RESOLUTION NO. 26-06-108
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
CLEAN POWER ALLIANCE OF SOUTHERN CALIFORNIA
TO ADOPT A BUDGET POLICY
THE BOARD OF DIRECTORS OF THE CLEAN POWER ALLIANCE OF SOUTHERN CALIFORNIA DOES HEREBY FIND, RESOLVE, AND ORDER AS FOLLOWS:
WHEREAS, the Clean Power Alliance of Southern California (formerly known as Los Angeles Community Choice Energy Authority) (“Clean Power Alliance” or “CPA”) was formed on June 27, 2017;
WHEREAS, since CPA’s inception, CPA has developed an annual budget for each fiscal year and presented one fiscal year budget to the Board on an annual basis; WHEREAS, the Board has determined that CPA's business has matured with increasing predictability year over year and projects, particularly involving data and systems, customer programs, and marketing, often span across fiscal years and implementation. Timelines for these projects can shift based on external factors, resulting in unspent funds being re-budgeted in subsequent years; WHEREAS, the Board has determined that business decisions can be constrained by line-item budget even though overall operating expense budget capacity is available, and line-item budgets cannot be flexibly reallocated when business priorities evolve, without amendments to the budget;
WHEREAS, based on the foregoing and the staff report, presentation, and other information presented to the Board at its April 2, 2026 meeting, the Board directed Staff to prepare a Budget Policy to establish guidelines for the approval, administration, amendment, and reporting of two consecutive fiscal year budgets at CPA; WHEREAS, on May 28, 2026, CPA’s Finance Committee voted unanimously to recommend to the Board approval of the attached Budget Policy; WHEREAS, on June 4, 2026 the Board of Directors (“Board”) was presented with a staff report, presentation, and other additional information supporting the need to approve the Budget Policy;
WHEREAS, Board desires to adopt the attached Budget Policy, which would authorize CPA to develop two fiscal year budgets for approval simultaneously every two year, to make inter year and line transfers within the controls specified, and to take other action as appropriate within the Budget Policy; and
WHEREAS, the Board finds it reasonable and prudent to establish and maintain a Budget Policy and delegate the authority to administer this Budget Policy to CPA’s Chief Executive Officer and Chief Financial Officer as contained in Exhibit A.

Edward Belden – Executive Committee Candidate Statement It has been an honor to serve on the Clean Power Alliance board for the past two years, and I am eager to continue supporting this organization on the Executive Board. I joined Public Service because I believe government is simply people working together to address community challenges. Clean Power Alliance exemplifies how a public agency with clear goals can deliver effective and efficient solutions to climate change. I am committed to helping maintain this high standard of success.
I have been dedicated to addressing environmental challenges since high school and have pursued this passion throughout my career. My experience includes managing forest and river restoration projects, expanding access to nature and career opportunities for underserved youth, supporting green building initiatives, creating urban parks, developing stormwater green infrastructure, and launching a green business. I hold a B.S. in Biology from Hobart and William Smith College and a Master’s in Environmental Science and Management from UCSB. I previously served on the board of the LA Chapter of the U.S. Green Building Council and the Rio Hondo Watershed Area Steering Committee. I currently serve on the board of the Monrovia Parks, Wilderness, and Recreation Foundation and the League of California Cities Environmental Quality Policy Committee, in addition to other City Council Assignments like all the rest of us.

Alex Monteiro – Executive Committee Candidate Statement I have been a resident of Hawthorne and the South Bay area for more than two decades. Throughout my career as a public servant, I have dedicated 20 years of service, with 12 of those years spent on the school board. Currently, I am in my second term as a council member for the city of Hawthorne. As the sole director on the CPA Executive Board from the South Bay region, I am proud to have a proven track record of delivering essential services to our communities and a strong advocate for 100% clean and renewal energy.
Since being elected in 2018, I have actively participated in various organizations and boards, including Clean Power Alliance, SBCCOG, RCC 911 systems for South Bay, the Sanitation District 5, and SBWIB. In these roles, I have worked on policies and programs aimed at improving quality of life of my constituents and implementing environmental strategies, advancing clean and renewable energy, fostering job creation, developing infrastructure projects, and increasing clean and renewal energy accessibility for underserved communities.
I would be honored to serve you on the CPA executive board for another 2 years.
Thank you

