Approve Increase to Construction Cost and Duration Contingencies for WW-662R, Southeast Water Pollution Control Plant Power Feed and Primary Switchgear Upgrades
Summary of Proposed
Commission Action:
Approve an increase of $2,000,000 to the contract cost contingency, and an increase of 368 calendar days to the contract duration contingency for Contract No. WW -662R, Southeast Water Pollution Control Plant (SEP) Power Feed and Primary Switchgear Upgrades, with Blocka Construction, Inc., to address additional differing site conditions, design clarifications , and potential additional extended Contractor’s overhead re lated to the continued delay in delivery of SFPUC power to SEP and the extra time anticipated for installation of the substations; and authorize the General Manager to approve future modifications to the contract for a total
contract amount of up to
$35,818,620 and a total contract duration of up to 1,655 consecutive calendar days (approximately four years and six months).
Background: The existing primary switchgear and majority of substations at the Southeast Water Pollution Control Plant (SEP) have reached the end of their useful service life. The objective of the project is to increase reliability, redundancy, and capacity of the electrical system for SEP facilities and nearby pump stations.
On July 28, 2020, by Resolution No. 20-0163, the Commission awarded Contract No. WW- 662R, Southeast Water Pollution Control Plant Power Feed and Primary Switchgear Upgrades. The original contract amount was $30,744,200, and the original contract duration was 1,170 consecutive calendar days.
During construction, the contractor has encountered unforeseen issues of site accessibility and delayed delivery of SFPUC power to SEP .
Additionally, SFPUC staff anticipates the contractor will require additional time to install the substation transformers due to operational constraints in the cut -over sequenc e. S taff therefore recommends approval of an increase of the contract cost and duration contingencies.
Contract: WW-662R, Southeast Water Pollution Control Plant Power Feed and Primary Switchgear Upgrades Commission Meeting Date: March 14, 2023
Description of Scope of
Work:
The contract work location is the Southeast Water Pollution Control Plant (SEP) in San Francisco.
The contract work consists of:
• Construction of a two- story building (SEP Building 032) supported on piles and over the existing primary switching station to house the new primary electrical switchgear. • Installation of new primary electrical switchgear sized to provide adequate power for all existing electrical loads and future demands and peak loads.
• Installation of two utility power metering cabinets outside Building 032 for connection to the existing PG&E feed and new SFPUC feed.
• Replacement of existing substation transformers at various locations throughout SEP.
• Installation of new underground electrical infrastructures and new power monitoring and control system for additional
reliability and efficiency.
• Installation of a utility power metering cabinet and electrical gear for incoming SFPUC power feed at Bruce Flynn Station. • Retrofit of existing electrical equipment for incoming SFPUC power feed at Booster Pump Station.
Changes and
Modifications to the
Contract:
Modification Nos. 1 to 24 increased the contract amount by $894,283 (within the original contingency) and increased the contract duration by 68 consecutive calendar days ( within the original contingency) for various additional work due to differing site conditions, design clarifications and costs associated with extended contractors overhead, as well as to account for late start of contractors critical construction activity due to site logistical and SFPUC power availability issues, for a total contract amount of $31,638,483, and a total contract duration of 1,238 consecutive calendar days.
Requested Increase to Contract Cost and Duration Contingency Staff recommends approval of a $2,000,000 increase to the existing cost contingency and a 368 calendar day increase to the existing duration contingency to address additional differing site conditions , design clarifications, and potential additional extended Contractor’s overhead related to the continued delay in delivery of SFPUC power to SEP and the anticipated additional time to install the substation transformers due to operational constraints in the cut -over sequence, for a total contract amount of up to $35,818,620, and a total contract duration of up to 1,655 consecutive calendar days.
