Subject: CMD Award Review for WW-669 OSP Grit Classifiers and Primary Effluent Gates

The Contract Monitoring Division (“CMD”) reviewed the bids submitted for the above referenced project, reviewed the appropriate bid discounts, and determined responsiveness to the Chapter 14B pre-award requirements. An LBE subcontracting requirement of 14% was established for this project due to the substantial amount of work pertaining to the installation of highly specialized wastewater equipment which is only available from a limited pool of suppliers and manufacturers. And, in addition, the project’s scope of work requires a specialized contractor knowledgeable and experienced in working in a wastewater treatment plant. Below is a summary of CMD’s review.

Bidder LBE Status Base Bid

The apparent low bidder, Trinet Engineering, Inc. (“Trinet”) is the lowest responsive bidder. Trinet met the 14% LBE subcontracting requirement by listing the following LBE firm on Section 00 43 36 (Subcontractor List):

Trinet listed the following non-LBE subcontractors on Section 00 43 36 (Subcontractor List):
