Contract Manager: Willis Logsdon, Wastewater Enterprise Award Contract No. PRO.0183(G), Residential Green Infrastructure Grant Program- Grant Agreement
Summary of
Proposed
Commission Action:

Award Contract No. PRO.0183(G), Residential Green Infrastructure Grant Program Grant Agreement , to the highest -ranked proposer , Green print Partners, to provide grant funds to San Francisco ratepayers for eligible residential green infrastructure projects and to provide a report and evaluation for the Program; and authorize the General Manager to execute a Grant A greement with Greenprint Partners for an amount not- to-exceed $155,000, and with a duration of two years.

Background: The Residential G reen Infrastructure Grant Program will expand the S an Francisco Public U tilities Commission ’s ( SFPUC) city-wide green infrastructure program to residential properties by offering an incentive for residential rate payers to manage stormwater on their property us ing green infrastructure. The Program benefits the entire sewer system through the expansion of green infrastructure. Green infrastructure is a set of engineered, sustainable stormw ater management tools that slow down, clean, and route
stormwater to keep it from o verwhelming the Cit y’s sewer system. Some common types of green infrastructure tools include r ain gardens, rainwater harvesting cisterns, infiltration trenches, vegetated roo fs, and permeable pavement. In addition to reduc ing the volume of storm water enter ing the City’s sewer system , green infrast ructure can also provide public benefits such as neighborhood greening, enhanced urban wildlife habitat, reduced urban heat, and restoration of natural hydrologic fun ction to San Francisco’s watersheds.

The SFPU C’s Wastewater Enterprise manages incentive p rograms aimed at helping property owners and community groups manage stormwater on public and private properties using green inf rastructure. Currently, the SFPUC W astewater Enterprise offers two grant programs f or sto rmwater management. The Urban Watershed Stewardship Grant (WSG) is a joint program between the SFPUC and the City’s Community Challenge Grant Program (CCG) offering gr ants for community -based projects that harvest or Agreement: PUC.PRO.0183(G), Residential Green Infrastructure Grant Program Commission Meeting Date: December 13, 2022
use rainwater, remove impervious surfaces, or implem ent green stormwater infrastructure in the public realm. In February 2019, the SFPUC launched the large-parcel Green Infrastructure Grant Program (GIGP) t o incentivize large property owners to design and construct performance -based green infrastructure retrofits. The Residential Green Infrastructure Grant Program is intended to fill a programmatic gap that remains at the residential scale by creating an inc entive for residential rate paye rs to build green infrastructure on their property.

The Residential Green Infrastructure Grant Program will provide funding for the installation of approved stormwater management facilities on residential properties in San F rancisco. The scope of this con tract will launch the Residential Green Infrastructure Gr ant Program, pilot a variety of green infrastructure facility types at the residential scale, and gather information on the costs, technical barriers, and administrati ve structure to inform the implementation of a future, full-scale, city-wide program.

The R
esidential Green Infrastructure Grant Program has three broad public- benefit objectives:

1. To motivate residential customers to manage stormwater on their properties using green stormwater infrastructure technologies;

2. To retain, detain, and/or cle an stormwater runoff before it enters an SFPUC owned and/or operated sewer system; and

3. To educate San Francisco residential rate payers about the City’s sewer system and stormwater management tools.
