Update on Power Enterprise Customer Programs

January 2022

The Power Enterprise provides numerous customer programs to both Hetch Hetchy Power and CleanPowerSF customers. Through rebates, specially designed rates and services, and other incentive structures, these programs help customers use energy as efficiently as possible, save money, and participate in San Francisco’s clean energy future. Customer programs are essential to achieving Power’s Business Plan objective to provide high-quality service to current customers and grow our customer base.

Customer programs also promote local investment, equity in clean energy, and stewardship and conservation of our Hetch Hetchy and other resources.

This update discusses our guiding principles in developing programs, budget, program specifics including status and timeline, and staff engaged in the work.

GUIDING PRINCIPLES

Our customer programs strive to meet our customers’ needs, the business needs of the Enterprise, and environmental justice and City priorities like support for affordable housing and Covid-19 recovery (affordability). Power uses the following guiding principles when designing and implementing programs:

• Advancing building efficiency and decarbonization;
• Equity in access to clean energy services;
• Helping customers manage their energy bills;
• Improving utilization of electricity generating assets and reducing energy supply costs for ratepayers;
• Local investment in clean energy technologies; and
• Stewardship and conservation of Hetch Hetchy resources

BUDGET

Last fiscal year (2020-21), Power spent approximately $2.5 million on customer programs, including staff time for program development and operations, as well as incentives. In the current fiscal year Power plans to roughly match this level of spending, assuming good participation in existing programs and newly available programs. As new programs come online in future years, we expect the annual budget to grow accordingly.

2 PROGRAM DETAILS

The table below provides a comprehensive list of Power’s customer programs. They are grouped by the following topic areas:

• Affordability;
• eMobility;
• Energy Efficiency and Building Decarbonization;
• Load Shifting; and
• Renewable Energy

For each program, we have included detail on:

• Eligible customers (Hetch Hetchy Power, CleanPowerSF, or both); • Relevant guiding principles; and
• Status (Active, Available Soon, or In Development).

Please note that “Active” programs (color coded in green) have approved budgets and are currently available to customers. “Available Soon” programs (color coded in yellow) have Commission approval and will be made available to customers soon. “In Development” programs (color coded in blue) will be presented to the Commission for review and approval, if needed. Programs that are not yet active have estimated availability dates in the Status column as well. In the table, programs are sorted first by status, then listed in alphabetical order.

When available, we have provided a hyperlink to more information about the prog ram under discussion.
