Award Contract No. PRO.0264, New City Distribution Division Campus at 2000 Marin Design Services
Summary of
Proposed
Commission
Action:
Award Contract No. PRO.0264, New City Distribution Division (CDD) Campus at 2000 Marin Design Services , to provide architectural, engineering, and consulting services to design new facilities for the San Francisco Public Utilities Commission (SFPUC) Water Enterpr ise CDD at 2000 Mar in Stree t, San Francisco , to Mark Cavagnero Associates (MCA), for an amount not-to-exceed $27,800,000 and with a duration of five years , subject to Board of Supervisor s’ approval under San Francisco Charter Section 9.118.
Background: The CDD oversees water distribution within City limits. The CDD i s responsible for the infrastructure of the City’s water system, oper ating and maintaining its reservoirs, pump stations, and approximately 1,250 miles of water pipes ; managing the City’s meter program ; and m aintaining CDD facilities, equipment, and fleet vehicles. The current CDD campus, locat ed at 1990 Newcomb Avenue, has served as CDD’s main facility for almost six decades.
Due to the exponential growth of service demands over the decades and challenges with maintaining operations at a facility that has exceeded its useful life, SFPUC has an acute need for the design and construction of a new headquarters facility to al
leviate overcrowding, address building code and safety issues, eliminate inefficiencies, and accommodate CDD’s current and future operational needs.
The design contract fo r the new headquarters was initially advertised as Request for Proposals (RFP) PRO.0198 on March 31, 2021. Two of the four proposers did not meet the Minimum Qu alifications (MQ’s). Prior to the oral interviews, one of the two remaining teams notified th e SFPUC of a change to the proposed team members, disqualifying the team. With o nly one qualified team remaining, the SFPUC elected to rebid the contract and so cancelled the sele ction process o n August 12, 2021.
The RFP was revised , with incr eased scop e and with clarifications on MQs, and was advertised on September 17, 2021 as PRO. 0232. Three proposals were Contract: PRO.0264, New CDD Headquarters at 2000 Marin
Commission Meeting Date: January 10, 2023
received, but t wo of the three propos als contained errors in the cal culation of the Overhead and Pr ofit Schedules (OPS). This resulted in disqual ification of two of the proposers . A sole remaining qua lified proposer was awarded the contract on February 25, 2022 by Resolution No. 22-0039.
On September 13, 2022, under Resolut ion No. 22-0162 the Commissi on rescinded Resolution No. 22-0039 so that staff might readvertise after addressing a number of issues, including the low number of responsive proposals, challenges with the OPS requirements, and a conflic t of interest that had arisen with the awarded contract team. The RFP was revised again and readvertised on September 14, 2022 as PRO.0264.
On September 14, 2022, a revised RFP for the Project’s design contract, PRO.0264, New CDD Campus at 2000 Marin D esign Services, which included improvements addressing issues noted above , was advertised to a wide r ange of industry professionals. Outreach efforts included: (1) repeated publications on social media networks and the American Insti tute of Architects (AIA), San Francisco ; (2) posting the RFP on the SFPUC on- line b idding platfo rm, SFBid, which sends automatic notifications to vendors registered in the relevant service areas; and (3) targeted outreach communications by the SFPUC Contractors Assistance Center to over 270 architectural firms and potential subconsultants through emails distributed on September 14, September 20, and October 11.
SFPUC received t wo proposals in response to the R FP from (1) MCA, and (2) KMD Architects, and both were deemed responsive to the RFP. Staf f recommends award to the top-ranked proposer MCA.

of specific measures to mitigate any significant environmenta l impacts of th e project, or cancel the project, following completion of environmental review.
Result of
Inaction:
A delay in award ing this Contract will delay correction of the in adequacies of existing facilities, increase escalation costs , and negatively impact funding and schedules for other critical Water Enterprise infrastructure projects.

The c onsultant te ams co uld be awarded up to a maxim um of 1,000 points: 700 points for the written proposal phase, 5 points for the DEI submittal, and 295 points for the oral interview phase.
