Commission Action:
Approve Amendment No. 1 to Agreement Nos. PRO.0097. A-C, Hetchy Capital Imp rovement Projects , As- Needed Construction Management Services, with AECOM and Effective Management Services LLC. Joint Venture (PRO.0097.A), Mott MacDonald and Dabri, Inc. Joint Venture (PRO.0097.B), and Avila and Associates Consulting Engineers, Inc. (PR O.0097.C), to provide as - needed Construction Management service to augment City Construction Management staff as necessary, increasing each agreement by $2,000,000 for a total not- to-exceed amount of $6,000,000, with no change to the duration of each agreement.
Background: The San Francisco Public Utilities Commission (SFPUC) has retained the services of qualified consultants to supplement and augment Infrastructure Division construction management staff on an as - needed basis to support the H etchy Capital Improvement Projects (HCIP) construction projects. The consultants are critical in providin g additional construction management services on various HCIP construction projects and are called upon to provide these services for projects at any stage of construction.
On December 11, 2018, by Resolution No. 18-0199, this Commission awarded Agreement Nos. PRO.0097.A -C, HCIP As -Needed
Construction Management Services, each with an amount not -to- exceed $4,000,000, and each with a duration of five years to AECOM and Effective Management Services LLC. Joint V enture ( AECOM- EMS JV ) (PRO.0097.A), Mott MacDonald and Dabri, Inc. Joint Venture ( MMD-Dabri JV ) (PRO.0097.B) and Avila and Associates Consulting Engineers, Inc. (Avila) (PRO.0097.C).
Description of Scope
of Services:
The work under these agreements consists of:
APPROVAL:
COMMISSION
SECRETARY Donna Hood
Agreement: PRO.0097.A-C, Amendment 1, HCIP As-Needed Construction Management Services Commission Meeting Date: January 10, 2023
• Construction administration and change management;
• Construction inspection;
• Project controls;
• Environmental compliance monitoring;
• Supplier quality surveillance (SQS);
• Special laboratory testing;
• Testing, startup, and commissioning assistance;
• Surveying;
• Construction safety inspection; and
• Document control.
Amendment No. 1 is being requested to increase each agreement amount by $2,000,000 for a total not-to-exceed agreement amount of $6,000,000, with no change to the duration of each agreement, to continue providing construction management services on an as-needed basis for HCIP construction projects.
SFPUC has engaged each of the consultants under these agreements , PRO.0097.A, B, and C to provide as-needed construction management (CM) services for construction projects under the Hetchy Capital Improvement Proj ect (HCIP) . The agreements are nearing the exhaustion of their original $4,000,000 capacity. Each PRO.0097.A- C contract is requested to be increased by $2,000,000 due to:
1. Unforeseen reduction in City CM staffing levels over the past few years for various reasons beyond the SFPUC’s control;
2. Existing task orders for individual CM staff augmentations (construction inspectors, office engineers, administrative document control specialist, etc.) need to be increased so there is enough budget to extend thei r services t hrough
the end of
the agreements in 2023;
3. There are at least four HCIP constructi on projects that will be commencing in 2023 that will require full CM staffing
(Resident E ngineers, Construction Inspectors, Office
Engineers, Safety Manager, Field Contract Administrator, Administrative Docu ment Control Specialist, etc.) and as- needed CM staff services will be needed to supp ort those staffing requirements;
4. HCIP construction projects are highly technical and re quire specialty construction inspectors as well as specialty services such as commissioning engineers for system startup and
commissioning of new system components. There are limited to no City positions/classifications available to fill these CM roles.
Funding, Budget &
Costs:
Funding: Funds for these agreements have been allocated at the task order level from the various individual HCIP construction projects requiring additional construction management services.
Original Not-to-Exceed Amount: $4,000,000 (per agreement) Amendment No. 1 Amount: $2,000,000 (per agreement)

Pursuant to correspondence between Avila & Associates and the SFPUC, due to the As-Needed nature of this contract, some of the scopes of services listed for LBE subconsultants were not requested by the SFPUC. As a result, some LBE subconsultants (BioMaAs, Inc.; Geotechnical Consultants, Inc.; SCA Environmental, Inc.; Meridian Surveying Engineering, Inc.; and Chaves & Associates) were not utilized on this project. Per documentation provided by Avila & Associates:
We have utilized our LBE partner Dabri for construction inspection services, however their inspector has been on sick leave. We have brought onboard a new LBE in Galen CM to meet the demand for construction inspection services. We are committed to bringing Chaves & Associates onboard for document control services. The nature of the task orders provided to us have not aligned with the scope of services provided by our remaining LBE partners but we are committed to utilizing them for any relevant task order that we are given.
As such, the LBE scopes that were requested by the SFPUC have resulted in greater participation for Dabri, Inc. in its respective disciplines.
