San Francisco Public Utilities Commission

San Francisco, CA 94102
Re: Adoption of Updated Workforce and Environmental Justice Policy for Energy Procurement Proposed Resolution
Honorable President Ajami and San Francisco Public Utilities Commissioners, As an alliance of 27 climate action, environmental justice, and labor groups, we’re calling on CleanPowerSF to follow the SFPUC’s Citizens Advisory Commission's Julyrecommendation by agendizing for adoption the attached updated Workforce and Environmental Justice Policy for Energy Procurement proposed policy resolution. In doing so, CleanPowerSF would become the first California Community Power (CCP) member to commit to a policy of good jobs and environmental justice for the workers and communities who will build California’s clean energy future.

San Francisco and CleanPowerSF are already leading the state on equitable energy procurement. The adoption of the aforementioned policy resolution would allow CleanPowerSF to assert their leadership, while making good on the principles enshrined in the SFPUC’s resolution (21-0023) approving the CCP Joint Powers Agreement (JPA). In February 2021, this agency committed itself to working with fellow CCP members to “[rely] on a combination of local labor, union labor and apprenticeship programs and [follow] fair compensation practices” and promote “fair worker treatment, multi-trade collaboration, and support of the existing and prevailing wage base in local communities where CC Power-contracted projects will be located.”

This policy resolution provides the opportunity to reaffirm that commitment, establish an industry standard and best practice, and shape the future of CCP and CCAs across the state . The principles of the proposed policy resolution are outlined below.

ENVIRONMENTAL JUSTICE AND EQUITY
As you know, renewable energy procurement projects are not all equal: some projects create benefits beyond energy generation. Others cause active harm to communities. While we have a strong preference for local energy generation, many of the projects that provide Bay Area and CCP service area communities with clean energy are in other people’s communities. Public agencies have an obligation to ensure that those projects create benefits for the communities which host them, particularly those that have been harmed by poverty, fossil fuel pollution, and other historic injustices. Our proposed policy resolution seeks to:
● Benefit communities in the vicinity of energy projects: environmentally and economically; ● Engage disadvantaged communities in the planning and development process; ● And contribute career opportunities that provide local and targeted hire, prevailing wages, benefits, and training and apprenticeship programs.

WORKFORCE STANDARDS
It is the policy of the State of California to support the “High Road” development of a skilled and trained workforce to grow a thriving middle-class and enable California to contribute as a national and world leader in the fight to avoid climate disaster. Putting California on the High Road: A Jobs and Climate Action Plan for 2030 is California’s definitive plan to support workers and accelerate California’s climate leadership. Among a number of demand-side strategies that encourage high road careers are Project Labor Agreements (PLAs).

The Investor-Owned Utilities (IOUs) have an impeccable track record when it comes to supporting and protecting workers with near universal coverage by project-labor agreements for utility-owned or contracted clean energy projects. Community choice programs have an obligation to meet and exceed this standard.

We encourage your commission to consider the outlined Benefits of Project Labor Agreements, which are significant for communities, workers, developers, and community choice aggregations.

We believe the benefits to people should always be balanced with technical and financial considerations. Further, we’re confident that the use of project labor agreements will encourage a highly-trained, sustainable, and local workforce for communities within the CCP service area.

Linked below are several great examples of other leading community choice programs and public utilities that support project labor agreements and value them in their project evaluation and selection process:

Clean Power Alliance of Southern California includes workforce, environmental justice, environment, and location criteria and ranking (see pg. 30) in their evaluation of projects.

Peninsula Clean Energy provides a great example of an inclusive and sustainable workforce policy that fosters a work environment of “sustainable business practices and cultivates a culture of innovation, diversity, transparency, integrity, and commitment to the organization's mission and the communities it serves.”
The City of Los Angeles recently moved their city’s 100% clean energy goal up from 2045 to 2035. The city’s use of PLA agreements provided the skilled and highly-trained workforce needed to ensure that transition. [Council motion]

PROJECT EVALUATION AND SELECTION
As discussed, clean energy procurement projects are not equal in the benefits they provide communities. A white paper developed by Salesforce, titled More than a Megawatt: Embedding Social and Environmental Impact in the Renewable Energy Procurement Process provides a straightforward and accessible framework and expert third-party guidance on how to maximize the positive impacts of renewable energy purchases and minimize the negative impacts. The associated procurement matrix spreadsheet provides a practical example of how to operationalize our proposed resolution’s principles to maximize social and environmental benefits. Also, we encourage referring to the Clean Power Alliance’s project portfolio evaluation report (see pp. 10-24) for another model of practical project evaluation and selection best practices.

