Award Agreement No. PRO.0123, Engineering Services for Green Infrastructure

Summary of
Proposed
Commission Action:

Approve the selection of Brown and Caldwell/SRT Consultants, Inc., a Joint Venture (BC/SRT); award Agreement No. PRO.0123, Engineering Services for Green Infrastructure, to BC/SRT to provide Green Infrastructure planning and design services for the Wastewater Enterprise Capital Improvement Program; and authorize the General Manager to execute the agreement for an amount not-to-exceed $7,500,000 and a duration of seven and one-half years.

Background: Green infrastructure is a storm water management strategy that takes advantage of natural ecological processes to manage storm water runoff at its source to reduce flows into the City’s Combined sewer system. Examples of green infrastructure include vegetated swales, bioretention planters, infiltration trenches, permeable pavements, and rainwater harvesting systems.

Green infrastructure provides multiple benefits to the communities where it is installed. In addition to improving the combined sewer
and storm water
system, green infrastructure can enhance recreational areas, beautify streets, improve pedestrian conditions, and create a more livable habitat for San Francisco birds, native plants, and residents.

This agreement will provide Green Infrastructure planning and design services for Upper Yosemite Creek Daylighting Project and other Green Infrastructure projects identified within the Wastewater Enterprise Capital Improvement Program.

Description of Scope
of Services:

The work under this agreement consists of:
• Civil Engineering
• Landscape Architecture
• Hydrologic/Hydraulic Modeling
• Creek Engineering
• Electrical Engineering
• Mechanical Engineering
Agreements: PRO.0123, Engineering Services for Green Infrastructure Commission Meeting Date: March 8, 2022

• Cost Estimating
• Utilities Mapping and Coordination
• Aerial Photogrammetry and Topographic Surveys
• Peer Review/Independent Technical Review
• Other Specialized Services

Environmental
Review
Approval of as-needed contracts or other funding mechanisms do not fall within the definition of a project under California Environmental Quality Act (CEQA) Guidelines Section 15378(b)(4) related to the creation of government funding mechanisms which do not involve any commitment to any specific project which may result in a potentially significant impact on the environment.

Approval of individual task orders under this contract for activities such as geotechnical investigations would require compliance with CEQA prior to initiation of ground-disturbing activities.

Authorization to execute this professional services agreement is not an approval of any proposed project and SFPUC retains discretion to, among other things, modify the proposed project (s) to mi tigate significant environmental impacts, require the implementation of specific measures to mitigate any significant environmental impacts of the project(s) , or reject the project(s), following completion of environmental review.

Result of Inaction: A delay in awarding this agreement will delay capital improvement projects in the Wastewater Capital Improvement Program.

Funding, Budget and
Costs:

Funding: Funds will be available at the time of individual task order awards from the funds of individual projects within the Wastewater Enterprise Capital Improvement Program (WWE CIP).

Not-to-Exceed Amount: $7,500,000

Schedule: Advertised: April 15, 2021
Estimated Notice-to-Proceed Date: April 2022
Estimated End Date: September 2029
Duration: 7.5 years
Agreements: PRO.0123, Engineering Services for Green Infrastructure Commission Meeting Date: March 8, 2022

Evaluation and Selection
The evaluation and selection process consisted of scoring three parts: (1) Written Proposal; (2) Oral Interview; and (3) Overhead and Profit Schedule (OPS). The consultant teams could be awarded up to a maximum of 1000 points as follows:
up to 600 points for the written proposal; 350 points for the oral interviews; and 50 points for the OPS.

The technical evaluation panel consisted of individuals knowledgeable on the subject matter and included staff from the SFPUC, the San Francisco Recreation and Parks Department, and the San Francisco Unified School District. The panel reviewed and ranked the consultant teams for the written proposals.

SFPUC received two responsive proposals that were evaluated and scored as provided in the RFP. Staff recommends award to the highest-ranked proposer.
