Summary of
Proposed
Commission Action:
Accept work performed by Alta Group, Inc. , for Contract No. WD-2858R, Sunol Valley Water Treatment Plant Water Quality Modular Office , for a total contract amount of $1,272,837, and with a total contract duration of 407 consecutive calendar days (approximately one year and two months); and authorize final payment to the Contractor.
Background: The Sunol Valley Water Treatment Plant (SVWTP) facility is an integral part of the San Francisco Public Utilities Commission (SFPUC) Regional Water System. SFPUC staff from several divisions and bureaus report daily to the SVWTP including Water Supply and Treatment Division, Information Technology, Construction Management Bureau, Project Management Bureau, and Water Quality Division (WQD). City offices at the SVWTP facility are within administration buildings and trailers. The SVWTP Water Quality Modular Office Project was intended to replace the existing WQD office trailer with a new modular office for City staff to improve worker productivity and safety conditions.
In October 2020, the existing WQD trailer had been in service since 1998 and was well past the date of its originally intended end of useful life. Staff had maintained the existing trailer as much as possible, but significant problems had arisen over its 22 years of service including: exterior doors had water damage and were warped; windows had dry rot around the frames, sills, and molding; bathroom plumbing had deteriorated ; insufficient electrical receptacles existed for current equipment; and, no Americans with Disability Act (ADA) access existed. This project was intended to provide WQD staff with much-needed improvements to working conditions and to bring facility office space up to current code and safety standards.
On October 13, 2020, by Resolution No. 20-0207, the Commission awarded Contract No. WD -2858R, Sunol Valley Water Treatment Plant Water Quality Modular Office , to Alta Group, Inc . The original contract amount was Contract: WD-2858R, Sunol Valley Water Treatment Plant Water Quality Modular Office Commission Meeting Date: November 8, 2022

To: Yolanda Quisao, Project Manager, SFPUC
From: Vivian Liu, Contract Compliance Officer, CMD
Subject: CMD’s Closeout Review for WD-2858R Sunol Valley Water Treatment Plant Water Quality Modular Office
The Contract Monitoring Division (“CMD”) has determined that Alta Group, Inc. (“Alta”), the prime contractor for this project, has complied with the Chapter 14B LBE subcontracting participation requirements associated with this project.
At the time the project was advertised, an LBE subcontracting participation requirement of 11% was established. Alta’s Subcontractor List (Document 00 43 36) reflected an LBE subcontracting participation commitment of 35.31%. Alta was awarded the contract in the amount of $1,096,200.00. After seven (7) change orders, the final contract amount is $1,272,836.30. At closeout, the LBE subcontracting participation is as follows:

1 The final invoice amount for Team EES is $3,932.50. However, since Team EES is a SFPUC -LBE, it will not receive LBE subcontracting participation credit on this project.
2 Bay Tech Engineering, Inc’s (“Bay Tech”) final invoice amount is $436,165.27. Per communication with Alta, $37,041.48 of Bay Tech’s final invoice amount was to furnish network equipment only without labor. Since Bay Tech is not a CMD certified supplier, this amount will not be counted towards the LBE subcontracting participation credit.
Based on the foregoing, CMD concurs with the closeout of this contract.