CONCLUSION
By agendizing the attached policy resolution for adoption, SFPUC and CleanPowerSF can lead CCP in the work to correct long-standing inequities, create high road green jobs in disadvantaged communities, support economic mobility, and protect Californians’ health and environment by transitioning to clean, renewable energy. We look forward to working with you.

Sincerely,

Workforce and Environmental Justice Policy for Energy Procurement UPDATE: Dec. 7, 2022

PROPOSED RESOLUTION
Community Choice Aggregation (CCA) Governing Board to adopt a resolution that directs staff to develop and implement a Workforce and Environmental Justice Policy for CCA Energy Procurement which includes the following
:

1. Competitive, clean and renewable power supply
CCA shall supply clean and renewable power and services1 (new local, distributed, and Renewable Portfolio Standard (RPS) qualifying resources) to customers at competitive rates.

CCA shall include criteria in the bid evaluation process to prioritize projects that advance local resilience.

2. Workforce
Whether or not a construction project is a public work as defined by the California Labor Code, contracting partners shall comply with California prevailing wage provisions applicable to public works projects, including but not limited to the Labor Code sections pertaining to employment of apprentices on public works projects.

All construction work that falls within an apprenticeable occupation in the building and construction trades shall be performed by a skilled and trained workforce in accordance with Chapter 2.9 (commencing with Section 2600) of Part 1 of Division 2 of the Public Contract Code.

A preference for a Project Labor Agreement (PLA) will be incorporated into the bidder evaluation ranking process:
i. Work done under a PLA shall be deemed to meet the requirements of payment of prevailing wage and and use of apprentices, and shall supersede the skilled and trained workforce requirement 1 Clean and renewable means new local, distributed, and RPS qualifying resources only. Biomass technologies that incinerate municipal solid waste or combust woody or agricultural biomass in urban areas are excluded.
1 ii. For projects that do not implement a PLA, an audit will be required to ensure compliance with payment of prevailing wages, compliance with skilled and trained workforce requirements and to demonstrate any employment of apprentices
CCA shall state a preference in the request for proposals for the use of local labor with a deliberate emphasis on targeted hiring of women, minorities, gender non-conforming, residents of low income communities, the formerly incarcerated, and veterans.

CCA shall first give a preference to projects that are located in a county or city that receives electric service from CCA , then to projects that are located within California, and then to projects whose first point of connection is within California.

CCA-owned projects shall be constructed through a multi-trade project labor agreement or through multiple such agreements, consistent with the Public Contract Code provisions authorizing such agreements by public agencies.

3. Environmental
All projects must meet the permitting requirements of the appropriate governing authority/authorities
CCA shall state a preference in the request for proposals for projects that avoid sensitive habitat areas and that comply with conservation plans such as the Desert Renewable Energy Conservation Plan.

CCA shall require in the request for proposals that developers of construction projects address how the project will avoid or mitigate, to the extent feasible, potential environmental and environmental justice impacts of the project.

The request for proposal shall request Global Electronics Council EPEAT ecolabel registration status and level for inverters and modules.

4. Environmental Justice
CCA shall identify disadvantaged community stakeholders (DAC) from the vicinity of projects using a variety of tools such as CalEnviroScreen and the State Department of Housing and Community Development’s opportunity maps. CCA shall make information easily accessible to disadvantaged stakeholders using various outreach methods including 2 workshops, virtual webinars, and presentations at existing community meetings or events.

CCA shall meaningfully engage2 with “disadvantaged community” stakeholders residing within the CCA service area or proposed project area and incorporate input in the decision-making process
CCA shall state a preference in the request for proposals that developers of construction projects identify, in collaboration with community stakeholders, project benefits and negative effects to communities in the project vicinity, with an emphasis on evaluating disproportionate impacts on disadvantaged communities.

