REGULAR AGENDA

6. Receive Customer Programs Quarterly Reporting Presentation Joanne O’Neill, Senior Director of Customer Programs, described the new customer programs quarterly reporting system. The content includes program definitions, portfolio impacts, highlights, and challenges and risks. A metrics report will provide detailed participation and impacts by program. Ms. O’Neill encouraged Board members to let her know what additional information would be useful.

Director Crosswhite suggested the reports show when a program has room for more participants or if it is at capacity; asked if there’s a way to show how CPA benefits when kilowatt hours are saved. In response to Director Gold’s comment about the GHG reporting, staff clarified that the reporting includes results of participation in specific customer programs.

7. Receive Communications and Marketing Quarterly Update and 2026 Look Ahead Presentation
Cara Rene, Director of Communications and Marketing, described CPA’s areas of strength and areas of growth. The former includes its growth in brand awareness and strong cultural relevancy in communications; the latter includes the need to include more visual, rather than narrative, content, and the need to build relationships with the news media. She described the focus areas of awareness, engagement, and education to deepen the relationship with customers and enhance CPA’s storytelling. Building CPA’s visibility will include creating content specific to social media and developing a roster of go-to experts to be CPA voices, among other efforts. Ms. Rene explained the re-launch of a brand awareness campaign, resources available to customers such as wildfire recovery, and ongoing program marketing.

Director Waller inquired about customer communication methods and goals. Ms.

Rene responded that regulatory notices are delivered by direct mail, and some communication by email at the customer’s request. Brand awareness is meant to connect CPA to the customer, and targeted marketing aims to encourage customers to enroll in programs. CPA tracks data related to outcome and success of outreach efforts, such as social media campaigns, and can be found in the quarterly reports. Ted Bardacke, Chief Executive Officer, added that when customers know the CPA brand, they are more receptive to marketing outreach related to programs.

Ms. Rene clarified for Director Ferguson the purpose of the member agency portal, and noted Board members and agency staff can request additional information as needed. Director Davis remarked that Santa Monica would like to encourage commercial customers to enroll in the 100% Green rate and suggested that CPA provide more recognition for those customers who participate in renewable energy and sustainability practices. Staff clarified that CPA has its Green Leader program with a promotional toolkit. Director Belden encouraged staff to keep track of customers leaving CPA for SCE, and whether brand awareness plays a part in opting out and if alternative methods should be used in marketing.

MANAGEMENT REPORT
Mr. Bardacke reminded Board members that CPA’s annual GHG emission reduction figures are now available, including individual city calculations. He discussed legislative activity and noted that member agencies and Board members will be asked to engage with state representatives on a bill which would allow CPA to engage in transmission ownership. Mr. Bardacke reported the completion of the first 15 installations of solar plus battery systems on homes of low-income customers under the Solar + Battery Access Program, with more installations planned in coming months.

Two additional Power Share local solar projects have reached commercial operation. Mr.

Bardacke thanked Congresswoman Brownley, who secured $250,000 in federal funds for CPA’s Power Ready projects. Mr. Bardacke invited Board members to attend the CalCCA annual conference in May 2026. Lastly, Mr. Bardacke reported that CPA, for the third straight year, has been named the nation’s largest provider of green energy.

COMMITTEE CHAIR UPDATES
Director Hicks, Legislative & Regulatory Committee Chair, reported that the Committee received an update on transmission financing bills and two other bills relating to PCIA transparency and Resource Adequacy transactability. It also received a presentation on zero-emission standard rulemakings at SCAQMD and the CARB.

Director Santangelo, Finance Committee Chair, reported that the Committee approved a two-year budget process and discussed bad debt collection.

Director Parkhurst, Energy Committee, and calling in from a remote location to provide an update, reported that the Committee approved reviewed and approved project negotiations from the Innovation Solicitation RFO.
