Award Contract No. DB-135, O’Shaughnessy Dam New Bulkhead System

Summary of
Proposed
Commission
Action:

Award Contract N o. DB-135, O’Shaughnessy Dam New Bulkhead System (Project) to Alltech Engineering Corp., in the not -to-exceed amount of $9,857,000, and with a term of 670 consecutive calendar days (approximately one year and 10 months) , to design and build a new bulkhead system that will provide reliable and safe isolation of existing gates and valves for O’Shaughnessy Dam. This action constitutes the Approval Action for the Project for the purposes of the California Environmental Quality Act ( CEQA) pursuant to San Francisco Administrative Code section 31.04(h).

The Planning
Department determined that the Project is exempt from the CEQA. The Commission will rely on that determination to make its decision on this action.

Background: The O’Shaughnessy Dam is located 140 miles east of San Francisco and 60 miles east of Sonora in Yosemite National Park, Tuolumne County. The City and County of San Francisco (City) constructed the concrete dam initially i n the 1920s to create the Hetch Hetchy Reservoir. The City constructed the dam in two stages beginning in August 1919. In the first stage, the City completed the dam in April 1923 at a structural height of 344.5 feet (Elevation 3726.5). Beginning in April 1935, the City raised the O’Shaughnessy Dam by 85.5 feet to the current final height of 430 feet (Elevation 3812 feet). The additional height provided an increase of 143,885 acre -feet of storage and a total current capacity of 360,360 acre-feet. The dam includes a side channel spillway located at the left abutment of the dam. The outlet system includes large diameter slide gates, needle valves, and butterfly valves. Water from the reservoir flows through twelve inlets along the upstream face of the dam and then through the outlet structure via these gates and valves. The City installed most of these gates and valves when building the initial stage of the dam in 1923; they are 100 years old and require frequent inspection and maintenance to make sure they are operable. The twelve inlets along the upstream face of the dam were initially able to be isolated by a bulkhead system. This bulkhead system has fallen into disrepair and needs to be replaced in order to isolate the reservoir water from the dam inner workings safely so that maintenance can be safely performed.

The objective of this project is to build a new bulkhead system that will provide reliable and sa fe isolation of existing gates and valves in the dam for maintenance, repairs, and improvements.

The RFP indicates that a contract will be awarded to the highest-ranked proposer. Based on the foregoing, Alltech Engineering Corp. is the highest ranked proposer.

DESIGN PHASE: LBE Subconsultant/Subcontracting Participation Requirement

The LBE subconsult ing/subcontracting participation requirement for the Design Phase is 3% 1.

The 3% LBE sub requirement for the Design Phase must be met at the time of proposal. The LBE sub requirements for Design Phase can only be met by CMD certified San Francisco Micro and/or Small-LBEs or PUC LBEs.

At the time of proposal, Alltech met the 3% LBE subconsulting participation requirement by listing the following LBE subconsultants on its CMD Form 2A (CMD Contract Participation Form):

Alltech utilized Approach B (Inclusion of Micro -LBE) on CMD Form 2B to meet the Good Faith Efforts (“GFE”) Requirements of the Design Phase. Alltech demonstrated that it met the GFE requirements under Approach B by listing the Micro-LBE firm: Water Resources Engineering, Inc.

CONSTRUCTION PHASE: LBE Subcontracting Participation Requirement

The LBE Subcontracting Requirement is 3%2 for the Construction Phase. The LBE subcontracting requirements for Construction Phase can only be met by CMD certified San Francisco Micro and/or Small-LBEs or PUC LBEs.

Due to the anticipated time lapse between proposal submission and the submission of the construction trade bid packages, Proposers were required to submit the LBE Commitment Certification form which is confirmation by the Proposer that it will meet the LBE subcontracting participation requirement established for the Construction Phase through the various trade packages. Alltech has submitted this form.

1 The LBE subconsultant participation requirement for the Design (Pre-Construction) Phase of this project is 3.00% as the design and underwater inspection of the existing bulkhead system is best performed by specialty contractors/engineers that have extensiv e experience in similar hydraulic structures and underwater operations.

2 The LBE subcontractor participation requirement for the Construction Phase of this project is 3.00% as the fabrication and installation of the new bulkhead system is best performed by specialty contractors and divers that have extensive experience in similar hydraulic structures and underwater operations.

After award and prior to the advertisement of any trade packages, Alltech wil l consult with the CMD and submit a written plan for achieving the LBE subcontracting participation requirement for the Construction Phase. As mentioned above, the LBE subcontracting requirement for the Construction Phase will be met by the cumulative LBE participation through the various trade packages. The written plan will specify the LBE subcontracting participation requirement for each trade package based on the availability of LBEs to perform the work or supply materials and equipment for the subject trade package.

Based on the foregoing, CMD has determined that Alltech has complied with the Chapter 14B pre-award requirements. Should you have any questions, please contact me at [email protected].
