Summary of
Proposed
Commission Action:

Approve the nova tion of exist ing Maintenance and Repair and Upgrades of Sentinel UV Disinfection System Contract from current contractor Calgon Carbon UV Technologies (Calgon) to De Nora Water Technologies (De Nora); and authorize the General Manager of the San Francisco Public Utilities C ommission to execute the novation agreement.

Background: On May 25 , 202 1, by Resolution No. Resolution Number 21-0086, this Commission awarded the contract to Calgon, an approved sole source, to perform preventative maintenance, provide emerg ency repair and support services, software updat es, and system upgrades to ensure the cont inued operation of ultra-violet water treatment systems. The SFPUC owns 12 of these systems, which were manufactured by Calgon and purchased by the SFPUC in 2011. The se syste ms use UV disinfection technology to elimi nate patho gens such as cr yptosporidium and giardia in the drinking water supply as required by State and Federal drinking water regulations for the Tesla Treat ment Facility.

On July 1, 2021, De Nora acquired Calgon. D e Nora desires to continue providing services under the terms and conditions of the existing contract.

Inadequate maintenance of the UV system may compromise reliability and cause failure of the UV reactor units and associated components. Failure of the UV system would lead to the SFPUC violating State and Federal drinking water mandates and c ompromise the integrity and water quality of SFPUC’s drinking water supply. The Tesla UV Facility is a critical a nd necessary component within the SFPUC’ s Regional Water System to maintain safe and reliable drinking water for the City’s 2.8 million customers.

Calgon was an approved sole source for this contract and De Nora has committed to retaining the same specialized personnel to perform the critical services for the UV system.
