Approve Modification No. 2 for Contract No. JOC-53R3, Electrical (C-10-License), San Francisco, San Mateo, Santa Clara and Alameda Counties
Summary of Proposed
Commission Action:
Approve Modification No. 2 to Job Order Contract (JOC), JOC-53R3, Electrical (C-10-License), San Francisco, San Mateo, Santa Clara and Alameda Counties, with US Electric Technologies, Inc., to complete ongoing facility and asset improvements, increasing the contract amount by $2,500,000, for a total not -to-exceed contract amount of $7,500,000, in accordance with San Francisco Administrative Code
6.62, with no change to the contract duration.
Background: A JOC is an indefinite quantity contract for a fixed term or maximum dollar value, whichever occurs first. Contract award is based on the bid adjustment factor multiplied against “pre-priced” unit costs compiled in a project task catalog, wh ich is part of the contract. The adjustment factor represents all of the contractor’s costs (indirect and direct) and profit not included in the pre -priced unit costs.
The San Francisco
Public Utilities Commission (SFPUC) issues task orders for specific projects. The SFPUC has issued task orders under JOCs for a wide range of construction activities, including general construction and general engineering, specialized electrical work in power turbines and switchyards, spot sewer repair, marine related servi ces, and lighting upgrades and HVAC (i.e., heating, ventilation, air conditioning) energy efficiency retrofits.
On July 24, 2018, by Resolution No. 18- 0123, this Commission awarded JOC-53R3, Electrical (C -10-License), San Francisco, San Mateo, Santa Clara and Alameda Counties to US Electric Technologies, Inc. for work to be performed under future task orders identifying the scope of work, cost and duration of various discrete construction activities. The original contract amount was a not-to-exceed amount of $5,000,000 and the original contract duration was two (2) years .
Contract: JOC-53R3, Electrical (C-10-License), San Francisco, San Mateo, Santa Clara and Alameda Counties Commission Meeting Date: January 11, 2022
Modification No. 1 increased the contract duration to five (5) years, but the contract amount was unchanged.
Description of Scope of
Work:
The contract work locations are San Francisco, San Mateo, Santa Clara and Alameda Counties. The work under this contract consists of Electrical Contracting (C-10 License):
• General Engineering Contracting
• General Building Contracting
• Systems Integrator
• Lenel
• Specialty Security Systems Components
Changes and Modifications to the Contract:
The SFPUC issued Modification No. 1 increasing the contract duration by three (3) years to complete ongoing facility and asset improvements, for a total contract duration of five (5) years.
Staff requests approval of Modification No. 2 to complete ongoing facility and asset improvements such as General Engineering Contracting, General Building Contracting, Low Voltage Systems Contractor, Systems Integrator, Lenel, and Specialty Security Systems Components for the SFPUC Operations and Bureaus, increasing the contract amount by $2,500,000, for a total not-to-exceed contract amount of $7,500,000.
Result of Inaction: If this modification is not approved , repair and replacement projects will not be executed. And if the work is deferred as part of a standard design-bid-build construction contract, then operations, safety, and system reliability will be impacted with potential to significantly increase staff and contractor costs to the SFPUC.
Budget & Costs: Funding: Funds for each Task Order are encumbered upon issuance of Notice-to-Proceed. Funding is sourced from the SFPUC Enterprise Operations and Bureaus requesting work.
Original Award Amount: Not to-exceed $5,000,000
Modification No. 2 Amount: $2,500,000
Total Revised Contract Amount: Not-to-exceed $7,500,000
Schedule: Notice-To-Proceed Date: November 20, 2018
Original Duration: Two (2) Years
Previous Modification Duration: Three (3) Years
Total Revised Contract Duration: Five (5) Years
Environmental Review: Approval of this JOC modification does not constitute a “project” under the California Environmental Quality Act (CEQA) Guidelines Section 15378 because it does not involve commitment to any specific project which may result in a potentially significant physical impact on the environment. No task order will be issued under this contract Contract: JOC-53R3, Electrical (C-10-License), San Francisco, San Mateo, Santa Clara and Alameda Counties Commission Meeting Date: January 11, 2022
for a specific project until after review of the proposed work and, if required, the completion of environmental review pursuant to the CEQA.