CCA shall require in the request for proposals that project developers include details of policies, programs, and practices supporting diversity, equity, and inclusion in their workforce recruitment and retention. Developer performance shall be included in bidder evaluation criteria.

Developers of construction projects shall state opposition to using forced labor in the supply chain.

5. Unbundled Renewable Energy Credits (RECs)
CCA shall prioritize Category 1 bundled RECs for all projects to meet its renewable energy goals. CCA shall avoid projects involving Category 2 and 3 RECs. If a CCA plans to use Category 2 or 3 RECs, the CCA shall produce a report on why alternatives were not feasible.

6. Project evaluation and selection
CCA shall evaluate and select energy projects with a structured, multi-criteria evaluation process which utilizes the policy principles discussed herein. This evaluation process should holistically consider workforce, environmental justice, and community benefits balanced with technical and financial considerations.

CCA shall publicly publish detailed project evaluation and selection documentation during project approval.
2 Meaningful engagement means implementing five recommendations for best practices from Building a Just Energy Future - A framework for community choice aggregators to power equity and democracy in California, 2020 report by the California Environmental Justice Alliance 3 7. CA Community Power (CC Power)
CCA’s representative to the CA Community Power Board shall advocate for adoption of a CA Community Power Workforce and Environmental Justice Policy for Energy Procurement consistent with the terms of this resolution.

CCA’s representatives to the CA Community Power Board shall advocate to form a public advisory committee, including labor, environmental and equity representatives, to ensure transparency and public engagement in CA Community Power's operations and procurement practices.

I’m Dave Warner from Palo Alto and a co-author with Peter Drekmeier of the letter you received yesterday regarding supply and demand concerns about information presented in the alternative water supply report. The point of our letter is that figure 1 of the report, showing obligations and demands, appears straightforward, but is certainly not. To understand the amount of alternative water supplies needed, you need a clear understanding of obligations and demands, which, as described in our letter, figure 1 does not do. We have tried with numerous letters and at the last BAWS meeting to improve transparency, but with little success.

A mystery not mentioned in the letter: Not at the same level as a famous mystery such as did King Arthur exist or who killed JFK, but a mystery none the less, for years the stated impact of the Bay Delta Plan to the SFPUC was 93mgd. But in figure 1, an underlying assumption is that the impact is now 105 mgd, 12 mgd higher. You’d never know that from the chart. While it took some sleuthing to uncover, we then asked about it but the best answer we received was that it has something to do with the rationing impact of the Bay Delta Plan. Hmmm. To my limited understanding, Bay Delta Plan impact should limited to changes in wáter taken from the river. This new 12 mgd and the other items mentioned in our letter need to be clearly understood. For example, otherwise are we going to develop 12 mgd of alternative water supplies for something that is not well understood?

To me, “clearly understood” means that a reviewer can calculate the same figure and be able to explain it to others. Transparency would be another good standard.

Given the importance of this information as it impacts our need for alternative water supplies, that is why we are suggesting you bring in an outside, independent expert to analyze our water supply needs and provide much needed transparency on this critical data.

I will provide a copy of my comments for the record. Thank you.

I didn't get a chance to comment at the December 13 meeting but I do have this to say --
The Voluntary Agreement the SFPUC is negotiating is not based on science. A peer review of the last Tuolumne River Voluntary Agreement that used flawed models was never addressed by the SFPUC. The SFPUC has not acknowledged that the Bay Delta Plan focuses on the Bay-Delta (hence its name) and not just the Tuolumne River.

Also - water deliveries in the SFPUC service area dropped to 182 mgd last year. This makes eight years in a row in which deliveries were below 200 mgd. Yet the SFPUC is still expecting demand to someday reach the sales cap of 265 mgd.

In future, please propose solutions without misrepresenting the problems. thank you

Hi Madison,

Please accept this email as confirmation of receipt. The San Francisco Public Utilities Commission (SFPUC) awarded the WD-2860R2 Master As-Needed Tree Services to Arboricultural Specialties, Inc. dba The Professional Tree Care Co. (TPTC) on February 8, 2022. At that time, SFPUC had no reason not to enter into a contract with TPTC as SFPUC reviewed their debarment and found no exclusions.

Thank you for your interest in this matter.

