REGULAR AGENDA
10. Adopt Resolution 26-06-107 to Approve New Rates for Phase 1-7 Customers to Implement New CPA Rates Effective on July 1, 2026, According to the FY 2026/27 Rate Approach Adopted by the CPA Board on May 14, 2026
Ted Bardacke, Chief Executive Officer, introduced the item and noted that the proposed rates implement the FY 2026/27 rate-setting approach previously adopted by the Board. The proposed rates maintain CPA’s commitment to competitive rates while preserving financial stability and reserves in a rapidly changing energy market. Mr. Bardacke reviewed the proposed rates, projected customer bill impacts, and explained that the rates would result in lower generation charges for most customers. Staff noted that this represents CPA’s fifth rate reduction in approximately two years.
Director Gold commented that CPA continues to face challenges communicating the difference between generation charges and utility delivery charges; improving public understanding should remain a communications priority. Director Lesser agreed and requested the information slide so member agencies could use it to explain customer bills and CPA's rate reductions. Mr. Bardacke agreed and stated that staff would distribute informational material; noted that staff continue to emphasize that utility delivery charges, rather than CPA generation rates, are the primary driver of recent increases in customer bills.
Director Belden commented that Southern California Edison (SCE) bills remain difficult for customers to understand; encouraged continued efforts to improve bill presentation and customer understanding. In response to a comment from Chair Klein Lopez about the limitations on bill presentation, Mr. Bardacke explained that CPA has limited space on SCE bills. CPA can use only one line on the face of the bill and a single informational page later in the billing statement, limiting CPA's ability to communicate directly through the utility bill.
Vice Chair Lopez expressed support for the previous comments and suggested that member agencies invite CPA staff to present at council meetings to improve public understanding of its services and customer bills. Mr. Bardacke noted that expanding customer education and communications has been identified as a budget priority and remains a focus of both the Board and staff. Director Hicks requested that CPA prepare communication materials and press information that Board Members could share with their respective member agencies and communities. He also requested an update regarding CPA's efforts to pursue transmission legislation. Mr. Bardacke responded that the legislation did not advance during the current legislative session. Staff is evaluating the feasibility of creating a separate joint powers authority to pursue transmission opportunities and expects to provide an update in the fall. CPA may also revisit legislative options during the next session. Mr. Bardacke also encouraged member agencies to invite CPA staff to present at council meetings and noted that the proposed FY 2026/27 budget includes additional funding for customer education, community outreach, and an additional community engagement staff position to expand those efforts.
Director Ferguson asked how utility delivery charges are reviewed and validated through the California Public Utilities Commission regulatory process and expressed concern regarding oversight of utility infrastructure investments and customer costs. Matt Langer, Chief Operating Officer, explained the utility rate approval process at the CPUC; CPA routinely participates in regulatory proceedings and has identified errors during those reviews but acknowledged that oversight responsibilities are shared among multiple parties and CPUC staff have limited resources. Director Ferguson commented that additional accountability may be warranted to address gaps when projected infrastructure investments do not result in the anticipated improvements for customers. Staff acknowledged those concerns and offered to continue the discussion.
Motion: Director Hicks, Carson
Second: Director Ferguson, South Pasadena
Vote: Item 10 was approved by roll call vote.
11. Adopt Resolution 26-06-108 to Approve the Budget Policy and Approve Proposed FY 26/27 and FY 27/28 Budgets, as Recommended by the Finance Committee David McNeil, Chief Financial Officer, presented the proposed Budget Policy and Fiscal Years 2026/27 and 2027/28 budgets. Mr. McNeil reviewed major budget assumptions, revenue and expenditure projections, reserve targets, staffing plans, customer programs, communications initiatives, technology investments, and operational priorities. Mr. McNeil noted that the proposed budget continues CPA’s focus on customer education, community programs, technology modernization, and operational efficiency while maintaining strong financial reserves. Staff also discussed investments related to cybersecurity, software systems, reporting capabilities, and customer engagement efforts. Mr. McNeil thanked the Finance Committee for its work throughout the budget development process, recognizing the Committee's review of CPA's reserve policy, fiscal stabilization fund policy, investment policy, banking agreements, auditor selection, and proposed two-year budget. Chair Klein Lopez echoed those comments and recognized the significant time commitment required of the Finance Committee.
Finance Committee Chair Santangelo stated that the Committee reviewed and unanimously recommended approval of the policy and budgets.
Director Parkhurst confirmed that CPA would maintain a reserve level of approximately 57% despite utilizing $54 million from the Fiscal Stabilization Fund and commented that the organization's financial position was impressive. Director Albrecht thanked Mr. McNeil and staff for their work in developing the proposed budgets. He stated that the thorough presentations and supporting materials allowed the Committee to carefully evaluate the proposed budgets and policy recommendations.
