Award Contract No. WW-735, Various Locations Main Sewer Inspection No. 1, in the amount of $1,998,888 with a duration of 330 consecutive calendar days, to the sole responsible, bidder that submitted a responsive bid, Pipe and Plant Solutions, Inc., in accordance with San Francisco Administrative C ode section 6.23(c)(2), to inspect existing sewers at various locations within the City and County of San Francisco.
Background: The scope of work for this contract is performing sewer main, lateral, and culvert inspection work. The inspection of Wastewater Enterprise’s sewer assets is an integral part of Wastewater Enterprise ’s comprehensive asset management program. This work helps to en sure that the sewer system continues to operate efficiently and is in a good state of repair.
Scope of Contract: The Contract work is at various locations within the City and County of San Francisco as shown on the location map and in the attached list of inspection locations.
The Contract work consists of:
• Camera inspection of approximately 52,800 linear feet of existing main sewers equal to and less than 36 inches in diameter; • Camera inspection of approximately 40,000 linear feet of existing sewer laterals; and
• Camera inspection of approximately 12,000 linear feet of existing sewer culverts.

WHEREAS, The San Francisco Public Utilities Commission (SFPUC) Wastewater Enterprise Collection System management has identified critical needs for video inspection services of existing sewers to supplement Wastewater Enterprise Collection System staff’s on - going inspection work of the sewer system under SFPUC Wastewater Enterprise's Collection System Asset Management Program; and
WHEREAS, On March 3, 2023, the SFPUC advertised Contract No. WW-735, Various Locations Main Sewer Inspection No. 1; and
WHEREAS, The Engineer’s Estimate is $ 2,000,000 for this construction work to inspect existing sewer pipelines at various locations within the City and County of San Francisco; and WHEREAS, The contract duration is 330 consecutive calendar days; and WHEREAS, On April 6, 2023, SFPUC received and publicly opened one bid; and WHEREAS, SFPUC staff and Contract Monitoring Division review ed the single bid and have determined that Pipe and Plant Solutions, Inc. i s the responsible bidder with the lowest responsive bid; and
WHEREAS, Contract Monitoring Division established a 4% Local Business Enterprise (LBE) subcontracting requirement for this contract, and Parent, Randy committed to 5.50% LBE participation in its bid submittal; and
WHEREAS, This action does not constitute a “project” under the California Environmental Quality Act Guidelines section 15378(a) because there would be no physical change in the environment; and
WHEREAS, Funds are available from Project No. 10038815, Various Locations Main Sewer Inspection No. 1; now, therefore, be it
RESOLVED, That this Commission hereby awards Contract No. WW-735, Various Locations Main Sewer Inspection No. 1, in the amount of $1,998,888, for a duration of 330 consecutive calendar days, to the sole responsible bidder that submitted the lowest responsive bid, Pipe and Plant Solutions, Inc.

The Contract Monitoring Division (“CMD”) has reviewed the bids submitted for the above referenced project, applied the appropriate bid discounts, and determined responsiveness to the Chapter 14B pre-award requirements. The Micro/Small-LBE subcontracting participation requirement is 4% for this project. The LBE sub requirement is below 20%, in consideration of the specialized automated camera inspection scope of work, in addition to the specialized nature of the equipment and experience/qualifications/certifications as required in the bid documents.
