3 Pursuant to communication between AECOM/Lotus JV, due to the As-Needed nature of this contract, some of the listed LBE subconsultants above have not yet been utilized to date, because the LBE scopes of services have not yet been requested by the SFPUC. As such, M Lee Corporation, Pathways Climate Institute LLC, and Sitelab Urban Studio are already included in a current task order and/or upcoming task orders.

However, the LBE scopes that were requested by the SFPUC resulted in greater participation for the following originally listed LBE subconsultant -- Bionic Landscape Inc. -- in its respective disciplines.

To recover and maximize LBE subparticipation on this project, AECOM/Lotus JV has added four new LBEs: Coord LLC, CTS International Corp, InCommon LLC, and Joe Hill Consulting Engineers.

Based on the foregoing and taking into consideration the proposed increase and the original contract amount, AECOM/Lotus JV confirmed that it will remain committed to assigning work that may arise from future task orders to its original listed LBE subconsultants, as well as to the added LBEs. AECOM/Lotus JV informed the CMD that it anticipates meeting its Micro/Small-LBE commitment, as follows:

To: Matthew Braun, SFPUC
Pauson Yun, SFPUC
From: Kate Svyatets, CMD
Subject: CMD Modification #1: PRO.0054.C -- As-Needed Wastewater and Stormwater Services

The SFPUC has requested an amendment/modification for the above referenced contract by increasing the contract amount by $2,000,000 for a total agreement amount of $7,000,000. Per the SFPUC, the scope of work for Amendment/Modification No.1 consists of professional and technical tasks in the following service categories:
• Wastewater Services;
• Stormwater Services;
• Operational Strategy Services;
• Asset Management Services;
• Environmental/Regulatory Compliance for Wastewater Operations, Hazardous Materials and Waste Services;
• Health and Safety Services;
• Coastal Protection, Sedimentation and Erosion Analysis; • Branding Strategy and Marketing; and
• Emergency Planning, Technical Assistance and Training Support.

LBE Subconsulting Participation
The Micro/Small-LBE subconsulting participation requirement established for this contract is 16%.1 The Micro/Small-LBE subconsulting participation requirement applies to the entire contract including any amendments, change orders, and modifications. The Micro/Small-LBE participation reflected on the Proposer’s, Hazen and Sawyer/Avila JV’s, CMD Form 2A at the time of proposal is as follows:

Subcontractor Scope of Work Status, Type and Size LBE Credited Participation
SCA Environmental, Inc. Health and Safety SF LBE-MBE (Small) 3.00% Noise 13 Branding SF LBE-WBE (Micro) 4.00%
Stevens and Associates Landscape Architects SF LBE-MBE (Micro) 1.00% Geotechnical Consultants, Inc

Inc Survey SF LBE-OBE (Small) 1.50%
Vibrasure Consulting Engineers Acoustical & Vibration SF LBE-OBE (Micro) 0.50%

1 The 16% subconsulting requirement was established in consideration of the availability of LBEs for the scope of work.

2 Digitalmania dba Copymat Printing SF LBE-MBE (Small) 0.50% Cel Analytical Analytical testing services SF LBE-WBE (Micro) 0.50% TOTAL 16.00%

As of January 18, 2023, per SOLIS, Hazen and Sawyer/Avila JV invoiced $3,133,105.80. The Micro/Small- LBE participation achieved by Hazen and Sawyer/Avila JV to date is as follows:

Pursuant to communication between the SFPUC and Hazen and Sawyer/Avila JV, due to the As-Needed nature of this contract, the originally listed LBE subconsultants (SCA Environmental, Inc.; Noise 13; Geotechnical Consultants, Inc (later, ENGEO); Meridian Surveying Engineering Inc; Vibrasure Consulting Engineers; and Cel Analytical) have not yet been utilized to date, because the LBE scopes of services have not yet been requested by the SFPUC.

However, the LBE scopes that were requested by the SFPUC resulted in greater participation for Stevens and Associates in its respective disciplines.

Per Hazen and Sawyer/Avila JV, some of the LBEs have been already working on task orders (not yet reflected in the above SOLIS amounts): Digitalmania dba Copymat (for printing) and RDJ (for public relations).

To recover and maximize LBE subparticipation on this project, Hazen and Sawyer/Avila JV has added a new LBE -- Coord LLC. Per the Prime Consultant: “Coord is working on two task orders worth approximately 4% of the contract, and we are working on a third task order for them.” Based on the foregoing and taking into consideration the proposed increase and the original contract amount, Hazen and Sawyer/Avila JV confirmed that it will remain committed to assigning work that may arise from future task orders to its original listed LBE subconsultants, as well as to the added LBEs.
