REGULAR AGENDA
This item was presented out of order.
3. Oral Update from the Vice President of Power Supply
Lindsay Descagnia, Vice President, Power Supply, reported that the second round of the Innovation Solicitation program received one proposal for Track 1, which was due January 9, 2026. She reminded the Committee that Track 1 targets emerging technologies and Track 2 new business models or program designs. Ms.
Descagnia stated that the RFO Review Team will not be recommending the proposed project to move forward because its location would result in a low environmental score in the evaluation process. CPA will run another RFO later this year.
GENERAL PUBLIC COMMENT
There was no public comment.
CONSENT AGENDA
1. Approve Minutes from the February 25, 2026, Energy Committee Meeting
2. Receive and File March 2026 Risk Management Team Report Chair Parkhurst welcomed new Committee Member Stephanie Fossan from La Cañada Flintridge and congratulated Committee Member Maloney for his appointment as the next Chair of the Energy Committee, beginning in July.
Motion: Committee Mahmud, South Pasadena
Second: Committee Lesser, Manhattan Beach
Vote: The consent agenda was approved by a roll call vote.
REGULAR AGENDA (continued)
4. Receive Presentation on the 2026 Clean Energy and Reliability RFO Launch and Provide Feedback to Staff
Ms. Descagnia stated that CPA intends to launch the 2026 Clean Energy and Reliability Request for Offers (RFO) on May 19, 2026. Staff continues to recommend securing renewable energy and Resource Adequacy (RA) supplies under long-term contracts to reduce exposure to short-term market volatility. David Potovsky, Senior Advisor, Structured Contracts, added that the timing of the RFO aligns with several key industry milestones and will allow CPA to solicit for remaining CAISO Queue Cluster 14 projects that need a Power Purchase Agreement (PPA) to retain Full Capacity Deliverability Status (FCDS) and/or have a generation component that is still eligible for federal tax credits. Similar to the 2025 RFO, the 2026 solicitation retains a ‘fast track’ provision and allows proposers to offer price adders if tariff costs exceed a benchmark, and price reductions if tax credits surpass a benchmark tax rate. CPA is soliciting a new product category for the RFO: “RPS Generation or Storage Paired with an Existing CPA Resource” aiming to create a co-located resource from an existing stand-alone renewable generation or energy storage project that is currently under contract with CPA. Adding storage to a generation resource allows shifting energy to more valuable hours while reducing curtailment.
Mr. Potovsky explained that CPA is proposing to cut the max project size for this RFO from 250 MW to 150 MW across most types. This change aligns CPA’s smaller open positions in 2029-2033, decreases risk by spreading procurement over smaller projects, and offers flexibility to meet RA and Renewable Energy targets. Mr. Potovsky provided an overview of evaluation criteria and a timeline of the RFO process. Staff requested feedback from the Committee prior to shortlisting this Fall.
Committee Member Mahmud stated support for the new product category and asked if the max project size provision could be included as a preference for 150 MW but allow projects up to 250 MW; and asked how the Supreme Court decision regarding tariffs has affected CPA procurement. Staff noted that at these large sizes, there is no observed correlation between lower prices and larger projects; CPA’s portfolio needs 150 MW and the goal is to get the best pricing possible.
Regarding tariffs, staff explained that there is uncertainty in procuring resources outside of the U.S. The RFO will allow tariff price adjusters that would go into effect if a tariff rate exceeded a benchmark rate and benchmark equipment cost when equipment clears customs. Committee Member Lesser asked if smaller projects would require more staff time to manage and negotiate. Staff stated that projects ranging between 20-50 MW could possibly require more staff time, however, projects over 100 MW would not trigger that concern. CPA would benefit from a variety of projects, as this would balance risks. Committee Member Lesser suggested that CPA’s communication include information about its efforts to add battery storage to existing facilities and to increase the value of storage projects by adding energy generation. He also inquired about federal policies that may be unfriendly to renewable energy, and staff responded that there is uncertainty on the developer side because of pressure on supply chains and reacting to changing rules. However, CPA continues to see projects being developed. Also, federal policy does not have as much impact as CAISO’s interconnection queue.
Committee Member Mallory asked if the evaluation scoring would change with smaller projects, specifically the development risk metric. Staff stated that the development risk reviews qualitative metrics that would not be affected by project size, and the valuation is scaled to size. Committee Member Kulcsar expressed support for the reduction in project size. Committee Member Fossan asked about evaluating the effects on pricing from working on smaller projects, and staff responded that so many factors change in the market year to year, such as tariffs or equipment costs, so a one-for-one comparison may not be possible. Staff does follow pricing trends in general.
Matt Langer, Chief Operating Officer, addressed project size concerns by describing the overall goal of not depending on one single project to meet CPA’s needs and that being dependent on only one development partner makes CPA vulnerable. He added that CPA has done a lot of procurement and needs smaller increments going forward. The goal is to pursue projects that provide value and ensure that CPA retains negotiationing power in contracts and administration.
COMMITTEE MEMBER COMMENTS
Committee Member Mahmud congratulated Chair Parkhurst on being the next CPA Board Chair and Committee Member Maloney on his appointment as Chair of the Energy Committee. Committee Members Lesser and Maloney echoed support for Chair Parkhurst.
Chair Parkhurst reminded the Committee of the April 30, 2026, ribbon-cutting in Carson for a Power Share project and acknowledged Earth Day's importance.
