REGULAR AGENDA
2. Adopt Resolution No. 26-01-099 to Approve 2026 Interim Rates for Phases 1, 2, 3, 4, 5, and 6 Customers Consistent with the 2026 Interim Rates Adjustment Approach Approved by the Board of Directors on December 4, 2025 Chair Klein Lopez commented that the Board voted in December on an interim rate adjustment based on projected calculations related to SCE’s rate changes. Ted Bardacke, Chief Executive Officer, stated that CPA’s goal is to adjust rates on February 1, 2026, to minimize the rate shock related to SCE’s changes. On average, the proposal is a 20% reduction in generation rates; CPA can withstand the decrease in revenue for at least the next five months. Mr. Bardacke noted the adjustment addresses the PCIA increase and maintains competitiveness with SCE.
New rates will still contribute $15 million to CPA’s reserves for the coming year, leaving the fiscal stabilization fund untouched. Mr. Bardacke presented a brief history of the PCIA and its effects on CPA, noting that in December, CalCCA filed a petition for a writ of review with the California Court of Appeals, asking the court to compel the CPUC to revisit its PCIA calculation methodology. The trade organization has also filed applications for rehearing for each of the state’s three IOUs, and it may take further action depending on the CPUC’s response. Mr.
Bardacke stated that Board members would receive fact sheets and talking points related to the rate changes, legal challenges, and bill fluctuations.
Director Mahmud asked about legislative actions, and staff responded that CalCCA is likely to propose legislation this year, benefiting from more legislators who are familiar with CCAs. Vice Chair Horvath praised staff for developing a rate adjustment that helps customers, maintains contributions to reserves, and maintains a competitive position with SCE.
Motion: Director Erickson, West Hollywood
Second: Director Newman, Thousand Oaks
Vote: Item 2 was approved by roll call vote.
MANAGEMENT REPORT
Mr. Bardacke highlighted two items from the Management Report: a PCIA regulatory update and electronic voting for public meetings.
