Subject: CMD’s Closeout Review for WW-655 As-Needed Main Sewer Replacement No. 7
The Contract Monitoring Division (“CMD”) has determined that Precision Engineering, Inc. (“Precision”), the Prime contractor for this project, has substantially complied with the Chapter 14B LBE subcontracting requirements associated with this project.
At the time the project was advertised, an LBE subcontractor participation requirement of 14% was established. Precision’s Subcontractor List (Document 00 43 36) reflected an LBE subcontractor participation commitment of 14.17%. Precision was awarded the contract in the amount of $6,705,115.00. After four (4) change orders, the final contract amount is $6,949,306.98. At closeout, the LBE subcontractor participation is as follows:

Due to the as-needed nature of the contract, as confirmed by the Prime and the listed LBE sub, the following subcontractors were provided all of the available work for each of their listed scope(s) of work:
- CMC Traffic Control
- Camajani Trucking
- R&S Construction Management
R&S Construction Management confirmed they were unavailable to perform work on some of the issued task orders at that time. As a result, Precision, in good faith effort, added two LBE firms – A Ruiz Construction and Associates, Inc. and Roadway Construction.
Based on the foregoing, CMD concurs with the closeout of this contract.
