AGENDA NO.

AGENDA ITEM
Public Utilities Commission
City and County of San Francisco

Calendar: Regular Calendar
Contract Manager: Paul Louie

Approve Modification No. 5 to Contract No. PRO.0101, Tunnel Engineering Services of the Folsom Area Stormwater Improvement Project

Summary of Proposed
Commission Action:

Modify Contract No. PRO.0101, Tunnel Engineering Services of the Folsom Area Stormwater Improvement Project, with McMillen Jacobs Associates/Stantec, Joint Venture, to increase the Contract amount by $7,500,000 for a new total Contract amount of $17,200,000 and increase the Contract duration by four years for a new total Contract duration of nine years and one month due to increased Caltrans’ design and analysis requirements and to provide engineering support during construction, subject to Board of Supervisors approval under Charter Section 9.118.

Background: On September 25, 2018, by Resolution No. 18-0154, this Commission awarded Contract No. PRO.0101, Tunnel Engineering Services for the Folsom Area Stormwater Improvement Project, to McMillen Jacobs Associates/Stantec, Joint Venture ( MJA/S), to provide specialized tunnel engineering services to supplement San Francisco Public Utilities Commission (SFPUC) S taff for the proposed Project , with a not-to-exceed contract amount of $5,700,000 and a duration of one year and six months.

During the initial design process, the design team discovered previously unknown underground foundations that supported Caltrans’ US -101 freeway within the tunnel alignment. The result of the discovery wa s that: (1) the preferred engineering alternative selected and developed during the Planning Phase was
more complicated than originally
envisioned; (2) the foundations created a direct conflict with planned location of the tunnel; and ( 3) the complexity of resolving the conflict necessitated analysis of other alter natives and potentially the modification of the foundations. Because this conflict was discovered after the contract was awarded, the resolution of this conflict has required an expansion of the scope of services.

The Folsom Area Stormwater Improvement P roject will be implemented through four separate construction contracts. The Agenda Title: Contract No. PRO.0101, Tunnel Engineering Services of the Folsom Area Stormwater Improvement Project Commission Meeting Date: June 13, 2023

professional services provided in Contract No. PRO.0101, Tunnel Engineering Services of the Folsom Area Stormwater Improvement Project are primarily related to Contract WW- 719B, Alameda Street Wet Weather Conveyance Tunnel. There are also secondary services provided for the other three contracts, such as outreach support, design support and cost estimating.

In November 2021, the Folsom Area Stormwater Improvement Project became subject to Clean -Up and Abatement Order R2-2021-0021, issued by the Regional Water Quality Control Board. The Order requires the project to be completed by June 30, 2027.

Scope of Contract: The Contract work location is in the City and County of San Francisco’s Mission District and the South of Market.

The Contract work consists of:

• Manage and coordinate MJ/S’ design team;
• Implement the quality assurance and quality control plan; • Develop supplemental information and conduct various field investigations;
• Design an approximate 4,000 feet long, 12- feet diameter sewer tunnel. The design includes design reports, technical memoranda, plans, specifications, and cost estimates;
• Provide utilities and electrical power design support to City staff; • Support the City’s public outreach efforts; and
• Design Caltrans US-101 foundation modification.

Proposed Contract work:

• Provide soil-structure interaction (SSI) analysis for launch shaft; • Provide SSI analysis for sewer box design (WW-719C);
• Develop cost estimate and schedule for WW-719C;
• Provide bid phase support services (optional in original contract scope, but not funded); and
• Provide engineering support during construction (optional in original contract scope, but not funded).

Modifications to the
Contract:

Proposed Modification No. 5: Staff recommends a $7,500,000 Contract cost increase 7,500,000and a four -year Contract duration increase four years , resulting in a not- to-exceed Contract amount to $17,200,000 and a nine years and one month Contract duration , to allow MJA/S to address Caltrans comments and requirements for the US-101 foundation modification design, to perform analysis of the tunnel launch shaft ’s impact on Caltrans ’ US-80 freeway foundation structures, to support City design team on the upstream sewer box Agenda Title: Contract No. PRO.0101, Tunnel Engineering Services of the Folsom Area Stormwater Improvement Project Commission Meeting Date: June 13, 2023

From: Michelle Kassatly, Contract Compliance Officer, CMD

Subject: PRO.0101 PUC Tunnel Eng Srv Folsom SWIP

The SFPUC has requested a modification for the above referenced contract by increasing the contract amount by $7,500,000 for a total agreement amount of $17,200,000. Per the SFPUC, the scope of work for this modification is to perform Caltrans-requested detailed design analysis by computer modeling at two locations where the tunnel intersects elevated freeways. The modification will also provide funding for consultant’s engineering support after the design phase.

Per Delve-Stantec, and as confirmed by the SFPUC, Michael S. Thomas “retired and is no longer in business; additional civil/utility work was transferred to AGS Inc.”

Moreover, per the SFPUC, “the base scope of work involved designing a 4,000 feet long, 12-foot diameter tunnel in the City’s Mission and Design Districts. The tunnel is required to pass under the existing US-101 and I-80 freeway bridge structures. When the consultants received NTP, two activities started: reviewing existing Caltrans’ as-built records and engaging Caltrans permitting staff. For US-101, the consultant realized the City had received incomplete as-built records from Caltrans. Once the complete records were found and reviewed, we realized the scope of work would need to expand significantly to include redesigning the foundations of the bridge structure. To meet Caltrans’ requirements, we have to perform specialized engineering modeling called, “soil-structure interaction (SSI)”. For I-80, the foundations did not conflict with the tunnel, but they were close enough to create concern within Caltrans, and therefore we were required to do a full analysis of the situation. As an added cost, Caltrans also wants the modeling to include the existing condition, during construction condition, and the final condition for both locations.

SSI modeling is a type of finite element modeling. A finite element is represented as a 3D cube. The bridge structure, foundation, and the soil surrounding the structure is modeled as millions of tiny cubes (like toy blocks). The stresses and strains on each face of each cube can be computed when an earthquake force and motion is applied. A high level of expertise is required to correctly create the model and interpret the results. Furthermore, a large number of hours is needed to create the model and run the simulations. Lastly, because of the high cost, only the most complicated projects utilize this tool, which results in a scarcity of practicing engineers. Therefore, because these factors, only large design firms have the ability to perform this specialized work.

After the proposed budget increase, the SSI-related work totals $5.3 million out of $17.2 million. About 31% of the total budget is allocated to the specialized work, which severely hampers the consultant’s ability to meet the original LBE goals. As previously stated, the goals were conceived before the need for SSI modeling work was known.”

Delve-Stantec has confirmed that it will remain committed to assigning work that may arise from future task orders to its original listed LBE subconsultants. Delve-Stantec informed the CMD that it anticipates meeting its 8.60% Micro/Small-LBE commitment, as follows:

Going forward, SFPUC staff and Delve-Stantec will obtain CMD approval for each subconsultant addition and LBE substitution according to established procedures. Additionally, in order to ensure compliance with the LBE ordinance and requirements, the SFPUC and Delve-Stantec must notify CMD of any changes to the scope of work as well as any changes to information provided to CMD. Contingent on the conditions set forth above, CMD approves the subject modification.