Sincerely,
Gary Hom

RE: BID ADVISORY
Contractor: Arboricultural Specialties, Inc. dba The Professional Tree Care Co.

Awarding Agency: San Francisco PUC
Project: Laguna Honda Reservoir Eucalyptus Removal Project – WD- 2860R2

Dear Mr. Hom:

Please enter this formal bid advisory against the above-noted contractor as a matter of public record and circulate to respective San Francisco PUC Commissioners. We respectfully request that the Arboricultural Specialties, Inc. dba The Professional Tree Care Co. (Arboricultural) bid be rejected. The bid provided to Arboricultural signifies that the contractor would not be able to successfully perform its duties on the above project while fulfilling its obligations with the Rules and Regulations Governing the Payment of Prevailing Wages.

ONGOING VIOLATIONS OF PREVAILING WAGE LAWS RESULTING IN WAGE THEFT
Arboricultural’s numerous infractions have resulted in the continuous circumvention of the Laws and Regulations Governing the Payment of Prevailing Wages, including, but not limited to, the following violations resulting in wage theft:

•
Failure to pay prevailing wages
•Failure to pay workers for all hours worked
•Misclassification of workers
•Overtime/holiday pay violations
•Failure to pay travel pay
•Failure to comply with apprenticeship provisions

The State of California, Division of Labor Standards Enforcement (DLSE), Labor Commissioner's office has compelled Arboricultural to make restitution on multiple projects and continues to investigate their activities on its active cases. DLSE case numbers include 40-68354, 40-69653, 40-70324, 40-73744, 40-75123, 40-70837. Arboricultural has engaged in this pattern of unlawful activity on multiple public works prevailing wage projects for multiple years.

Attached is some sample background documentation/information.

San Francisco and its leadership have a reputation of leading the State in workers’ rights and protections. We appreciate your acknowledgment of the items outlined in this letter and subsequent award to the next responsible bidder.

Thank you for keeping the highest standards at SFPCU.

i Commissioners,
Scientists are ringing the alarm that the Bay Delta ecosystem is at risk of collapse. e can see for ourselves that algal blooms kill many fish. Because fish need cool, fresh water flows. I urge you to withdraw the SFPUC from the two lawsuits against the State ater Board directly and indirectly blocking implementation of the Bay Delta ater uality Control Plan. e humans have brought seven fish species in the Bay Delta to the brink of extinction.

Below are excerpts from Bay Nature's December 21, 2022 article on one particular species, white sturgeon. ne more algal bloom could spell the end of this species and others in the Bay Delta.

Season's greetings,
Denise ouie

Member, Center for Biological Diversity
'Action needs to be taken now to protect California white sturgeon to assure this ancient population survives long into the future,' the scientists wrote. ' e re very alarmed,' says evi ewis, a fisheries biologist at UC Davis who cowrote the letter. 'Sturgeon are long-lived, very slow-reproducing fish that cannot tolerate high levels of mortality.'
Sturgeon survived the calamity that struck down the dinosaurs, the movement of continents across the ages, and the advent of the Anthropocene, hardl chan in o er illion ears . But this summer s harmful algal bloom, also known as a red tide, triggered the largest sturgeon mortality event ever recorded in the San Francisco Bay estuary.

In ovember, 12 fisheries scientists wrote an open
letter expressing worry that this
catastrophic event could push the Bay s white sturgeon population onto a path toward extinction. The authors of the letter include fisheries and sturgeon scientists from UC Davis, UC Santa Cru , the ational ceanic and Atmospheric Administration, and Cramer Fish Sciences, a fishery science consultancy.
ven before the bloom, sturgeon populations in the Bay Area ere threatened by
pollution, caviar poaching, sea lion predation, ship strikes and habitat degradation.

Yosemite's Opportunity
Options For Replacing Hetch Hetchy Reservoir
“The ultimate removal of the reservoir would
make possible the restoration of the Valley a few
miles from Yosemite Valley and, amazingly, a
near twin of that extraordinary gift of nature.

