Award Contract No. HH-1005, San Joaquin Pipeline Valve and Safe Entry Improvements:
Phase 1A
Summary of
Proposed
Commission
Action:
Approve the plans and specifications and award Contract No. HH-1005, San Joaquin Pipeline Valve and Safe Entry Improvements: Phase 1A , in the amount of $ 10,799,504, and with a duration of 852 consecutive calendar days (approximately two years and four months) to the responsible bidder submitting the lowest responsive bid, Sierra Mountain Construction, Inc., to replace a 60- inch diameter butterfly valve on San Joaquin Pipeline Number 2 (SJPL 2) at Tesla Valvehouse with a new, higher -pressure-rated 60-inch diameter butterfly valve; replace crossover butterfly valves connected to SJPL 2 with double knife gate valves in the Pelican, Roselle, and Emery Crossover Vaults ; and install Removable Spool Pieces (RSPs) and new vaults for SJPL 2 at Tesla and Oakdale Portals.
Background: San Joaquin Pipeline Nos. 1, 2 , and 3 (SJPLs 1,2,3) consist of three parallel transmission pipelines (completed in 1932, 1953, and 1968) that cross the San Joaquin Valley from the east of Foothill Tunnel at Oakdale Portal to the west of Coast Range Tunnel at Tesla Portal, a distance of approximately 48 miles. A fourth partial pipeline (SJPL 4 completed in 2012) consists of a 6.4 mile segment of pipe downstream of Oakdale and another 11 mile segment upstream of Tesla Portal. SJPLs deliver Hetch Hetchy water to the San Francisco Bay Area. They have been in ser vice ranging from 10 to 90 years. SFPUC staff members and contractors need to enter the pipelines regularly to perform condition assessment, maintenance, and repair work. A recent hydraulic study shows that a number of the existing valves in the SJPLs are under-rated for the surge pressures that could be triggered from an unplanned closure of the valves at the downstream Tesla Ultraviolet Treatment Facility . For safety reasons, this capital project , ‘ San Joaquin Pipeline Valve and Safe Entry Improvements,’ was initiated to replace the under-rated valves; provide pipeline isolations for safe personnel entry; and allow shutdown of any and all sections of the SJPLs without a complete system shutdown. The project will be implemented in phases , specifically Phases 1A, Contract: HH-1005, San Joaquin Pipeline Valve and Safe Entry Improvements: Phase 1A Commission Meeting Date: March 8, 2022
1B, 2, and 3. This construction contract, HH-1005, is for the improvement work of Phase 1A.
Description of
Scope of Work:
The contract work locations are at Oakdale Portal and the Emery, Roselle, and Pelican Crossover Vaults in Stanislaus County; and at Tesla Portal and Tesla Valve House in San Joaquin County.
The contract work consists of:
• @ Tesla and Oakdale Portals
o Site grading, excavation, and shoring.
o Furnishing and install ing SJPL 2 RSP vault, thrust block, related facilities, and drainage systems at each location.
o Replacing a 12.5-foot-long section of SJPL 2 with a RSP at each location.
• @ Tesla Valve House
o Replacing existing 60-inch diameter butterfly valve, gearbox, and actuator with a new AWWA CL 250 60- inch diameter metal seated triple offset butterfly valve, gearbox, and actuator.
o Replacing existing 24-inch diameter gate valve with a new ASME/ANSI CL 300 24-inch diameter gate valve, flanges, gear box, and actuator.
o Replacing existing SJPL 2 main concrete pipe support saddle. o Installing new SJPL 2 bypass steel pipe support.
o Performing associated electrical work.
o Performing software programming for operation of the new butterfly and bypass valves.
• @ Emery, Roselle, and Pelican Crossover Vaults
o Replacing existing 36-inch diameter butterfly valves on the crossover line between SJPL 2 and SJPL 3 with two (2) modified AWWA CL E 36-inch diameter knife gate valves at each location.
o Replacing existing 42-inch diameter butterfly valves on the crossover line between SJPL 2 and SJPL 3 with two (2) modified AWWA CL E 42-inch diameter knife gate valves at each location.
o Installing new crossover steel pipe supports, platform framing, grating, and railing at each location.
o Performing associated electrical work.
o Performing software programming for operation of the new knife gate valves.
Result of Inaction: A delay or denial awarding this contract will impede planned maintenance work for SJPL 2 and reduce reliability of water delivery to the San Francisco Bay Area.

Environmental
Review:
On July 9, 2009, the Planning Commission certified the Final Environmental Impact Report (FEIR) for the San Joaquin Pipeline System Project (Case Number 2007.0118E). On July 14, 2009, by Resolution No. 09- 0119, this Commission approved the San Joaquin Pipeline System Project and adopted findings (CEQA Findings), including the Statement of Overriding Considerations and a Mitigation Monitoring and Reporting Program (MMRP) required by the California Environmental Quality Act (CEQA).
On January 27, 2022, the Planning Department issued a Minor Project Modification (MPM) to the FEIR to include work associated with the San Joaquin Valve and Safe Entry Improvements Phase 1A. The work under Contract No. HH-1005, San Joaquin Pipeline Valve and Safe Entry Improvements Phase 1A is within the scope of the project authorized under the FEIR and MPM.

Subject: HH-1005 San Joaquin Valve and Safe Entry Improvements-Phase 1A -CMD Review
The Contract Monitoring Division (“CMD”) has reviewed the bids submitted for the above referenced project, applied the appropriate bid discounts, and determined responsiveness to the Chapter 14B pre- award requirements. An LBE subcontracting requirement of 8.00% was established for this project. The requirement is less than 20% because approximately 40% of the total contract value will be used for purchasing large diameter valves and appurtenances. In addition, constraints such as the location of the work sites (spread across San Joaquin Valley from Tracy to Oakdale) and the construction timeframe (limited to 60-100 days during a yearly water system shut down) reduces the number of subcontractors available to perform work on the contract. Below is a summary of CMD’s review.
