Summary of
Proposed
Commission
Action:
Approve and adopt the San Francisco Public Utilities Commission (SFPUC) General Manager’s finding that Lenel OnGuard® and Milestone XProtect® security system products are sole source products available from single sources that are necessary to match existing products used in SFPUC facilities; and authorize the General Manager to designate Lenel OnGuard® and Milestone XProtect® security systems and equipment in contract specifications as sole source products in public works contract specifications for public works project procurements in conformance with San Francisco Administrative Code Section 6.73(e)(1) and Public Contract Code Section 3400(c).
Background: The SFPUC has installed two primary security systems across the organization: Lenel OnGuard® for ID badging and access control to buildings and other controlled areas, and Milestone XProtect® video management software to manage video from surveillance cameras. Both are widely implemented across the organization and safeguard SFPUC personnel, assets, and facilities.
California Public Contract Code Section 3400(c)(2), incorporated into San Francisco Administrative Code Section 6.73(e)(1), provides that an awarding authority, or its designee, may designate a particular product for a public works contract procurement by making a finding that the product is a necessary to match other products in use on a particular public improvement either completed or in the course of completion.
Public works projects, such as the SFPUC Headquarters Project, Sewer System Improvement Program, Water System Improvement Program, Power Enterprise projects, and others, have installed and use OnGuard® and XProtect® security systems and equipment.
Agreement: General Manager’s Sole Source Findings for Security System Products and Authorize Designation of Sole Source Products in Contracts for Public Utilities Commission Security Systems Commission Meeting Date: October 24, 2022
The SFPUC confirmed that OnGuard® is a top tier security platform for security access control. Since at least 2010, the SFPUC has used OnGuard® products and systems at its facilities. In 2010, the SFPUC decided to standardize on OnGuard® and require new SFPUC facility designs to include OnGuard® security systems and equipment. Currently, the SFPUC’s OnGuard® system consists of one master server, several regional servers, access control boards, card readers, and enclosures.
In 2019, the SFPUC also identified a need to secure SFPUC facilities with a high-quality top tier open platform internet protocol (IP) video management software system. The SFPUC identified Milestone Systems as a global industry leader in open platform IP video management software. After weighing other potential options from a security and business perspective, the SFPUC decided to standardize usage of XProtect® throughout SFPUC facilities. The SFPUC currently has an extensive fleet of cameras attached to XProtect®.
The SFPUC has determined that both Lenel OnGuard® and Milestone XProtect® systems and equipment are critical and necessary for the security of the SFPUC. Each system is only available from one source, manufacturers Lenel and Milestone. Additionally, homogenous security software allows for streamlined upgrades and troubleshooting, reliable reporting of security data, and savings in both economies of scale and in human resources with employees only having to learn the protocols of certain systems.

