Authorize Negotiations with Qualified Contractors for Contract No. PW-009R, As-Needed Electrical Distribution Installation and Construction Support

Summary of
Proposed
Commission Action:

Authorize the General Manager to negotiate with qualified contractors for Contract No. PW-009R, As-Needed Electrical Distribution Installation and Construction Support, in accordance with San Francisco Administrative Code Section 6.23(c) (1). The contr act will provide for augmentation of Power Enterprise Field Services staff to improve the S an Francisco Public Utilities Commission’s capacity to respond to emergenc y outages and to improve system reliability. Upon successful ly completing negotiations, the General Manager will return to the Commission to recommend award of the contract.

Background: Power Enterprise’s Utility Field Services is short-staffed and unable to perform regular work connecting new customers , responding to emergencies, and troubl eshooting complex outages. Power Enterprise has been actively recruiting for the critical positions in the Utility Field Services division but has been unable to fill the vacancies in a timely manner to meet the need for additional linemen.

With the Ba y Corridor Transmission and Distribution Project (BCTD) anticipated to come on-line in the very near future, Power Enterprise will own and operate additional distribution systems. The SFPUC has a commitment to connect customers to this new system ; these customers will not be dependent on the PG&E distribution system. Power Enterprise will have full autonomy to design, build and connect customers to meet their needs. Additionally, the BCTD will have a new s tate-of-the-art electrical substation that SFPUC must operate and maintain through a contractor until Power Enterprise is able to fill the vacancies. SFPUC infrastructure has grown but staffing has not kept pace.

The SFPUC has been working with IBEW Local 6 and Department of Human Resources to addres s recrui ting needs and to develop an apprenticeship program. The SFPUC intends that this contract would bridge the gap in Contract: PW-009R, As-Needed Electrical Distribution Installation and Construction Support Commission Meeting Date: March 22, 2022

personnel needs.

Description of Scope
of Work:

Contract work will be issued on an a s-needed, task order basis. The contract work sites are within the City and County of San Francisco. For each task, the SFPUC will issue a Contract Service Order spe cifying the customer site and the detailed scope to provide the electric connection with the customer. From time-to-time the contractor will provi de UFS staff to respond to emergency outages to help with the outage recoveries. The work will include:

• Electrical Distribution Work
o Install primary and secondary services;
o Install Intervening Facilities (transformers, switches, fault interrupters);
o Perform testing, commissioning, and energization of customer power; and
o Respond to outage events to isolate faulted system, restore services, and perform replacement work.

• Substation Work
o Inspect and test electric substations and intervening facilities; o Respond to outage events including downloading relaying and metering information and replace failed equipment;
o Perform relay testing and adjust settings to improve
coordination of protective devices to eliminate unnecessary outage events; and
o Prepare switching orders to safely isolate equipment to replace affected equipment.
