Summary of Proposed
Commission Action:
Approve an increase of 106 calendar days to the contract duration contingency for Contract No. WW-679, Various Locations Sewer Replacement No. 8, with Precision Engineering, Inc.; and authorize the General Manager to approve future modifications to the co ntract for a total contract duration of up to 573 consecutive calendar days (approximately one year and seven months), with no change to contract amount.
Background: The existing sewers on the subject streets listed below in the City and County of San Francisco were inspected and determined to be in need of replacement. The San Francisco Public Utilities Commission (SFPUC) advertised Contract No. WW-679 to perform the sewer replacement and rehab work.
By Resolution No. 20-0076, on April 28, 2020, this Commission awarded Wastewater Enterprise Contract No. WW- 679, Various Locations Sewer Replacement No. 8. The original contract amount was $4,412,862, and the original contract duration was 425 consecutive calendar days.
Description of Scope of
Work:
The contract work consists of replacing the existing sewers with approximately 2,937 feet of 12- inch diameter, 564 feet of 15- inch diameter, 1,050 feet of 18- inch diameter , and 286 feet of 21-inch diameter vitreous clay pipe; approximately 64 feet of 8- inch diameter cured-in-place lining; and 106 feet of 12- inch diameter and 18 -inch diameter high density polyethylene pipe at the following locations:

Modifications to the
Contract:
San Francisco Administrative Code section 6.22(h) requires that any cumulative increase of the contract amount or duration in excess of 10% of the original contract amount or duration be approved by this Commission.
Modification No. 1 was issued increasing the contract duration by 42 consecutive calendar days (within the original 10% amount contingency) to complete remaining contract work for a total contract duration of 467 consecutive calendar days (approximately one year and three months), with no change to the contract amount. This non- compensable time extension of 42 days was attributable, in part, to a delay by San Francisco Public Works (SFPW) in approving the excavation permit. SFPW processed the excavation permit on July 26, 2021, 199 calendar days after the Contractor submitted an application for the excavation permit on January 8, 2021. The Contractor reissued 30-
day notifications to the residents and officially began work on August 9, 2021. Based on the Contractor’s approved baseline schedule, 40 calendar days was anticipated for the City’s permit review and approval.
Requested Increase to Contract Duration Contingency
An increase of 106 calendar days to the existing contract duration contingency is being requested to cover the time the Contractor requires to complete remaining contract work on the project resulting from a delay in the issuance of excavation permit, for a total contract duration of up to 573 consecutive calendar days, with no change to the contract amount.
This additional time request is attributable to the cover the remaining time delay due to the excavation permit issuance.