In the case of Hetch Hetchy, it isn’t that San
Francisco’s water supply now stored at the
O’Shaughnessy Dam will be lost. Rather,
it would be stored at existing dams
downstream and perhaps off-stream or
in groundwater basins.”
— CARL BORONKAY

FORMER GENERAL MANAGER OF THE

METROPOLITAN WATER DISTRICT OF SOUTHERN CALIFORNIA
O’SHAUGHNESSY DAM AND

HETCH HETCHY RESERVOIR
Hetch Hetchy Reservoir is a storage tank — one of four reservoirs on the Tuolumne River and one of nine in San Francisco’s Regional Water System. Hetch Hetchy is not a source of water.

The reservoir can be replaced and Hetch Hetchy Valley restored while continuing to meet 100% of the water and power needs of every community that depends on the Tuolumne River.

California water agencies have found many ways to reverse environmental damage, restoring ecosystems and wildlife populations on rivers and in wetlands — in the Central Valley, at Mono Lake, in the Bay-Delta and on the Trinity River. The same can be done for Yosemite’s Hetch Hetchy Valley.

The recent investments that California’s cities have made in groundwater, recycling and local surface storage would replace Hetch Hetchy Reservoir more than 15 times over . The San Francisco Public Utilities Commission has the opportunity to pursue any or all of these technologies.

YOSEMITE'S OPPORTUNITY Options For Replacing Hetch Hetchy Reservoi r1 The San Francisco Public Utilities Commission delivers about 250,000 acre-feet1 of water annually. Flows in the Tuolumne River are more than adequate to meet that demand in
most years.2
In dry years, water is withdrawn from storage. The driest period on record for San Francisco’s Regional Water System is the 6-year drought from 1987–1992, when the Tuolumne River provided only 151,000 acre-feet per year.

To make up the shortage in a repeat of that drought lasting six years, or even a worse one, the SFPUC has invested in multiple storage projects to meet customer needs (see Figure 1).

The San Francisco Public Utilities Commission (SFPUC) performs an essential public service by delivering water to homes and businesses in San Francisco as well as to other Bay Area communities. Hetch Hetchy Reservoir is an important component of San Francisco’s Regional Water System — but it can be fully replaced, and then some, with alternative investments.

FIGURE 1
San Francisco Regional Water System: Demand, Annual Supply & Storage (acre-feet) Replacing Hetch Hetchy Reservoir requires additional
investments.3 Other urban water agencies throughout
California are actively continuing to invest in groundwater storage, local surface storage, and recycling. The SFPUC can and should do the same.

RIVER AND WETLAND RESTORATION
Californians have supported ecosystem and wildlife renewal throughout the state, including restoration of rivers and wetlands in the Central Valley, at Mono Lake, in the Bay-Delta and on the Trinity River. Affected water agencies have found ways to invest in additional supplies and/or use water more efficiently.

Restoration of Hetch Hetchy Valley in Yosemite National Park would require system improvements to replace 360,000 acre-feet of storage (or 60,000 acre-feet each year over a 6-year drought). Water flowing through Hetch Hetchy Valley would be used or captured downstream — it would not go to waste.

Bay Delta
The Central Valley Project Improvement
Act, enacted by Congress in 1992, added
250,000 acre-feet per year to wildlife
refuges in the Central Valley.

The 1994 Bay-Delta Accord, an agreement
to protect endangered estuarine fish
including longfin smelt, reduces
diversions to cities and farms by 316,000
acre-feet per year below previous levels.

The Trinity River Restoration program,
jointly developed by the federal
government and the Hoopa Valley Tribe,
restores flow to the river, reducing
diversions to cities and farms by 83,000
acre-feet per year.

Court rulings in 2007 and 2008 to protect
endangered salmon and other species
have reduced diversions to cities and
farms by 980,000 acre-feet per year.

In 1994, the State Water Board ruled
that the Public Trust Doctrine required
additional inflow to Mono Lake,
resulting in reduced diversions to Los
Angeles by 46,000 acre-feet per year.

CALIFORNIA GROUNDWATER INVESTMENTS
Many California cities have agreements with agricultural water agencies to recharge and manage groundwater, allowing aquifers t o be used as "banks" to exchange supplies using California's vast network of canals. California’s “Sustainable Groundwater Management Act”, passed in 2014, requires long-term sustainability throughout the state and provides incentives for additional agreements.

Banking San Francisco’s excess water in aquifers in the eastern portions of the Turlock and Modesto Irrigation Districts and in the Eastside Water District would replace the storage function of Hetch Hetchy Reservoir.

