Action:
Award Contract No. WD-2801, 8 - and 12 -Inch Ductile Iron Water Main Replacement, 16 -Inch Earthquake Resistant Ductile Iron Water Main Installation, Sewer Replacement, and Pavement Renovation, from Mariposa Street to Cesar Chavez on York and Hampshire Streets , in the amount of $18,353,105, and with a duration of 921 consecutive calendar d ays (approximately two years and six months), to the responsible bidder that submitted the lowest responsive bid , JMB Construction, Inc ., to replace and provide redundancy to the aging pipelines of San Francisco’s water distribution system, replace aging sewer facilities, and renovate pavement. This action constitutes the Approval Action for the water main installation portion of the Project for the purposes of the California Environmental Quality Act (CEQA) pursuant to section 31.04(h) of the San Francisco Administrative Code. The Planning Department has determined that this action is exempt from the CEQA.
If the item is approved, the Commission will rely on that determination in its resolution.
Background: The water main replacement wor k under this Contract is part of the Water Enterprise Local Conveyance/Distribution System Program. Th e program includes the replacement of old pipes that have either been damaged or are at the end of their useful service life to ensure reliable water delivery within the City.
This program also includes replacement of existing pipelines with “earthquake resistant” pipe, at key locations throughout San Francisco, to provide a seismically reliable network of piping within the water system to deliver potable water to customers following a major earthquake. This project is part of a series of projects in which earthquake resistant ductile iron pipe (ERDIP) will be installed over the next few years to provide a seismically reliable conduit from College Hill Reservoir to San Francisco General Hospital. The existing 4- to 16- inch diameter cast iron water mains scheduled to be replaced under this contract Contract: WD-2801, 8- and 12-Inch Ductile Iron Water Main Replacement, 16-Inch Earthquake Resistant Ductile Iron Water Main Installation, Sewer Replacement, and Pavement Renovation, from Mariposa Street to Cesar Chavez on York and Hampshire Streets
Commission Meeting Date: February 14, 2023
were installed between 1895 and 1935; due to the material they are manufactured from and age, 88 to 128 years, they need to be replaced.
On November 23, 2021, by Resolution 21-0172, the Commission authorized the General Manager of the San Francisco Public Utilities Commission to designate Kubota ERDIP and Fittings in the construction contract as sole source for Contractor furnished materials because the materials are available from only one source and are needed to match existing installed ERDIP in use at the Project.

The Contract Monitoring Division (“CMD”) has reviewed the bids submitted for the above referenced project, applied the appropriate bid discounts, and determined responsiveness to the Chapter 14B pre-award requirements. The Micro/Small-LBE subcontracting participation requirement is 14% for this project. Below is a summary of CMD’s review.
Bid Discount
The Engineer’s Estimate for this contract is over $20,000,000 and therefore the LBE bid discount is not applicable.
LBE Subcontracting Participation Requirement
JMB Construction, Inc (“JMB”) is the lowest responsive bidder. JMB met the 14% Micro/Small LBE firm(s) on Section 00 43 36 (Subcontractor List):