General Manager, SFPUC
SUBJECT: Sole Source Recommendation for Lenel OnGuard® and Milestone XProtect® Security Systems and Equipment
Purpose
The purpose of this memorandum is to seek Commission approval of the General Manager’s finding that Lenel OnGuard® and Milestone XProtect® security systems products are sole source products without equal and available from only one source and authorize the SFPUC to designate those products by name in public works contract procurement specifications in order to match existing products used in SFPUC facilities.
Background
California Public Contract Code Sectio n 3400(c)(3), incorporated into San Francisco Administrative Code Section 6. 73(e)(1), provides that an awarding authority, or its designee, may designat e a particular product for a public works contract procurement by making a finding that the product is a necessary to match other products in use on a particular public improvement either completed or in the course of completion.
In 2010, SFPUC management confirmed On Guard® as a top tier access control security platform and decided to standardize OnGuard® security systems in new SFPUC facility designs. The attached 2010 Lenel OnGuard® Memorandum documents these findings.
In 2019, SFPUC management identified Milestone Systems as a global industry leader in open platform IP video management software and began standardizing
XProtect® in new SFPUC facility de signs. The attached 2019 Milestone XProtect® Memorandum documents these findings.
Lenel OnGuard® and Milestone XProt ect® are widely installed and used throughout the SFPUC to safeguard SFPUC personnel, assets, and facilities.
OnGuard® is an access control system to control access to SFPUC buildings and other areas. The SFPUC’s OnGuard® syst em consists of one master server, several regional servers, access control boards, card readers, and enclosures.
Milestone XProtect® is a video manage ment software to manage video from SFPUC surveillance cameras. The SFPUC cu rrently has an extensive fleet of cameras attached to Milestone XProtect®.
The SFPUC has determined that both OnGuard® and XProtect® systems and equipment are critical and necessary for the security of the SFPUC. Each system is only available from one source, ma nufacturers Lenel and Milestone.
OnGuard® and XProtect® security syst ems should be desi gnated as without equal in the contract specifications for future SFPUC security system-related contracts to ensure that future projects contain products matching the products in use from previously completed public works projects for SFPUC facilities.
This homogenous security software - OnGuard® and XProtect® throughout the SFPUC - allows for streamlined upgrades and troubleshooting, reliable reporting of security data, and savings in both economies of scale and in human resources with employees only having to learn the protocols of these two systems.
Recommendation
The General Manager recommends that the Commission approve the General Manager’s finding that Lenel OnGuard® and Milestone XProtect® security systems and equipment are sole source pr oducts in order to match standardized security product in use in existing SFPUC facilities and authorize .
OUR MISSION: To provide our customers with high-quality, efficient and reliable water, power and sewer services in a manner that values environmental and community interests and sustains the resources entrusted to our care.

INTER-OFFICE MEMORADUM
DATE: 07/25/2019
TO: SFPUC Assistant General Managers and Senior Staff
FROM: Michael Carlin
Deputy General Manager/Chief Operating Officer
SUBJECT: SFPUC Security Standard: Milestone Video Monitoring Software
The SFPUC strives to provide our customers with high quality, efficient, and reliable water, power, and sewer services. One of our central aims is to continue our work in a manner that is inclusive of environment and community interests and that sustains the resources entrusted in our care. As the SFPUC continues to expand infrastructure and improve facilities through SSIP, WSIP and other capital projects, it has become imperative and a necessity to secure our current and future facilities with a high quality top tier open platform IP video management software system (VMS).
Milestone Systems is a global industry leader in open platform IP video management software. After several discussions weighing other potential options from a security and business perspective, the SFPUC has decided to implement usage of Milestone Systems and begin the standardization of this system throughout all our facilities.
As stated in my previous memo dated May 7, 2018 with the subject line “Lenel OnGuard is the sole Security platform”, the SFPUC will continue to use the Lenel On Guard as the sole access and badging system in parallel with Milesone Systems as the video management system.
New facility designs associated with SFPUC are expected to abide by this memo and include Milestone Systems equipment. As such, projects must also include design and installation direction from Emergency Planning and Security for compliance with the City and County of San Francisco Surveillance Ordinance.

SUBJECT: Lenel OnGuard is Sole Security Platform
In December 2010, I sent a memo defining Lenel OnGuard as the SFPUC's chosen security platform.
As the SFPUC continues to expand our infrastructure and facilities through ssrP and other capital projects, this unified security direction is more important now than ever before.
We continue to utilize Lenel OnGuard products and systems throughout the SFPUC. New facility designs associated with SFPUC are expected to include Lenel OnGuard security systems and equipment and should include design and installation direction from the Emergency Planning and Security Division.

SUBJECT: Lenel OnGuard is Sole Security Platform
Some time ago the decision was made to use one system as the sole security access control and monitoring software platform for security for the SFPUC. The benefits are obvious in both economies of scale as well as the saving in human resources with employees only having to learn the protocols for one system.
Lenel Systems International, Inc., (Lenel) was picked as that system. Several projects were implemented in Hetchy, Power, WST, and the existing headquarters buildings.
Also, the security design and purchasing for the new headquarters building is underway.
There has been some recent discussion about security systems, and we collaboratively performed a checkpoint on our direction. We have confirmed that Lenel is a top tier security platform. Lenel has continued to improve their product technically. We have concluded that the best business decision moving forward is to continue to standardize on Lenel.
