Summary of
Proposed
Commission Action:
Approve Amendment No. 4 to Contract No. PRO.0101, Tunne l Engineering Services for the Fo lsom Area Stormwater Improvements Project, with McMillen Jacobs Associates/Stantec, Joint Venture , to provide continued consultant tunnel engineering design support in the execution and delivery of the proposed Folsom Area Stormwater Improvements Project, extending the contract duration by six months, for a total duration of five years and one month, with no change to the contract amount. This action constitutes the Approval Action for the Folsom Area Stormwater Improvements Project for the purposes of the California Environmental Quality Act (CEQA), pursuant to Section 31.04(h) of the San Francisco Admini strative Code. The Planning Department has deter mined that this action is exempt from the CEQA. If the item is approved, the Commission will rely on that determination to make its decis ion. Specifically, this extension will allow time to pr epare more detailed budgetary information for the Caltrans-requested design requirement.
Project Description The purpose of the Folsom Area Stormwa ter Impro vement Project (Project) is to improve collection syste m capacity and i ncrease flood resilience during wet weather months within the area around 17th and Folsom Streets to comply with the California Regional Water Quality Control Board clean-up and abatement order R2-2021-0021.
The project scope of work consists of two interconnected components, Upstream Components and Tunnel Component. The Upstream
Components of the project consist of three separa te construction contracts to construct and upsize approxi mately 8,000 linear feet of sewer pipes and sewer boxes in various locations in the neighborhood surrounding 17th and Folsom Stre ets. T
he Tunnel Component of the
project consists of a single contract to construct a new 4,000 linear Contract: PRO.0101, Tunnel Engineering Services for the Folsom Area Stormwater Improvements Project Commission Meeting Date: April 11, 2023
foot stor mwater tunn el from approximately the intersection of Alameda Street and Florida Street to the intersection of 7th Street and Berry Street. This work includes building multiple junction structures, launching and receiving shafts for the tunnel, sewer later al replacem
ents, and restoring the paving and curb ramps per City
standards, and incidental and related work to pl ace the whole system in operating condition. Staff intends to br ing t he first construction contract to the Commission in May or June of this year.
Background: On September 25, 2018, by Resolution No. 18-0154, this Commission awarded Contract No. PRO.0101, Tunnel Engineering Services for the Folsom A rea Stormwa ter I mprovement Proje ct, to McMillen Jacobs Associates/Stantec, Joi nt Venture (JV), to provide specia lized tunnel engineering services to supplement San Francis co Public Utilities Commission (SFPUC) staff for the pro posed Project , with a not- to- exceed contract amount of $5,700,000, and a duration of one year and six months.
During the initial design proc ess, the design team disc overed previously unknown existing underg round foundations that supported Caltrans’ US-101 freeway within the tunnel alignment. The result of the disc overy was that: ( 1) the preferred engi neering a lternative selected and develo ped during the Planning Phase was much more complicated than originally envisioned; (2) the discovered foundations created a direct conflict with planned location of the proposed tunnel; and (3) the complexity of resolving the conflict necessitated analysis of other alter natives and potentially the modification of the foundations. Because this conflict was di scovered after the contract was issued, the resolution of this conflict has required an expansion of the scope of services.
