REGULAR AGENDA

3. Oral Update from the Vice President of Power Supply
Lindsay Descagnia, Vice President, Power Supply, reported that CPA’s Integrated Resource Plan (IRP) is due on June 1, 2026, however, CalCCA has requested an extension. Ms. Descagnia noted that staff received proposals for the Innovation Solicitation program’s Track 1, which focuses on emerging technologies.

Staff clarified for Committee Member Mahmud that CPUC Commissioners were not involved in setting the filing deadline.

4. Receive Presentation on Carbon Capture Technologies
Tsemon Awala-Velly, Advisor, Structured Contracts, described what carbon capture is and the common methods of utilization. He outlined two carbon capture pilot projects in California. The first is the Sacramento Municipal Utility District (SMUD) and Sutter Energy Center Carbon Capture and Storage Project in Yuba City; the second is Project Enterprise at Los Medanos Energy Center in Pittsburg, CA.

Mr. Awala-Velly explained the value of thermal resources with carbon capture, Resource Adequacy (RA) attributes, and the potential for low-carbon reliability resources in a 2045 net-zero scenario. He also described industry challenges, covering environmental, commercial, and infrastructure aspects. Ms. Descagnia explained the regulatory framework for GHG emissions disclosure, which involves CARB, CEC, and the CPUC. CPA will continue monitoring the development of carbon capture technologies as outstanding regulatory requirements are addressed.

Chair Parkhurst shared a podcast resource on carbon capture and storage technologies. Committee Member Lesser asked about the scale, significance, and feasibility of these proposals, while agreeing that additional steps are needed on the regulatory side. Staff stated that the Innovation Solicitation program was launched to create the opportunity to explore and launch new technologies. While the scale and feasibility of the projects is still to be determined, CPA continues to engage in policy discussion about the pros and cons of contracting for carbon capture technologies.

Committee Member Mahmud asked about the viability of using retired natural gas storage facilities and its pipeline infrastructure. Staff stated that this kind of reuse is speculative at this stage, but that retrofitting an older plant may be feasible.

Committee Member Mahmud then noted that new technologies require extensive research and development, which is supported by federal funding. The current administration’s perspective on climate change is unlikely to encourage something new to emerge. She suggested a policy discussion on staff resource allocation when technology alternatives present themselves.

Committee Member Chen expressed support for carbon capture being used to meet 2045 goals and inquired about CPA’s engagement in the future of carbon capture. Staff responded that they are still determining if CPA should advocate in the regulatory arena. Committee Member Kulcsar requested that staff provide information about the uses of captured carbon at the next presentation on the subject. Committee Member Maloney commented that the presentation will help member agencies answer questions about carbon capture but acknowledged that the technology is not fully developed yet.

COMMITTEE MEMBER COMMENTS
None.
