Subject: Annual Report to the California Energy Commission by Hetch Hetchy Power and CleanPowerSF on their Sources of Electric Energy and Greenhouse Gas Intensity
Hetch Hetchy Power and CleanPowerSF will submit their respective Power Source Disclosure reports for calendar year 2021 to the California Energy Commission no later than June 1, 2022, as required by statute.1 The Power Source Disclosure report shows the sources of energy used to meet electric demands as well as the greenhouse gas intensity of each retail electricity product. All California retail providers of electric energy are required to use a consistent methodology to calculate the greenhouse gas intensities of their products. This memo summarizes the data reports that will be provided to the California Energy Commission.
CleanPowerSF
For calendar year 2021, CleanPowerSF’s Green product energy mix was:
• 5 5.4% C A Renewable Portfolio Standard-eligible Energy Resources2 19.0% Solar
1 Public Utilities Code Sections 398.4 and 398.5.
2 These are energy resources that meet the requirements of California’s Renewable Portfolio Standard.
JKP
26.0% Wind
9.2% Geothermal
1.2% Renewable Portfolio Standard Eligible
Hydroelectric3
• 37.6% G reenhouse gas-free hydroelectric generation
• 0.1% Nu clear resources
• 6.9% Unspecified Sources of Power4
Seven percent of CleanPowerSF’s Green product power supply came from renewable energy facilities located within the 9-county Bay Area.
CleanPowerSF Green product customers’ demand was also met with renewable and hydroelectric supply from facilities located elsewhere in California, Washington, Nevada, Oregon, and Idaho.
CleanPowerSF’s Green product greenhouse gas intensity was 82 pounds of carbon dioxide equivalents per megawatt-hour ( CO2e/MWh) of electricity delivered. By comparison, the state-wide average for California in 2020 (latest available data) was approximately 466 pounds of CO2e/MWh. 5 As noted above, 0.1% of CleanPowerSF’s Green product electricity supply was generated by nuclear energy imported from the Pacific Northwest. This nuclear energy was delivered under a contract CleanPowerSF executed with a supplier to purchase hydroelectric and low carbon power from the Pacific Northwest.
The contract allowed the seller to supplement specified deliveries of hydroelectric power with low carbon electricity from the power pool of an “Asset Controlling Supplier” in the event of reduced availability of hydroelectric generation. Asset Controlling Suppliers are electric power entities that have registered with the California Air Resources Board and import wholesale electricity, primarily hydroelectric power, into California. There are currently two Asset Controlling Suppliers registered with the California Air Resources Board:
Tacoma Power and Bonneville Power Administration. In 2021, CleanPowerSF received 20,167 megawatt-hours from Tacoma Power under this contract.
Hydroelectric generation represented 86% of these deliveries. Nuclear generation was bundled as part of the Asset Controlling Supplier’s system
3 CleanPowerSF is only able to claim generation from hydroelectric facilities less than 30 MW in size for Renewable Portfolio Standard compliance. 4 “Unspecified sources of power” means electricity from transactions that are not traceable to specific generation sources. For CleanPowerSF this consists of purchases from the California Independent System Operator. 5 This figure was included on the 2020 Power Content Label sent to customers by October 1, 2021. The Power Content Label allows customers to easily compare the resource breakdown and emissions intensity of their electricity product with the State’s as a whole.
energy portfolio. In total, these deliveries, represent 0.067% (rounded up to
0.1% on the Power Content Label) of CleanPowerSF’s annual Green product power supply.6 CleanPowerSF is no longer entering into contracts that allow electricity to be supplemented from the resource mix of Asset Controlling Suppliers.
For calendar year 2021, CleanPowerSF’s SuperGreen product energy mix was:
• 100% CA Renewable Portfolio Standard Energy Resources 50% Solar
50% Wind
All SuperGreen generation came from new renewable energy facilities built in California that either first reached commercial operation since CleanPowerSF began serving customers in 2016 or are located within San Francisco (Sunset Reservoir, which began operating in 2010).
The greenhouse gas emissions intensity of the SuperGreen product was 0 pounds of CO2e/MWh.
SFPUC Resolution 17-0101 adopted a target of 50% California Renewable Portfolio Standard-eligible renewable energy by the end of 2020 for CleanPowerSF’s Green product. In its 2020 Integrated Resource Plan, CleanPowerSF established annual renewable energy planning targets to guide procurement activity to achieve a 100% renewable supply by 2025. The 2021 target was 55% of supply from California Renewable Portfolio Standard eligible renewable energy and 33% additional greenhouse gas free hydroelectric resources. CleanPowerSF exceeded these program planning targets by delivering 55.4% California Renewable Portfolio Standard-eligible renewable energy and 37.6% hydroelectric energy to Green product customers in 2021 for a total renewable energy content of 93%.
Hetch Hetchy Power
Hetch Hetchy Power, the SFPUC’s publicly owned electric utility, continued to meet 100% of its retail needs for its general customers from hydroelectric

power7 with a greenhouse gas emissions intensity of 0 lbs CO2e/MWh. For its Hetch Hetchy Power Premium product, Hetch Hetchy Power served its customers with 100% Renewable Portfolio Standard eligible hydroelectric energy from the SFPUC’s Kirkwood generating units with a greenhouse gas emissions intensity of 0 lbs CO2e/MWh. Hetch Hetchy Power also generated approximately 120,000 MWh of additional greenhouse gas free energy above its retail needs with 25,100 MWh of this energy provided to CleanPowerSF with the remainder sold on the wholesale market or to other customers.
Attestation of Veracity in September
After the SFPUC’s Power Enterprise and other retail sellers of electricity submit their Power Source Disclosure reports to the California Energy Commission, the California Energy Commission will compile the reports and calculate the state-wide average of energy resources by type and greenhouse gas-intensity.
CleanPowerSF and Hetch Hetchy Power will then develop their Power Content Labels which compare the results summarized here against the state-wide average. The SFPUC Power Enterprise will then send (either by e-mail or postal service) the Power Content Label for each program to its customers as well as post them on the SFPUC’s website. The California Energy Commission requires this to occur by October 1, 2022.
California Energy Commission regulations require that the Commission attest to the veracity of both the Power Source Disclosure report as well as the Power Content Label by October 1st of each calendar year. As the Power Content Label template is not available by the June Power Source Disclosure report submission date, staff are providing this memo advising the Commission and the public of the sources of power for our two programs. Staff will bring a single resolution for the Commission’s approval that will attest to the veracity of the CleanPowerSF and Hetch Hetchy Power Source Disclosure reports and Power Content Labels to a September Commission meeting.
7 99% of this power came from the SFPUC’s Hetch Hetchy System with the remaining 1% consisting of zero-greenhouse gas hydroelectric power delivered by the Western Area Power Administration to serve Treasure and Yerba Buena Islands.