Kern Delta
Water District
The Metropolitan Water District of
Southern California, serving most of
urban southern California, manages
212,000 acre-feet of groundwater
storage within its service territory, and
banks 350,000 acre-feet in Semitropic,
350,000 acre-feet in Arvin Edison,
250,000 acre-feet in Kern Delta, 330,000
acre-feet in Mojave and 30,000
acre-feet in Antelope Valley.

Examples of similar programs abound.

Several Bay Area water districts bank
groundwater in Semitropic, including
Santa Clara Valley (350,000 acre-feet),
Alameda County (150,000 acre-feet)
and Zone 7 (65,000 acre-feet).

Operating a groundwater bank in
Stanislaus County in conjunction with San
Francisco’s surface storage facilities
would eliminate the need for Hetch
Hetchy Reservoir and allow Hetch Hetchy
Valley in Yosemite National Park to be
restored. Groundwater plans in these
areas show unsustainable pumping rates
that limit farm production over time. Wet
year recharge with San Francisco’s water
would provide benefits to all parties.

Geology and proximity to the California
Aqueduct make Kern County an ideal site
for groundwater recharge. Urban water
agencies bank groundwater in Semitropic
(970,500 acre-feet), Arvin Edison
(350,000 acre-feet), Kern Delta (250,000
acre-feet) and other aquifers.

4YOSEMITE'S OPPORTUNITY Options For Replacing Hetch Hetchy Reservoi r

RECYCLING WATER IN CALIFORNIA
Increases in demand, limits on groundwater pumping and worries of drought have led to a boom in wastewater recycling projects — in California as well as other states and countries.

While Orange County has long been a recycling leader, others are catching up quickly. Most of California’s large urban agencies have initiated robust recycling plans, but so far San Francisco has not. Recycled water provides a reliable, drought-proof supply, and the enhanced treatment process reduces pollution to rivers, bays and beaches.

Replacing the water storage function of Hetch Hetchy Reservoir could be accomplished by recycling 60,000 acre-feet per year (360,000 acre-feet over a 6-year drought).

San Diego’s PureWater program is
scheduled to provide a third of its total
supply (83,000 acre-feet per year, or
498,000 acre-feet over a 6-year
drought), and will also reduce pollution
along its famous beaches. San Diego will
store its recycled water locally in
Miramar and San Vicente Reservoirs.

The Orange County Water District
recycling plant is the largest in the world.

It presently recycles 100,000,000 gallons
per day — soon to be increased to
130,000,000 gallons per day (146,000
acre-feet per year or 876,000 acre-feet
over a 6-year drought). After a multi-step
treatment process which includes
nanofiltration (shown above), the water
is stored underground.

The San Francisco Public Utilities
Commission reports a capacity to recycle
49,000 acre-feet per year ( 294,000
acre-feet over a 6-year drought) at its water
treatment plants but has no plans to move
forward at this time. San Francisco’s
wholesale customers, who use 2/3 of the
system’s water, operate their own treatment
plants and have similar opportunities.

The Santa Clara Valley Water District plans
to recycle 40,000 acre-feet per year
(240,000 acre-feet over a 6-year drought)
by 2035, about 10% of its supply.

Governor Newsom praises the Los
Angeles County Sanitation District’s
recycling plan, describing it as a model
for others to follow. When completed, the
plant will produce 168,000 acre-feet per
year of recycled water (1,008,000
acre-feet over a 6-year drought).

YOSEMITE'S OPPORTUNITY Options For Replacing Hetch Hetchy Reservoi r5

DEVELOPING LOCAL STORAGE IN CALIFORNIA
Today, most of California's major rivers are either already dammed, protected by law, or too remote to be economically develope d.

Many water agencies have, however, found advantage in building “off stream” reservoirs close to their service areas to assure supply reliability during dry years. These reservoirs are built in canyons with little natural flow, avoiding the damage of damming a large river.

San Francisco has long-term plans to enlarge Calaveras Reservoir, allowing it to hold imported Tuolumne River supplies as well as local runoff. Enlarging Calaveras would replace 90% of the 360,000 acre-feet of water storage that Hetch Hetchy Reservoir provides.

