Award Contract No. HH-1006, San Joaquin Pipeline Valve and Safe Entry Improvements Phase 1B
Summary of
Proposed
Commission
Action:
Approve the plans and specifications , and award Contract No. HH-1006, San Joaquin Pipeline Valve and Safe Entry Improvements Phase 1B , in the amount of $11,801,808, and with a duration of 675 consecutive calendar days (approximately one year and 10 months) to the responsible bidder submitting the lowest responsive bid , Mountain Cascade, Inc. , to replace 78-inch and 90-inch diameter butterfly valves on San Joaquin Pipeline Nos. 3 and 4 (SJPL 3 & 4) at Tesla Valvehouse with new, higher -pressure-rated butterfly valves, and install removable spool pieces and new vaults for San Joaquin Pipline Nos. 3 and 4 at Tesla Portal, P4J Tie-In, and Oakdale Portal.
Background: San Joaquin Pipeline (SJPL) Nos. 1, 2, and 3 consist of three parallel transmission pipelines (completed in 1932, 1953 , and 1968, respectively ) that cross the San Joaquin Valley from the east of Foothill Tunnel at Oakdale Portal to the west of Coast Range Tunnel at Tesla Portal, a distance of approximately 48 miles. A fourth partial pipeline (SJPL 4 completed in 2012) consists of a 6.4-mile segment of pipe downstream of Oakdale and another 11-mile segment upstream of Tesla Portal. SJPLs deliver Hetch Hetchy water to the San Francisco Bay Area. They have been in service ranging from 10 to 90 years. SFPUC staff members and contractors need to enter the pipelines regularly to perform condition assessment, maintenance, and repair work. A recent hydraulic study shows that several of the existing valves in the SJPLs may be under-rated for the potential surge pressures that could be triggered from an
unplanned closure of the valves at the
downstream Tesla Ultraviolet Treatment Facility. For safety reasons, the SFPUC initiated this capital project to increase the pressure rating of the valves, provide safe pipeline isolations for personnel entry into the pipelines, and allow shutdown of any section of the SJPLs without a complete system shutdown . Staff will implement t he project in phases , specifically phases 1A, 1B, 2, and 3. This construction contract, HH-1006, is for the improvement work of Phase 1B.
Contract: HH-1006, San Joaquin Pipeline Valve and Safe Entry Improvements Phase 1B Commission Meeting Date: August 23, 2022
Description of
Scope of Work:
