Authorize United States Geological Survey Joint Funding Agreement CS-1405: Regular Calendar Project Manager: Tim Ramirez
Authorize Joint Funding Agreement with the U.S. Geological Survey for Hydrologic Monitoring and Stream and Reservoir Gauge Maintenance in the Alameda and Peninsula Watersheds
Summary of
Proposed
Commission Action:
Authorize the General Manager of the San Francisco Public Utilities Commission (SFPUC) to execute, on behalf of the City and County of San Francisco , a Joint Funding Agree ment with the U nited States Geological Survey (USGS) for an amount contributed by the SFPUC not-to-exceed $ 2,837,770 and with a duration of six years, starting October 1, 2021 and ending September 30, 2027, which will allow the SFPUC and USGS to continue a cooperative Water Resource Investigations Program for hydrologic monitoring and stream and reservoir gauge maintenance in the Alameda and Peninsula Watersheds.
Background: The U.S. Geological Survey , a federal agency within the U.S.
Department of th e Interior, works with local, state, and other federal agencies to collect water resources data at more than a million sites across the country, including rivers, lakes, and reservoirs, through regular monitoring and operation and maintenance of gauging instruments that me asure stream flow and characteriz e hydrology .
The USGS, which is recognized for its third -party independence , reliability, and scientific exp ertise in hydrologic monitoring , has an established cooperative “ Water Resource Investigations” prog ram to advance this work with agencies that are responsible for water resources management and policy, and it incorporates the water information that is collected through the program in partnership with other agencies, in real -time, into a n ational database that is p ublicly accessible on the USGS website for use by citizens, public agencies , and scientists.
The San Francisco Public Utilities Commission has partnered with the USGS to implement a cooperative Water resource I nvestigations program for the collection of water resources data in the Alameda and Agreement: U.S. Geological Survey Joint Funding Agreement Commission Meeting Date: August 23, 2022
Peninsula Watersheds for many years, and it has entered into a series of Joint Funding Agreements (JFAs) under which both the SF PUC and the USGS contribute funding to cover the cost of necessary field and analytical work related to this program. The SFPUC relies on the USGS’s independence, credibility, and expertise i n this area to maintain hydrologic records in the Alameda and Peninsula Watersheds that are critical to required repor ting of SFPUC water rights, informing the SFPUC’s reservoir and water management operations, and ensuring the SFPUC meet s federal and state minimum instream flow requirements.
The SFPUC’s Hetch Hetchy Water and Power Division also maintains a separate JFA with the USGS for the Tuolumne River watershed.
The SFPUC’s recent JFAs with the USGS for hydrologi c monitoring and stream and reservoir gauge maintenance in the Alameda and Peninsula Watersheds include the following:
• On August 28, 2012, by Resolution No. 12- 0152, the
Commission approved a JFA with the USGS for the Peninsula and Alameda Watersheds for an amount contributed by the SFPUC not-to-exceed $1,750,000 and with a total duration of five years.
• On August 8, 2017, by Resolution No. 17-0183, the
Commission approved an ame ndment to that JFA for an
additional $1,425,000 and a time extension of three years, for a total amount contributed by the SFPUC not- to-exceed
$3,175,000 and a total duration of eight years.
• On October 27, 2020, by Resolution No. 20 -0218, the
Commission approved a new JFA for the Alameda and
Peninsula W atersheds for an amount contributed by the
SFPUC not-to-exceed $ 326,180 and a total duration of 11 months.
This most rec ent JFA was shorter in duration than previous agreements to align the JFA ’s timeframe with the W ater Year (which starts on October 1st and ends on September 30th) and in recognition of the uncertainty associated with changes to the federal agreement process. It expired at the end of Water Year 2020-2021 ( on September 30, 2021).
There were issues that delayed the parties’ preparation of a new multi- year agreement ahead of the start of Water Year 2021 -2022 (October 1, 2021- September 30, 2022), including changes in process , and the
SFPUC’s request to add four stations which took additional tim e to work through in the field. In the interim, the SFPUC’s water rights and federal and state environmental compliance requirements have continued, and the SFPUC has needed average daily flow and temperature data, based on continuous monitoring, and accordingly the USGS has continued to provide services , collecting water resources information and incorporat ing it, in real -time, into USGS’s Agreement: U.S. Geological Survey Joint Funding Agreement Commission Meeting Date: August 23, 2022
publicly accessible online database.
The SFPUC now proposes to enter into a new JFA with the USGS for an amount contr ibuted by the SFPUC not- to-exceed $2,837,770 and with a duration of six years, starting October 1, 2021 and ending September 30, 2027, which will allow the SFPUC and the USGS to continue their cooperative Water Resource Investigations program for hydrologic monitoring and stream and reservoir gauge maintenance in the Alameda and Peninsula Water sheds for Water Year 2021-2022 through Water Year 2026-2027. The USGS’s financial contribution under the JFA will be $88,080.
Description of
Agreement:
The attached JFA allows the USGS to continue to operate, monitor, and maintain complex streamflow and reservoir elevation equipment in the Alameda and Peninsula Watersh eds, as well as satellite telemetry, to collect water resources information and incorporate it, i n real-time, into USGS’s publicly accessible online database. T he SFPUC needs the information collected for water rights required reporting, inf orming the SFPUC’s reservoir and water management operations, and ensuring that the SFPUC meet s federal and stat e minimum instream flow requirements.
The JFA covers work that will be performed at 21 different stations in three counties (often remote and in rugged terrain), and these stations report information to the USGS ’s public website every 15 minutes, which provides the transparency the SFPUC seeks as part of meeting its water rights and federal and state environmental compliance reporting requir ements. T he USGS staff are also required to visit these si tes regularly and as necessary (e.g., during stor ms when equipment fails) to ensure these records are continuous and accurate as part of this JFA.
Parties to Agreement: SFPUC, USGS
Purpose: Hydrologic monitoring and stream and
reservoir gauge maintenance
Location: Alameda and Peninsula Watersheds
(Alameda, San Mateo, and Pilarcitos
Creeks watersheds)
Commencement
Date:
October 1, 2021
Result of Inaction: A delay in authorizing this JFA will result in deferred operation and maintenance of critical stream gauges and potential gaps in long- term hydrologic records of interest to the SFPUC that might jeopardize the SFPUC’s ability to meet the reporting requirements of California water rights and federal and state environmental compliance permits.
Budget and Funding The estimated cost of services for the SFPUC is not to exceed Agreement: U.S. Geological Survey Joint Funding Agreement Commission Meeting Date: August 23, 2022
Source: $2,837,770. The USGS will contribute $88,080 as part of this JFA.
SFPUC f unds will be available upon execution from the Wat er Enterprise operating budget.
Schedule: Services began on October 1, 2021 and will end September 30, 2027, covering Water Year 2022 (October 1, 2021 through September 30, 2022) through Water Year 2027 (October 1, 2026 through Septem ber 30, 2022). The total duration of this agreement is six years.
Recommendation: SFPUC staff recommends that the Commission adopt the attached resolution.