In 2009, San Diego enlarged San
Vicente Reservoir to 242,000 acre-feet.

It not only holds runoff from San
Vicente Creek, but also water supplies
diverted from the Colorado River.

Diamond Valley Reservoir, first filled in
2003, holds up to 800,000 acre-feet of
water for customers of the Metropolitan
Water District of Southern California.

Above, Metropolitan General Manager
Jeff Kightlinger dedicates a dam at
Diamond Valley in honor of his visionary
predecessor, Carl Boronkay. Boronkay
called Hetch Hetchy Valley a “national
treasure” and, after retirement, joined the
Restore Hetch Hetchy Board of Advisors.

Calaveras Reservoir, the largest of the San
Francisco Public Utilities Commission’s Bay
Area reservoirs, was rebuilt in 2019 and
presently holds 97,000 acre-feet. The
SFPUC has plans to increase its capacity by
323,000 acre-feet (almost the volume of
Hetch Hetchy Reservoir). Some of the
foundation work to support this larger
project has already been accomplished.

Los Vaqueros Reservoir, initially
constructed by the Contra Costa Water
District in 1998, was expanded in 2012 to
hold 160,0000 acre-feet of water. It will
be expanded further, and San Francisco
should consider taking part in the project.

Recent investments by California’s cities in groundwater, recycling and local surface storage would replace Hetch Hetchy Reservoir more than 15 times over. The San Francisco Public Utilities Commission has the opportunity to pursue any or all of these technologies.

ADDITIONAL NECESSARY IMPROVEMENTS
While water storage and/or supply are the most obvious system improvements necessary to restore Hetch Hetchy Valley in Yosemite National Park, other steps must be taken as well. • Replace 350 gigawatt-hours of electricity that will be lost when water from Hetch Hetchy Reservoir will no longer
generate hydropower at the Kirkwood Powerhouse in
summer and fall;
• Expand the Sunol Water Treatment Plant so the San
Francisco Regional Water System has capacity to filter all system supplies; and
• Build new interties to connect Cherry and/or Don
Pedro Reservoir to existing pipelines crossing the San
Joaquin Valley.

Plans to remove the reservoir while maintaining water and power supplies have been proposed in a variety of reports by government agencies, environmental groups and academics.

The estimated costs in the various reports of restoring Hetch Hetchy Valley without loss of water or power have been the subject of public disagreement but have never been independently reviewed.

Restore Hetch Hetchy’s most recent cost estimate, published in a 2015 Superior Court filing, projects a cost of 2 billion dollars over a fifty year period, including 199 million dollars for additional interties, 372 million dollars for water supply, 387 million dollars for water treatment, 669 million dollars for renewable electric power, and 374 million dollars for modifying O’Shaughnessy Dam.

CRITICAL STAKEHOLDERS
The Turlock and Modesto Irrigation Districts are intertwined with the SFPUC on the Tuolumne River and at Don Pedro Reservoir. A restoration plan must guarantee, at a minimum, that the Districts suffer no loss of water supply or hydropower production.

Tribal communities were the original inhabitants of Hetch Hetchy. Indigenous peoples must be consulted in all stages of restoration and, if they desire, should be involved in the future management of the valley.

Rafters and kayakers flock to the Tuolumne River for its world-class whitewater. A restoration plan should assure recreational flows are protected.

The Bay-Delta Plan — Restore Hetch Hetchy supports the State’s ongoing effort to improve flows and habitat for fish and wildlife on the Tuolumne River below Don Pedro Reservoir, as well as downstream into the Bay-Delta.

YOSEMITE'S OPPORTUNITY Options For Replacing Hetch Hetchy Reservoi r7 Restore Hetch Hetchy urges the
San Francisco Public Utilities Commission
to pursue system improvements so
Hetch Hetchy Reservoir can be replaced
without any loss of water supply or electric
power production.

Hetch Hetchy, Yosemite Valley's lost twin, can be returned to its natural splendor; a majestic glacier-carved valley with towering cliffs and waterfalls where river and wildlife run free.

Hetch Hetchy can be a new kind of national park, with limited development, an improved visitor experience, shared stewardship with Native peoples, and permanent protection of its natural and cultural heritage for future generations.
