SFPUC Data Maturity Initiative
November 23, 2021
Background
• Data is corporate currency that needs to be managed and invested in order to maximize its returns/benefits
• SFPUC lacks standardized methods of understanding, accessing and utilizing data for decision strategic making:
• Data is fragmented and shallow
• Data is not holistic
• Data is limited to a few (tribal knowledge)
• Data is not fully understood
Objective
• Increase awareness, understanding and availability of data throughout the organization to support strategic decision making
Background and Objective
Appendix A
• This is not a technology project, rather, it is a strategic business initiative that is supported by technology
• Strong business engagement and change management are essential components for success
• Hence, our recommendation is for a partnership between ITS and SIC:
• SIC to lead and drive the project to define business needs, level of effort and road map • ITS to lead and drive technology decisions, implementation and support • Begin with study to identify & prioritize data/business needs across SFPUC stakeholders. Inventory existing data sources & identify metrics, processes & technologies for data-reliant areas such as:
• Reliable Service & Assets
• Effective Workforce
• Financial Sustainability

1 87,482 SFPUC Accounting Services (AS) manages all financial accounting for SFPUC grants, both as grantee and grantor. The grant portfolio, currently valued at over $1.7 billion, has grown significantly in the past 3-5 fiscal years. The growth is attributed to the addition of traditional utility-related grants; State Revolving Fund (SRF) loans ($484 million and increasing), Water Infrastructure Finance and Innovation Act (WIFIA) loans ($1.2 billion+), and disaster grants (COVID-19, August 2020 wildfires, and Rim Fire wildfire, $25 million+). Grantor programs include Wastewater's Green Infrastructure Grant Program; Community Based Organizations (CBO); and other utility programs supporting low- income, conservation, etc. In FY 2020-21, grant accounting was consolidated to Financial Services Accounting Services to support best practices/internal control. The administration of each grant is nuanced based on the specific terms and conditions of each grant agreement, requiring significant knowledge
and
expertise
to
fully
understand
each
program’s
requirements.

The portfolio is expected to increase (both volume and complexity) in the next cycle. Recent grants such as FEMA for COVID-19 (C19) have required costs to be recorded, monitored, and reported with more detail and granularity. Current C19 Cost Recovery grant accounting is performed primarily in the Controller's Office by 3 FTE. SFPUC's Finance Project Management Office (1 FTE) is currently steering the collection of data, compilation and drafting/administering policy to support cost recovery efforts and submitting data to the Controller's Office. Existing capital grant accounting staff will not be able to fully support this work (as they are also at capacity with existing grant accounting work) and there is significant need for an analytical skillset to work with immediate data received. It is expected SFPUC will be tasked to take over C19 grant accounting in FY 2022-23. In addition, SFPUC is currently pursuing State utility arrearages grants and other debt relief programs for customers impacted by COVID-19. To manage the growing portfolio, which will supplement SFPUC’s revenues to fund its operating and capital needs, SFPUC needs a dedicated Accounting Analyst for grants. The Accounting Analyst will be critical to navigating through the various state/federal programs rules/regulations to maximize SFPUC’s award chances while minimizing the occurrence of disallowance of claimed grant funds.

1 118,030 The Finance Project Management Office (FPMO) is a expanded critical function within the Financial Services Bureau (Accounting Services, Financial Reporting & Analysis, and Purchasing). Its goals and objectives are to lead, manage, and oversee a variety of critical and time-sensitive projects, directives, and initiatives that are complex, strategic, and high-impact across Financial Services functions and the SFPUC Enterprises and Bureaus. Such financial projects are deeply analytical, at times require extensive research and management report development, and include the following:
ongoing PeopleSoft Financials and Supply Chain Management System initiatives (implementations and enhancements of existing modules and system functionality) driven by the Controller's Office and SFPUC needs; new and ongoing emergency cost recovery, accounting and procurement for the SFPUC organization related to the COVID-19 pandemic, August 2020 Wildfires, the 2013 Rim Fire and other department emergency events; Procure to Pay initiatives, SFPUC and Finance Accounting Policies and Guidelines, etc. The FPMO Manager will be a key management team member in Financial Services, who will contribute strategic and advisory inputs to the senior management team in Finance.

Fund/Dept/Auth/Proj/Act: 27180/263641/10000/10026772/0004 As a result of an increasing number of emergency grants due to wildfires and the emerging opportunity to access Federal Infrastructure funding for capital projects, the SFPUC is facing a quickly growing need for development of grant management and low-cost project financing efforts across the organization. Grant management and development activities are currently diffuse across finance teams, external affairs, and supported by consulant staff. A united function will allow PUC to streamline efforts and enable our organization to be more proactive in the pursuit of grant and
