, it must be 100% clean energy.

CPA must meet reliability and GHG-reduction goals, and make procurement orders to support statutory goals, and Resource Adequacy (RA) and Renewable Portfolio Standard (RPS) obligations. The three components of the IRP process are modeling, needs determination, and transmission and interconnection. CPA will need to assess its long-term rate product content targets, focusing on resource mix, the need for new technologies, cost effectiveness of various resources, availability of technologies, load forecasts, and retirements of gas-powered and nuclear plants. After the CPUC releases filing requirements, staff will start the modeling and completion process and incorporate the Board’s clean energy targets into the IRP. The Energy Committee will review the draft IRP in late summer or early fall and make a recommendation to the full Board.

Committee Member Maloney asked about the Asset Controlling Supplier (ACS), and staff responded that it’s a very low carbon hydro-based product, that can have a bit of nuclear power mixed in with electricity produced by natural gas and that it is sold by only one supplier. Staff clarified for Chair Parkhurst that geothermal has very low carbon emissions and thas been classified as renewable. Also, regarding the effort to go beyond the state-required 90% clean energy benchmark, staff stated the product would be measured annually rather than slice of day. Chair Parkhurst also inquired about the competition in procuring renewables and whether a general reduction in fossil fuel production would impact CPA. Staff responded that in the short term, CPA has procured sufficient renewables, with new projects coming online before the possible loss of tax credits; meanwhile fossil fuel energy will probably continue to be used for peak demand.

Committee Member Kulcsar asked whether the Board is likely to delegate authority to the Energy Committee to approve the IRP this year, and staff responded in the affirmative. Staff confirmed for Committee Member Mallory that the IRP process is based on compliance with SB 100. In response to questions about possible tariffs or loss of tax credits, staff stated that future projects are likely to contain contract language designed to reduce risk. Additionally, CPA is ahead in its procurement of renewables, so the outcome might be to moderate short-term procurement followed by a steeper procurement trajectory in a few years.

COMMITTEE MEMBER COMMENTS
Chair Parkhurst commented that California has been running on close to 100% renewable energy during the last week and that during today’s meeting it was at 82%. He complimented CPA staff and the Committee members for their part in increasing clean energy in the state, the fourth largest economy in the world.

ADJOURN
Chair Parkhurst adjourned the meeting at 1:06 p.m.
