Approve Modification No. 5 Increasing the Contract Amount and Decrease to Construction Cost Contingency for WW-628 Southeast Water Pollution Control Plant New Headworks Facility
Summary of
Proposed
Commission
Action:
Approve Modification No. 5 to Contract No. WW-628 Southeast Water Pollution Control Plant New Headworks Facility, with Sundt-Walsh Joint Venture, a Construction Manager/General Contractor agreement, increasing the contract amount by $58,572,067, for a total contract amount of $548,823,816; Approve a decrease to the contract cost contingency for a total contract cost contingency amount of $6,556,359, to reflect recent bids and ongoing changes to market conditions ; and authorize the General Manager to approve future modifications to the contract for a total contract amount of up to $555,380,175, with no change to contract duration
, in alignment with the current New
Headworks approved budget.
Background: The Headworks facility houses the first and one of the most odorous treatment processes in the wastewater stream . It contains critical solids removal equipment, such as fine screens, grit removal, and odor control systems. The existing fine screening and grit removal processes are inefficient and significantly impact the performance of downstream processes at Southeast Water Pollution Control Plant ( SEP)
. Upgrading these systems with a new
Headworks facility will improve the downstream treatment processes and protect the existing and new equipment from damaging debris such as, rags, sand, and abrasive grit.
The New Headworks Facility is one of nine active Sewer System Improvement Program (SSIP) projects at SEP and contains the following three major scopes of work:
• Scope I – Site Preparation
• Scope II – Bruce Flynn Pump Station Improvements
• Scope III – Main Headworks
o Includes Odor Control Facility and rehabilitation of existing Southeast Lift Station
Contract: WW-628 Southeast Water Pollution Control Plant New Headworks Facility Commission Meeting Date: October 24, 2022
On February 8, 2022, by Resolution No. 22-0031, this Commission adopted the San Francisco Public Utilities Commission ( SFPUC) 10-Year Capital Plan, which increased CWWSIPSE02 – SEP New Headworks (Grit) Replacement Project budget to $679,025,000 to address design developments related to the rehabilitation of the existing Southeast Lift Station, changes to market conditions, and COVID 19 impacts.
The requested Modification No. 5 increase to the contract sum and the decrease to contract cost contingency are needed for issuance of Scope III (Main Headworks) trade packages, and reflects the latest bids received, revised bid package estimates, changes to market conditions, COVID -19 impacts, and is aligned with the project budget in the Commission -adopted FY 2022-2032 10- Year Capital Plan.
On May 24, 2016, by Resolution No. 16-0099, this Commission approved the award of Wastewater Enterprise Contract No. WW- 628 SEP New Headworks Facility Project, a Construction Manager/General Contractor agreement, to Sundt-Walsh Joint Venture . Changes and
Modifications to
the Contract:
Contract No. WW-628 uses a project delivery method that allows the contractor to review design documents and provide construction cost estimates, as well as constructability reviews, at various milestones. This project delivery method also allows the design of certain scopes of work to be performed concurrently with construction. As such, the following design developments related to constructability and value engineering, as well as changes to market conditions, escalation, and contractor markups, have occurred:
Modification No. 1: On February 28, 2017, by Resolution No. 17- 0043, the SFPUC increased the contract amount by $11,600,000 to address construction of 12kV infrastructure, installation of seismic drilled piers on the north side of the primary clarifiers (SEP 042), installation bar screens at BFS Pump Station and distributed control system (DCS) work, for a total contract amount of $256,162,224, with no change to the contract duration.