Brad Waller – Executive Committee Candidate Statement
I currently serve on the Redondo Beach City Council and was appointed to represent Redondo Beach on the Clean Power Alliance Board of Directors. My background includes a degree in Physics, experience with solar energy projects, and more than 30 years in engineering, technology, and business leadership. Prior to joining the Council, I served eight years on the Redondo Beach Unified School District Board of Education and four years on the SoCal Regional Occupational Center Board of Education, serving as Board President three times. Throughout my public service, I have focused on fiscal responsibility, long-term planning, consensus building, and translating complex policy issues into practical results.
Professionally, I am the COO/CFO of EPage, a technology company I have helped grow for more than 30 years. My experience in technology, entrepreneurship, budgeting, strategic planning, and organizational leadership provides a perspective that combines public-sector governance with private-sector execution.
I am interested in serving on CPA's Executive Committee because CPA plays a critical role in providing clean, reliable, and competitively priced energy to our communities.
CPA's continued success depends on strong governance, regional collaboration, and maintaining the trust of both member agencies and customers. If elected, I would bring a collaborative, solutions-oriented approach focused on affordability, reliability, innovation, and ensuring CPA remains a strong and effective organization for the communities we serve.

SunZia Wind Project Reaches Full Operation
The SunZia wind and transmission project achieved full commercial operation on May 20, more than five months ahead of its guaranteed commercial operation date. The 3,651 MW project comprised of 900 wind turbines in central New Mexico plus a dedicated 550- mile transmission line is the largest renewable energy project ever built in the United States; CPA is the project’s largest customer, purchasing 700 MW of the 2,131 MW that is allocated to customers in California. SunZia generally has its highest energy output at night, providing an excellent complement to CPA’s large volume of solar and storage resources, which provide energy during the day and early-to-mid evening, along with our geothermal resources that provide renewable energy all hours of the day. The full operation of this resource immediately helped California set new records for the highest percentage of the state’s nighttime energy needs (~60%) supplied by renewable resources. CPA is honored to have played a key role in making this project come to fruition, having been the first major customer to contract with the project.
CPA Achieves “Great Place to Work” Certification
On May 26, CPA was certified as a “Great Place to Work” for the third year in a row.
Based on a confidential 60-question survey of employees, 96% of CPA’s employees rate CPA as a top employer, up from 90% last year, when CPA was also certified. Top statements that received either a four or a five on a 5-point scale with at least 97% of employees were:
• When you join the company, you are made to feel welcome. • Management is honest and ethical in its business practices. • I'm proud to tell others I work here.
Agenda Page 275
Board of Directors Management Report
• I would strongly endorse my company to friends and family as a great place to work.
• Management's actions match its words.
CPA staff thank the Board for the support and collaboration that is embodied in this recognition. The certification builds upon itself by allowing the organization to continue to attract top talent pools during recruitment efforts.
Monthly Financial Performance
CPA’s net position increased $12.2 million in March 2026, $1.4 million higher than the budgeted increase of $10.8 million. Energy revenues were 16% lower than budgeted due to the interim rate reduction that began in February. Energy costs were 22% lower than budgeted due to lower-than-expected prices for market power and the non-utilization of contingencies. For the first nine months of the fiscal year, CPA is ahead of budget by $75.9 million. The monthly financial dashboard for March is provided as part of Item 4, the Q3 Financial Report.
Customer Participation Rate and Opt Actions
As of May 27, CPA’s overall participation rate was 92.9%, unchanged from the previous month and the same as the rolling 6-month average. CPA had 1,073,503 active customers as of May 27, up 1,113 customers from the month before. Opt-outs through May 27 – 236 – were down from the previous from the 470 opt-outs in the previous month.
Monthly and rolling 6-month average participation rates and current active accounts by member agency are provided in Attachment 2.
Customer Service Center Performance
Incoming calls to CPA’s Customer Service Center were down slightly in May, with 1,341 calls through May 26, compared to 1,767 calls in April. Call center performance was steady, with 97.9% of calls answered within 45 seconds in the month, compared to 97.8% in April. Average call center wait time was 7 seconds, unchanged from the previous month. The top five types of customer inquiries in the month were about bill charges, account status, net energy metering, split billing, and general info about CPA.
