Approve Increase to Construction Duration Contingency for Contract No. WW-667, Mariposa Dry Weather Pump Station Improvements
Summary of Proposed
Commission Action:

Approve an increase of 210 calendar days to the construction duration contingency for Contract No. WW-667, Mariposa Dry Weather Pump Station Improvements with Western Water
Constructors, Inc.; and authorize the General Manager to approve future modifications to the contract for a total contract duration of up to 1,350 consecutive calendar days (approxi mately three years and nine months), with no change to contract amount.

Background: In 1954, the City and County of San Francisco (City) designed and built the Mariposa Pump Station (Pump Station) on Port property near the foot of Mariposa Street at 855 Terry Francois Boulevard to convey combined wastewater flows from approximately 240 acres of the City to the Southeast Water Pollution Control Plant (SEP). Since that time, the City installed a transport/storage box with wet -weather pumps and a wet-weather force main (Force Main) adjacent to the original pump station. After the City installed the wet -
weather system, the Pump
Station and associated Force Main conveyed both dry and wet weather wastewater flows to SEP.

Due to recent high-density real estate developments in the City, the dry- weather wastewater flows to the Pump Station have increased. The San Francisco Public Utilities Commission (SFPUC) evaluated the anticipated increase in wastewater flows and developed the Pump Station and Force Main improvements (the Project) to convey the increased combined dry-weather sewage to SEP and meet its regulatory requirements.

The Force Main portion of the Project is being performed under Contract No. DB-128R2, the Bay Corridor Transmission Distribution Project – Phase 1, which this Commission awarded on April 25, 2017, by Resolution No. 17-0092.

Contract: Contract No. WW-667, Mariposa Dry Weather Pump Station Improvements Commission Meeting Date: March 22, 2022

The remaining pump station portion of the Project is being performed under Contract No. WW -667, Mariposa Dry Weather Pump Station Improvements.

On September 11, 2018, by Resolution No. 18-0150, this Commission awarded Sewer System Improvement Program (SSIP) funded Contract No. WW -667, Mariposa Dry Weather Pump Station Improvements.

The original contract amount was $17,031,000, and the original contract duration was 780 consecutive calendar days.

Description of Scope of
Work:

The contract work location is at 855 Terry A. Francois Boulevard in San Francisco. The contract work consists of:
• Demolishing the existing pump station and wet-well;
• Constructing a new wet-well and pump station building; • Furnishing and installing new dry- weather pumps, manifold, piping and associated valves, pipe supports, flow meters , and other associated parts;
• Installing new crane systems inside the pump station; • Installing new heating, ventilation, and air conditioning (HVAC) systems;
• Installing new electrical, instrumentation & controls systems; and
• Testing and commissioning of all major mechanical, electrical, instrumentation and automation systems before turning over the station back to SFPUC for operation.

Modification Nos. 5, 11, and 16 were issued increasing the contract duration by 279 consecutive calendar days to overcome delays from PG&E in providing temporary electrical power to the pump station, COVID-related work inefficiencies , and unforeseen site conditions related to excavation work, for a total cont ract duration of 1,059 consecutive calendar days (approximately 2 years and 11 months), with no change to the contract amount.

Requested Increase to Contract Duration Contingency
An increase of 210 calendar days to the existing contract duration contingency is being requested to overcome additional COVID-related work inefficiencies, additional weather impacts , and proposed power outages which could delay continuous station performance testing and commissioning, for a total contract duration of up to 1,350 consecutive calendar days, with no change to the contract amount.
