Adopt a Resolution Extending the CleanPowerSF SuperGreen Multi -Year Electricity Service Agreement Term Limit to Ten Years: Consent Calendar
P
roject Manager: Andrew Bevington, Utility Analyst, Power – CleanPowerSF Adopt a Resolution Extending the CleanPowerSF SuperGreen Multi -Year Agreement Term Limit to Ten Years
Summary of
Proposed
Commission Action:

Adopt a resolution extending the term limit of the SuperGreen Multi-Y ear Electricity Service Agreement to up to 10 years f rom th e current limit of five years. The 10-year term allows CleanPowerSF SuperGreen customers to claim credit for 100% renewable energy under the new requirements of the U.S. Green Building Council.

Background: In 2019, the Public Utilities Commission approved the creation of the CleanPowerSF SuperGreen Multi-Year Service Agreement. This optional agreement allows a CleanPowerSF customer to commit to SuperGreen generation service for a period of one to five years, with a termination fee to be paid if the customer leaves SuperGreen service before the end of the agreement term. This agreement was created in order to help our customers meet the requirements of the U.S. Green Building Council’s (USGBC) Leadership in Energy and Environmental Design (LEED) building rating system, which allows buildings to claim credit for 100% renewable electricity service as long as the building has signed a multi-year agreement.

In the past two years, USGBC has updated its requirements to mandate a 10- year agreement length in order to receive full credit in its L EED evaluation system for committing to 100% renewable e lectricity service. Customers agreeing to the current SuperGreen five-year term limit would only receive partial credit under the new guidelines.

In order to maximize the benefits of SuperGreen service for CleanPowerSF customers, a 10-year agreement length is needed.

Budget & Costs: There are no direct budgetary impacts.

Approve and Adoption: Extend SuperGreen Multi-Year Service Agreement Term to Ten Years Commission Meeting Date: July 12, 2022

Environmental
Review:

This action extending the term limit of the SuperGreen Multi -Year Electricity Service Agreement does not constitute a “project” under the California Environmental Quality Act Guidelines Section 15378(a) because there would be no physical change in the environment.

Result of Inaction: CleanPowerSF customers will not be eligible to receive full credit under the LEED system for SuperGreen service, making SuperGreen a less desirable option for customers seeking 100% renewable energy options in order to meet LEED requirements.

Recommendation: SFPUC staff recommends that the Commission adopt the attached resolution.

Attachment: 1. Updated CleanPowerSF SuperGreen Multi-Year Electricity Service Agreement
